Revealed: Jonathan’s First Query To CBN Governor, Sanusi – PREMIUM TIMES

Contrary to widespread believe that Central Bank Governor, Sanusi Lamido Sanusi, first ran into trouble with President Goodluck Jonathan late last year when he wrote a letter accusing the Nigerian National Petroleum Corporation of diverting N8 trillion of Nigeria’s oil revenue, PREMIUM TIMES can report today that Mr. Sanusi first incurred the wrath of the presidency in 2012 when he granted a newspaper interview criticizing the administration’s handling of the Boko Haram insurgency.

Mr. Sanusi had granted an interview to the Financial Times of London in 2012 blaming widespread poverty in the North for Boko Haram’s success in recruiting members. That interview, this newspaper can report, terribly irked Mr. Jonathan and earned Mr. Sanusi a query from the presidency.
Investigations by PREMIUM TIMES showed that not long after it published Mr. Sansui’s interview, the Financial Times did an analysis on Nigeria’s economy and passed a damning verdict on the Federal Government.

Embarrassed by both the interview and the analysis of the London-based newspaper, President Jonathan ordered the former National Security Adviser, NSA, late Owoye Andrew Azazi, to query Mr. Sanusi.

During the controversial interview, the CBN governor had among other things, criticised the uneven distribution of wealth in the country, saying some parts of Nigeria were by far richer than others.

Mr. Sanusi had while fielding questions said, “There is clearly a direct link between the very uneven nature of distribution of resources and the rising level of violence.

“When you look at the figures and look at the size of the population in the north, you can see that there is a structural imbalance of enormous proportions. Those states simply do not have enough money to meet basic needs while some states have too much money.

“The imbalance is so stark because the state still depends on oil for more than 80 per cent of its revenues.”

However, in its analysis of Mr. Sanusi’s interview, the Financial Times on January 27, 2012 wrote: “Nigeria has made little headway raising taxes for example from agriculture, which accounts for 42 per cent of GDP. Northern Nigeria’s economy has traditionally depended on the government more than the south.

“Many of the industries set up as part of earlier efforts to promote national balance have gone bust or been sold off during a decade of liberal market reforms, power shortages and infrastructure collapse.”

The analysis continued, “According to official figures, the leading oil producing state, Rivers, received N1, 053 billion between 1999 and 2008 in federal allocations.

“By contrast the North-eastern states of Yobe and Borno, where the Boko Haram sect was created, received N175bn and N213bn respectively. Broken down on a per capita basis, the contrast is even starker.

In 2008 the 18.97m people who lived in the six states in the north-east received on average N1, 156 per person.”

But a few days after the analysis was published and following presidential directive, Mr. Azazi issued a query to Mr. Sanusi, dated February 2, 2012.
A copy of the query which was exclusively obtained by PREMIUM TIMES, referenced: NSA/A/229/C and titled, “Recent Interview with Financial Times,” was copied to the Director General, Department of State Services, Ita Ekpenyong.

Among other things, the NSA stated that the query was necessitated by statements credited to Mr. Sanusi during an interview with the London-based newspaper.

The query reads, “In the interview, you were alleged to have made statements to the following effects: That, the uneven pattern of distribution of resources is directly linked to the rising level of violence in Nigeria.
“That, it is now necessary to focus funds on regenerating other regions of Nigeria; other than the Niger Delta. That, additional federal funds allocation to the Niger delta states has created ‘a structural imbalance of enormous proportions,’ with some states not having enough money and others having too much.

“That, when the theft of oil by profiteers is considered, this imbalance between the oil producing states of the South-South (or Niger Delta states) and states in the North is compounded.”

The query also drew Mr. Sanusi’s attention to his statement that the derivation funds paid to oil producing states, above the normal federal allocations created new disparity in state resource, fostered resentment and encouraged terrorism.

The CBN governor was also reminded that his assertions directly attributed the activities of Boko Haram sect to the revenue allocation formula used by the government.

The query continued, “Not only is there no empirical evidence to support such a statement, conventional wisdom in Nigeria refutes that assertion. Experts obviously have provided numerous explanations for the emergence of Boko Haram activities and the general consensus is that there are no silver bullets.

“Your statements to the Financial Times do not only have no basis in fact but they are divisive, inflammatory, inciting and inappropriate of a senior officer of the Federal Government whose responsibility includes national stability and state continuity.

“This statement has already caused a lot of angst among the populace and raised significant questions as to your intent and motives. These statements bring disrepute to the administration and current and past leadership of Nigeria.

“While I understand your right to free speech and some of the independence your office enjoys, I must also caution you that as an officer of the Government of Nigeria and one entrusted to promote state stability, your utterances through this interview are not in the interest of Nigeria’s national security.

“I encourage you to explore and pursue approaches that will ameliorate the problems that your statements have caused, including a retraction or clarifying statements, possibly through the same medium of interview.”
PREMIUM TIMES learnt that Mr. Sanusi failed to respond to the query, saying he was not answerable to Mr. Azazi and that he would only respond to a direct query from President Jonathan.

Presidency sources say the President did not forgive Mr. Sanusi ever since and had waited patiently for an opportunity to unload him from the administration.

If I was the President, I would have sacked Lamido months ago. His cup had runneth over with wines of insurbordination, contempt for the Commander-in-Chief and gross financial recklessness amounting to over N60 billion naira unchecked donations based on a nebulous “independence of the Central Bank of Nigeria”.

I am aware that the CBN Act gives full independence to the Central Bank but the act did not state that the CBN Governor should be an authority of Governance unto himself. He had succeeded in creating an opposition Government within the ambits of his independence. There was no hiding the disdain in which he held the President, a barely concealed contempt for the man “wey dey give you chop”.

Lamido has a Superiority Complex. Such people would confuse their bluntness for being rebels against a system. A loquacious gift is not a yardstick for political intelligence. Lamido crossed the line between keeping to his brief as CBN Governor and openly canvassing to be the next Emir of Kano or currying favours by donating billions to some institutions in those areas which would aid his royal ambitions.

For the record, I am as peeved as many Nigerians about the shortcomings of the Jonathan Administration in many areas. I also join millions of people in asking for full accountability of the NNPC ‘missing $20 billion’. But I also know a lot about heirachical politics and administration. The Guy who employs you is your f***king Boss! You disagree with him in private. You don’t come out all prima donna to undermine his authority because you have an opposition Press on your side and a tribal mindset of supporters egging you on. Damn it! I would show you who the boss is, if it was me.

And you know why Jonathan’s payback is a bitch to Sanusi? Lamido will spend the next few months trying to clear his name over the ‘financial recklessness’ he has been accused of. His credentials have been officially stained. Yes, he would scream that Jonathan is corrupt too but Nigerians have heard that before. Nothing new. What is novel would be the documents which will fly out soon from the Government exposing Sanusi’s hidden deals. That is how politics works.

And let us be clear about this; there is nothing like clean politics. When you are up there, you always fight for your survival. Even those of you working in offices and corporations know how it works.

Three Nigerians Make Google’s ‘Africa Connected’ Top 10 List

Foremost search engine, Google, on Friday announced that three Nigerians had made it to the top 10 finalists in its Google “Africa Connected“ Competition.

In a statement made available in Lagos, Google said that the three Nigerian finalists were Eric Obuh, a social crusader; Eseoghene Odiete, a fashion designer, and Mayowa Adegbile, a philanthropist.

It said that the top 10 finalists also include two Kenyans, a Senegalese, a South African, a Zimbabwean and a Ghanaian.

The search engine said that five successful winners from among the finalists would now be selected by the online voting public.

According to Google, the winners would bag $25,000 (N4,065,000) each and would also have the opportunity to work with a Google sponsor over a six-month period, to further their online businesses.

It said that the competition was launched in August last year, calling entrepreneurs, creative innovators and web-lovers to share stories of how the web has transformed their lives and work.

The search engine said that the top ten finalists were selected by a panel of judges from over 2,200 entries from 35 countries.

It said that the competition categories included: Education, Entertainment/Arts/Sports, Technology, Community, NGOs and Small businesses.

Affiong Osuchukwu, Google Lead for the Africa Connected initiative was quoted as saying that the competition had run for over six months and they were thrilled at the amazing number of stories collected from across Africa.

“Today, we are excited to announce the Top 10 finalists who have been selected by our judges’ panel.

“The diversity of their ventures – from providing clean drinking water to preserving culture – shows how the web can truly drive positive change in the lives of many people and their communities.

“We look forward to seeing who the voting public choose as the winners – the top five most inspiring success stories from across our continent,” It quoted Osuchukwu as saying.

Google said that the winners would be announced on April 1, at an event in Nairobi, Kenya.

It added that anyone who would like to vote for the five winners, in whose lives the web and Google have played a pivotal role, could do so on the Africa Connected website: www.africaconnected.com.

Nigerian Government Compensate Owners Of Centenary City With N319m

The Federal Government released N319 million for payment of compensation to residents of Baruwa Community, Abuja, whose farms are to be used for the development of the Centenary City.

The community, which is situated on Airport Road, Abuja, covers 1,200 hectares.

Mr Okechukwu Francis, Director, Resettlement and Compensation in the FCT, made the fact known at an official ceremony for the payment of compensation to residents of the community.

“For this compensation, what we have done is just pay them for the crops and economic trees that will be affected in the development.

“I want to assure residents that compensation would be paid to all those who will be affected in the area. I want to emphasise that we have been fair and just to the community, nobody has been short-charged.

“We engaged the services of registered professionals who are empowered to do the evaluation for the compensation and this was in accordance with the laws of the FCT.

“For this compensation, what we have just paid is for their crops and economic trees. Further discussions are ongoing for the houses that will be affected,’’ he said.

Meanwhile, Mr Olatunde Ayeni, a member of the board of the Centenary City, told the News Agency (NAN) that the project was huge.

“When completed, it will be the second largest city development in the whole world.

“This compensation is to ensure that the community people live in peace and cooperate with government.

“Peace in the environment is important. So we are taking time to follow due process so that we can take compensation to the community involved.

“Today`s ceremony is to ensure cooperation of the community and everybody involved to ensure that the development is free from any disturbance and trouble and everybody can benefit,’’ he said.

However, Mr Monday Kogi, the traditional chief of Baruwa community, said that the money given to the community as compensation was not enough.

Kogi, who received N132,000 as compensation, said he expected to be paid not less than N1.5 million.

He appealed to the government to cooperate with the community.

Ozekhome Says Jonathan Doesn’t Need The Consent Of NASS Members To Suspend Sanusi

Mr Mike Ozekhome, a Senior Advocate of Nigeria (SAN), on Friday said President Goodluck Jonathan’s suspension of Lamido Sanusi as Governor of Central Bank of Nigeria (CBN) was legally right.

Ozekhome, who is also a constitutional lawyer and human rights activist, said this in an interview in Abuja.

“Constitutionally and legally, what President Jonathan did was correct. He does not require the consent of the National Assembly to do so.

“Anyone who is an employee has to know that he is answerable to his employer. You cannot bite the finger that feeds you.

“The Nigerian Constitution and the CBN Act give the President the authority to suspend or remove the Governor of the CBN,’’ he said.

Ozekhome claimed that Sanusi had deviated from his primary duty of leading the apex bank to the path of monetary stability.

“A governor of a Central Bank in any part of the world should be seen and not heard.

“When he should be heard, he should only be discussing monetary policies which will uplift the economy of his country.

“In Nigeria, what we have is a CBN governor that has been fighting the government of his country,’’ he said.

Ozekhome alleged that Sanusi had been making very provocative and highly derogatory statements even about the monetary policies of his own country.

“When you say all that, then how do you want international investors to come to the country, when a very reliable figure is saying all these negative things about his country,’’ he claimed.

The lawyer alleged that the ex-CBN governor had been acting like a political leader or traditional ruler by donating public funds to universities, political aides and at other functions.

He said Sanusi was not versatile and had made six mistakes on the missing funds from the Nigeria National Petroleum Corporation (NNPC) within the last two months.

“This variation in figures of the missing funds has caused chaos in the country, which is not supposed to be so,’’ Ozekhome said.

He said in as much as Sanusi could lay claim to some notable achievements, it was evident that he (Sanusi) still made some notable mistakes.

“People should look at this from all sides. It is easy for people to say Sanusi’s sack was because he exposed the truth. But, no! This is not it.

“When Sanusi became the governor, the exchange rate of the Dollar with the Naira was about N130.

“Today it is anything between N160 to N170 to a dollar. This is the poorest so far in the history of this country,’’ the lawyer said.

He said it was undeniable that Sanusi had some good impact on the banking industry “by weeding out bad banks and restructuring the entire banking sector’’.

“He has succeeded in that area. No doubt. But his visibility and intrusion into matters that are highly political and have nothing to do with his office are questionable character,” Ozekhome said

Uzoenyi Signs 4 Years Deal With Mamelodi Sundowns

Mamelodi Sundowns of South Africa have confirmed the signing of the 2014 African Nations Championship (CHAN) Most Valuable Player (MVP), Chrisantus Ejike Uzoenyi, from Enugu Rangers.

Okonjo-Iweala Asks Accountants Nationwide To Address Leakages & Waste In Govt. Revenue

The Coordinating Minister for the Economy and Minister of Finance, Mrs Ngozi Okonjo-Iweala on Friday, challenged accountants to address leakages in government revenue and wastages in expenditure pattern.

Okonjo-Iweala, represented by her Permanent Secretary, Mrs Nwobia Daniel, gave the charge at the opening of a two-day retreat in Kaduna.

The retreat was for Directors of Finance and Accounts and Heads of Internal Audit in Federal Ministries, Departments and Agencies (MDAs).

The minister said the retreat was to remind them on the importance of their roles in the government’s transformation agenda.

“The Federal Government therefore, expects that the retreat will discuss issues that will tackle the challenges of leakages in government revenue and wastages in expenditure patterns in MDAs.

According to her, the participants are also expected to come up with strategies to ensure prudence in management of limited financial resources available for government’s use.

“At the end of the retreat, deliberate policies aimed at minimising corruption and strengthening the economy through efficient treasury management should be suggested to fine-tune the transformation agenda, “she urged.

She noted that the theme, “Transforming of Treasury Management in Nigeria,” was apt and timely, as it would address the increasing responsibilities and dwindling revenue of the government.

Okonjo-Iweala said the challenges confronting successful implementation of the Public Financial Management (PFM) includes: corruption, high cost of governance and inadequate legislation.

Others are non-compliance with due process mechanism, inadequate ownership of the reforms by public servants, poor motivation and emerging public performance reporting system.

She emphasised that the Office of the Accountant-General of the Federation (OAGF) was central and strategic to the PFM reform.

The reforms cover “Government Integrated Financial Management Information System (GIFMIS), Treasury Single Account (TSA), Integrated Payroll and Personal Information System (IPPIS).

“Development of National Chart of Accounts (COA), Modernisation of the Internal Audit Functions, Upgrading of Federal Treasury Academy and Adoption of International Public Sector Accounting Standards (IPSAS),” She said.

The Minister said the reforms were meant to ensure efficient public expenditure management, curb corruption, improve government revenue, enhance transparency and accountability.

She, therefore, advised the office of the Accountant-General to seek effective inter agency interaction to bring all government revenue and expenditure under its safety net.

“An independent revenue collection averaging 50-55 per cent of budgeted figures is no longer acceptable.”

She also tasked the participants to brainstorm and recommend strategies that would enhance revenue collection, as well as assist government take right decisions for effective transformation of the treasury system.

On his part, the Accountant-General of the Federation, Mr Jonah Otunla said 36 MDAs out of the 394 had been trained on Government Integrated Financial Management Information System (GIFMIS).

He said that the remaining 358 would be trained in batches.

On the International Public Sector Accounting Standards (IPSAS), Otunla said that sensitisation and training were ongoing in the MDAs on the new format of reporting financial transactions of government.

He said the IPSAS cash basis would commence from 2014 financial year, while the accrual basis would come into operation by 2016.

He charged the participants to make recommendations on issues bodering on treasury management such as improving revenue base of government and addressing gap among treasury accountants.

Otunla also challenged them to suggest institutional restructuring of the nation’s treasury for improved performance, ways to address challenges of cash planning and expenditure discipline and forum for efficient public financial management.

Sheikh Ahmed Gumi: Jonathan’s Exit From Office Will Stop Boko Haram Menace

Kaduna based Islamic scholar, Sheikh Ahmed Gumi has said Boko Haram insurgency will come to an end when President Jonathan leaves office.

“The exit of President Goodluck Jonathan from office will mark the end of Boko Haram insurgency.”

He said this in Kaduna as he received the leader of Sam4Nigeria, Mr. Sam Nda-Isaiah. He also revealed that Nigerians can have good and responsible leaders if votes are allowed to count

“People should be allowed to elect their leaders. I hope that in 2015 people will be allowed to fully exercise their rights…

but when people try to impose themselves on people against their will, this is when you have insurgency, which we are having here because the crisis of leadership relates to legitimacy of government.”

He also warned political candidates to desist from imposing candidates as he cited that as a major cause of crisis in the country.

Mr Nda-Isaiah who is aspiring to be Presidency of Nigeria was commended by Gumi, as he praised the decision welcome development and wished him well in his endeavours.

“What Nigeria needs are capable leaders who will unite the whole entity and tackle the challenges bedevilling it.

“We need to live in peace, work for common interest and respect individual interest, and we need freedom of speech and fundamental human rights.”

The leader of Sam4 and the 2015 general elections Presidential aspirant, Mr Sam Nda-Isaiah told the Sheikh that he was only on a consultation tour to relevant stakeholders and not a Presidential campaign.

 

President Jonathan Held A Closed Door Meeting With Madueke, Makarfi, Yakubu

The news of the suspension of former Central Bank Governor, Sanusi Lamido Sanusi by President Goodluck Jonathan has filled the air in the past 24 hours. Lamido Sanusi has been known to openly criticize NNPC’s handing of the nation’s revenue.

After his suspension, there was a little shakeup in the oil sector as Farouk Ahmed was appointed the Executive Secretary of the  Petroleum Products Pricing Regulatory Agency as the former Executive Secretary, Reginald Stanley retires after 35 years of service.

On Thursday, President Goodluck Jonathan met with top officials of the Nigerian National Petroleum Corporation in a closed door meeting inside the Presidential Villa.

The meeting was attended by Chairman of the Senate Committee on Finance, Senator Ahmed Makarfi, the Petroleum resources Minister, Mrs. Dieziani Allison Madueke and an NNPC delegation led by its Group Managing Director, Mr. Andrew Yakubu.

There is a suspicion that the meeting was over the controversial $20bn which is allegedly missing.

 

Ikeja High Court Sentences Husband Of Slain Banker, Titilayo To Death

32 years old Akolade Arowolo who was accused of murdering his wife, Titilayo has been sentenced to death. He was sentenced by Justice Lateefat Okunnu at an Ikeja High Court.

According to the Judge, the prosecution proved their case beyond reasonable doubt and it was therefore established that Mr. Arowolo was behind his wife’s death.

The accused turned convict wept profusely upon the announcement of the sentence.

Gunmen Abducts EFCC’s Suspect Within Court Premises

Four gunmen on Thursday, February 20, 2014 abducted an alleged serial fraudster and suspect in two cases being handled by the Economic and Financial Crimes Commission, EFCC.

The suspect, Princewill Arinze Nwobodo (alias Aboki J. Brown) was abducted by the gunmen within the precincts of the Lagos High Court, Igbosere where he was to be arraigned before Justice Aishat Opesanwo on a 4-count charge bordering on obtaining $ 92,000(Ninety-Two Thousand United States Dollar) under false pretence. The arraignment was deferred to March 27, 2014 as the court did not sit.

Nwobodo had previously been arraigned in two separate courts in Lagos on fraud related charges. He was docked on October 25, 2013 before Justice Saliu Seidu of the Federal High Court, Lagos on a 15- count charge bordering on forgery and obtaining under false pretence. He pleaded not guilty to the charges and was granted bail. His inability to meet the bail conditions consigned him to prison custody till Thursday, February 20.

In the second court, he was arraigned on November 20, 2013 before Justice Aishat Opesanwo alongside Katchy Okoye and Matthew Usong on a 12-count charge that borders on conspiracy and obtaining money under false pretence. They were granted bail but could not meet the bail terms.

Nwobodo was brought to court on Thursday from Ikoyi Prison, Lagos. He was snatched by the gunmen from the Prison Warders who brought him to court.
