$8.39m Scam: Fred Ajudua Loses Bail Bid

Notorious advance fee fraud suspect, Fred Ajudua today lost his bid to be admitted to bail ahead of arraignment on a 14-count criminal charge by the Economic and Financial Crimes Commission for allegedly defrauding a former Chief of Army Staff, Lieutenant General Ishaya Bamaiyi (rtd) to the tune of $8.39m.

Justice Oluwayemi Ipaye of the Lagos High Court, Ikeja, on March 3, 2014 dismissed the bail application filed by counsel to Ajudua, Olalekan Ojo on the grounds that it was premised on a repealed law “with no factual support for the request for bail”. “Facts are yet to be established before me and the application is hereby dismissed,” the judge ruled.

Although Ajudua was physically present in court, his counsel, Ojo prayed the court to postpone his arraignment “to enable him look at the charges in order to plead guilty or otherwise”. Besides, he also stressed that, though the EFCC prepared 14-count charges against his client, counts 2 to 14 are duplication “because in the face of the application, it is one case of false pretence whether money was paid and received one million times, it is still one case of false pretence”.

EFCC counsel, Seidu Atteh however thanked the court for dismissing Ajudua’s application for bail and urged it to compel him to take his plea. On the issue of duplication of charges, Atteh stressed that “every act constitutes an offense,” and should not be a basis for opposing arraignment.

Ajudua is alleged to have fraudulently collected a total sum of $8.39million (Eight Million, Three Hundred and Ninety Thousand United States Dollars) from General Bamaiyi(rtd)) in installments, by falsely claiming that the payments represented the professional fees charged by Chief Afe Babatola, SAN, to handle Bamaiyi’s case in court and to facilitate his release from prison.

Justice Ipaye adjourned the case to March 11, 2014 for arraignment. Ajudua was returned to Ikoyi prison, Lagos.

Alex Ferguson Says Manchester United Manager, David Moyes Needs Time To Succeed

Alex Ferguson has handed David Moyes a vote of confidence by insisting his beleaguered successor as Manchester United manager will turn the tide at Old Trafford, according to Telegraph.co.uk.

Moyes is coming under increasing pressure at United after overseeing a disastrous run of form that has seen the team crash out of both domestic cup competitions and slide to seventh position in the Premier League since the turn of the year.

United, who won the title by 11 points under Ferguson last season, are also facing up to a Champions League exit after suffering a 2-0 defeat against Olympiakos in Athens last week in a round of 16, first-leg tie.

Ferguson claimed that Moyes would be a success at Old Trafford in time.

“They (United) will be all right,” Ferguson said. “It’s early days and there have been a lot of changes.

“He (Moyes) needs time. I was there for 27 year, so with a new manager, it takes time. But they’ll be OK.”

Ferguson hand-picked Moyes as his successor last season when he announced his retirement in May, despite many expecting United to pursue a more proven manager such as Jose Mourinho or Carlo Ancelotti.

So far, however, Moyes has struggled to get to grips with the job at Old Trafford, with United’s poor form extending back to the start of the season.

United are on course to record their lowest league finish since 1990 and are almost certain to miss out on Champions League qualification for the first time in 19 years.

But despite the doom and gloom currently enveloping the club, Moyes retains the support of United’s owners, the Glazer family, and executive vice-chairman Ed Woodward.

‘Ibadan Rapists Take Advantage Of Deaf Girls’

Dr Oyeduni Arulogun, a Senior Lecturer in the Department of Health Promotion and Education, College of Medicine, University of Ibadan, on Monday said rapists in Ibadan were taking undue advantage of deaf girls.

Arulogun told the News Agency of Nigeria (NAN) in Ibadan that indication to this development was revealed by her latest research work entitled: “Sexual and Reproductive Health Needs of Deaf girls: A Case Study of Ibadan.’’

She said: “ Many of the rapists of these deaf girls are their stepfathers and other people well known to them.

“I discovered during my research that they experience sexual, physical and psychological violence just like anyone else.

“It is a worrisome situation because when they are sexually violated, they can’t complain.

“They don’t have the language to communicate and so most of the rape incidents go unreported to the security agents.

“The person that is supposed to help them out does not understand sign language which is a means of communication for the deaf.’’

Arulogun also said that her research revealed that a number of deaf girl tested were found to be HIV positive.

“It was the first time HIV/AIDS test was conducted for them and it was amazing that many of them were positive,” she said.

According to her, deaf girls are not usually predisposed to disclosing information to health workers because there has to be an intermediary between them to interpret.

“They have great concern about the confidentiality of the information that they give.

“They also miss their appointments at the clinic because they don’t hear when they are called,” Arulogun said.

The researcher said that concerted efforts should be made toward giving deaf girls a sense of belonging as special needs persons.

She said that deliberate policies must be formulated by health providers to ensure that some hospital workers understand sign language.

The don called on security agencies to intensify efforts in the arrest and prosecution of rape victims.

Arulogun also urged journalists to assist to check the scourge by sensitising the people on the incidence of rape through media tools.

Fuel Scarcity Bites Harder As Filling Stations In Lagos Sell At N100 Per litre

Some oil marketers in Lagos are now selling petrol at N100 per litre, the News Agency of Nigeria (NAN) reports.

A correspondent of NAN, who monitored the situation, observed that many filling stations have had no supplies for more than a week.

Some of the marketers, who spoke to NAN on anonymity, denied claims by Nigeria National Petroleum Corporation (NNPC) that marketers were hoarding the product.

“The delay in the release of the first quarter import allocation was responsible for the scarcity,” a marketer said.

“We cannot hoard what we don’t have, government should avoid fire brigade approach to importation of petroleum product since we do not refine petrol in Nigeria,’’ he said

Another marketer also attributed the increase in the ex-depot price from N91.50 kobo to N95 per litre to the hike in petrol price in most filling stations.

He said that other ancillary costs had added to the cost of fuel between N100 to N105 per litre.

“ For instance, the union fees, which usually is 30 kobo, now hovers around 50 kobo, so also the transport cost,’’ said a marketer.

Investigation carried out by NAN revealed that many depots in Lagos were still expecting the product from the NNPC.

The marketers, however, claimed that they were sourcing the product through third parties and could not afford to sell at N97 per litre.

Dr Omar Ibrahim, the Acting Group General Manager (Public Affairs) in NNPC, still insisted that fuel scarcity in Lagos was artificial.

Ibrahim said the corporation would introduce new measures to halt the “artificially-induced fuel scarcity.’’

“NNPC, in conjunction with the Department of Petroleum Resources and the Petroleum Products Pricing Regulatory Agency, will commence detailed monitoring of fuel stations in Lagos and environs,’’ he said.

Ibrahim said that the monitoring would also extend to other states of the federation to check the incidence of hoarding

Justice Olotu Petitions Muktar, NJC Over Suspension

The suspended Hon. Justice G.K Olotu of the Federal High Court Abuja has petitioned the Chief Justice of Nigeria, Hon Justice Aloma Mariam Muktar, following her alleged suspension.

Also, petitioned by the judge was the three-man investigation committee of the National Judicial Council (NJC), describing the petition that warranted her suspension as malicious and in bad faith.

She was suspended following a petition against her by Harvey Ideozu and S.V Harry on behalf of ponticelli Nigeria Limited in respect of suits numbers FHC/UY/CS/250/2003 and FHC/PH/CS/450/2010.

The cases were between Mona Yousseffian Versus Ponticelli Nigeria Limited and Mona Yousseffian Versus Standard Chartered Bank.

The petitions alleged that the trial judge obtained a fiat to conclude the suit after she was transferred.

Furthermore, they brought the allegation of judicial frustration of the course of justice by justice Olotu, adding that all the witnesses in the case had testified while the final addresses had been filed before she was transferred which triggered her suspension.

However, in her petitions to NJC and the Chief Justice of the Federation Hon Justice Aloma Muktar, which was made available to the newsmen, Monday, Hon Justice Olotu debunked the allegation against her by the petitions.

The separate petitions by Justice Olotu were dated 2nd April, 2013 and 5th February, 2014 respectively through Hon Justice Ibrahim Ndali Auta and the Hon Chief Judge’s chambers.

According to Olotu, “on 11th February, 2011, I received the Honourable Chief judge’s letter Reference No. FHC/P/3000/111/44 of 31st January 2011 asking me to proceed to Abuja on transfer”

“On receipt of this letter, I became functus officio as far as the cases in the Port Harcourt Division were concerned”

“I proceeded to Abuja and left all the Port Harcourt cases behind, I did not carry anyone with me to Abuja as alleged by the petitioner”

“So strictly and technically speaking, I do not have jurisdiction over those cases again, it is the judge who was posted to take over my place in Port Harcourt that is now seized of jurisdiction over those cases or the Uyo Division of this court from where the cases originated in the first instance”

“However, I wish to state that I have no power of my own or intention to convey or carry the petitioner’s cases or any other case from Port Harcourt to Abuja”

“So there will be no need for me to be refrained or restrained from moving their files or continuing with proceedings in their case” she wrote.

Founding APC Member Dumps Party For PDP

Mr. Markus Gundiri, one of the founding members of the All Progressives Congress (APC) in Adamawa, has dumped the party for the Peoples’ Democratic Party (PDP).

Addressing newsmen on Monday in Yola, Gundiri said that his decision to defect to the PDP was based on “breach of trust and lack of accommodation’’ in the APC.

Gundiri, a gubernatorial candidate on the platform of the defunct Action Congress of Nigeria (ACN) in the Feb. 2012 election in the state, said his action was aimed at “strengthening democratic norms and principles.’’

He said that he was initially optimistic that the fusion of the ACN, CPC and ANPP to form the APC would provide a rare opportunity for the APC to defeat the PDP in the 2015 gubernatorial election in the state.

He listed “injustice and impunity’’ displayed by the interim committee of the APC as other reasons that forced him to dump the APC for the PDP.

Gundiri criticised the way the interim committee of the APC was constituted in the state without “due recognition and respect’’ for senior partners in the coalition that formed the APC.

He alleged that trained registration supervisors were not allowed to handle the APC membership registration in some local government areas of the state as demanded by law, adding that the exercise was cancelled in some local government areas.

He called on his supporters and the electorate in the state to support the PDP to move the state forward in 2015.

He said that arrangements were on to receive him and his supporters into the PDP.

Cold War Echoes In Russia Ukraine Conflict

WASHINGTON (AP) — In a sudden reprise of Cold War sensibilities, the U.S. and its allies are weighing sanctions on Moscow and whether to bolster defenses in Europe in response to Russia’s military advances on Ukraine. Secretary of State John Kerry, soon on his way to Ukraine’s capital, said world leaders “are prepared to go to the hilt in order to isolate Russia with respect to this invasion.”

Much as when superpower tensions ruled world affairs, missile defense systems and troop levels in Europe have again become urgent questions in Washington and beyond, a renewed reality that may force President Barack Obama’s administration to give up its intended foreign policy shift to Asia indefinitely.

Also echoing the era of East-West confrontation, there appears to be little if any taste in the West for a direct military response to Russia’s provocation.

Russian President Vladimir Putin gave no indication that he would heed the West’s warnings. Hundreds of armed men surrounded a Ukrainian military base in Crimea, a pro-Russian area. In Kiev, Ukraine’s capital, Prime Minister Arseniy Yatsenyuk alerted allies that “we are on the brink of disaster.”

“This is absolutely the most serious test of our alliances since the Cold War ended,” Rep. Marcy Kaptur, D-Ohio, said in a nationally broadcast interview Monday.

“I think it is extremely dangerous. Ukrainians fight and Russians fight,” said Kaptur, who has traveled to Ukraine on several occasions and is considered an expert on that part of the world.

Senior Obama administration officials said they believe Russia now has complete operational control over Crimea and has more than 6,000 forces in the region. The U.S. was also watching for ethnic skirmishes in other areas of eastern Ukraine, though the officials said they had not yet seen Russian military moves elsewhere. The officials were not authorized to publicly discuss the situation and spoke on condition of anonymity.

Kerry said he has consulted other world leaders and all are committed to doing what is necessary to isolate Russia diplomatically. President Barack Obama spoke Sunday with German Chancellor Angela Merkel, British Prime Minister David Cameron and Polish President Bronislaw Komorowski.

Kerry planned to travel to Kiev on Tuesday for meetings with the Ukrainian government. Treasury Secretary Jacob Lew said the United States is ready to work with other countries and the International Monetary Fund to provide support for Ukraine’s economy.

In Brussels, NATO’s secretary-general, Anders Fogh Rasmussen, said Russia’s actions have violated a U.N. charter. He said the alliance was re-evaluating its relationship with Russia.

“There are very serious repercussions that can flow out of this,” Kerry said.

Beyond economic sanctions and visa bans, freezing Russian assets, and trade and investment penalties, Kerry said Moscow risks being booted out of the powerful Group of Eight group of world powers as payback for the military incursion.

Former Ambassador Nicholas Burns said, “Putin’s not going to back off. … What can President Obama do? Be very minded in opposition. We can’t follow a military policy. This has to be diplomatic.”

Several U.S. senators also called for bolstered missile defense systems based in Poland and the Czech Republic.

Russia is “going to be inviting major difficulties for the long term,” said Kerry. “The people of Ukraine will not sit still for this. They know how to fight.”

Still, it was clear that few in the West were prepared to respond immediately to Putin with military force.

At the Vatican, Pope Francis used his traditional Sunday midday appearance in St. Peter’s Square to urge world leaders to promote dialogue as a way of resolving the crisis in Ukraine.

Sen. Marco Rubio, R-Fla., discussing the potential of U.S. military strikes against Russian troops in Crimea, said, “I don’t think anyone is advocating for that.” One of the administration officials indicated that the U.S. was not weighing military action to counter Russia’s advances, saying the Obama administration’s efforts were focused on political, economic and diplomatic options.

Rubio and fellow GOP Sen. Lindsey Graham of South Carolina said the Obama administration should return to plans it abandoned in 2009 to place long-range missile interceptors and radar in Poland and the Czech Republic.

Russia believed the program was aimed at countering its own missiles and undermining its nuclear deterrent. The White House denied that and has worked instead to place medium-range interceptors in Poland and Romania — aimed at stopping missiles from Iran and North Korea.

Experts said potential U.S. budget cuts to Army units based in Germany also could be slowed, or scrapped completely, to prevent a catastrophic erosion of stability and democracy from creeping across Europe.

The Pentagon is considering new reductions to Army units in Germany that already have been slashed under Obama. Currently, there are two Army brigades — up to 10,000 soldiers — based in Germany, where armored and infantry units have dug in since World War II. At the end of the Cold War, more than 200,000 American forces were stationed across Europe.

Damon Wilson, an Eastern European scholar, former diplomat and executive vice president of the Washington-based Atlantic Council think tank, said the U.S. must be ready to pour its efforts into Ukraine, even at the cost of policies and priorities elsewhere.

“We should be no longer deluded by the fact that Europe is a safe spot of stability and security, and not a security risk for the U.S.,” Wilson said Sunday. He said that if Putin goes unchecked, it could result in war — the second one on NATO’s borders.

The 3-year-old civil war in Syria is already a crisis for neighboring Turkey, a NATO member state. Ukraine is not a NATO member, but it borders four nations that are — Poland, Slovakia, Hungary and Romania.

Russia has made clear it is ready to provide weapons and military equipment to governments across the Mideast that have irked Washington. Russia’s permanent seat on the U.N. Security Council gives it veto power over major world deliberations.

“The challenge is, we do need to have some kind of working relationship with Russia?” Rep. Adam Schiff, D-Calif., asked Sunday. “And while we can impose these costs and take these steps, we’ve got to be mindful of the fact that they can impose their own costs on us.”

Kerry appeared Sunday on CBS’ “Face the Nation,” ABC’s “This Week” and NBC’s “Meet the Press.” Rubio was on NBC, while Graham and Schiff were interviewed on CNN. Kaptur and Burns appeared Monday on CNN.

Cultist Stab APC Councillor To Death In Rivers State

A Councillor in Akuku-Toru Local Government Area, Mr. Sotonye Georgewill, was on Sunday night killed by two gunmen.

The deceased, a member of the All Progressives Congress represented Ward 2 as a councillor in Akuku-Toru Local Government Area.

The Councillor was killed at about 8.45pm on Accra Street in Port Harcourt by his assailants, who took to their heels after carrying out their operation.

Reacting to the incident, the Rivers State Governor Chibike Amaechi said the killing of the Councillor was sad and shocking. He said the State Government is waiting for the outcome of Police investigation over the Councillor’s murder.

The Rivers State Commissioner of Police Johnson Ogunsakin who confirmed the incident said the killing of the Councillor was cult related.

“We are aware of the incident and it was a sad thing. We have established that it was a cult related case and I have ordered my men to identify and arrest all known cult leaders in the State” he said.

The councillor, who left a wife and two children behind, was said to have come out of his residence to wait for an unidentified person that called him on his mobile phone.

The deceased, according to one of his relatives, lived in his grandfather’s house in Old Port Harcourt Town before he met his untimely death.
The State Police Public Relations, Mr. Ahmad Mohammad, said he was not in Port Harcourt and could not speak on the matter.

NSCDC To Deploy Sniffer Dogs Nationwide Ahead Of The 2015 Elections

The Nigeria Security and Civil Defence Corps (NSCDC) says it will deploy sniffer dogs during the 2015 general elections.

A statement issued on Monday in Abuja quoted Dr Ade Abolurin, the NSCDC Commandant General, as directing the Kernel Unit of the Corps to speed up the training of sniffer dogs and dog handlers for deployment ahead of the elections.

The statement signed by Mr Okeh Emmanuel, the NSCDC Public Relations Officer, said: “The sniffer dogs are to be deployed to strategic places, including the borders and areas that could serve as exit routes for mischief makers.’’

It also called on the citizenry to join hands with government to address the security challenges facing the nation.“It should be seen as a collective responsibility. Security personnel are not magicians.

Therefore, for the challenges to be addressed, the populace should pass adequate information to security agencies.

“We are faced with a lot of challenges, and based on the critical nature of the society every piece of information counts. “Success can only be recorded if everyone is security conscious, and sensitive to things happening within the environment,’’ it said.

Kwara Govt Converts Almajiri Schools

Kwara State Government has converted all the Almajiri schools in the state to conventional schools to reduce the number of school drop-outs and transform the education sector.

Alhaji Lanre Daibu, Chairman, Kwara State Universal Basic Education Board (SUBEB), stated this on Monday in Ilorin while fielding questions from newsmen in his office.

He said most of the schools were located within the Ilorin West and Kaiama local government areas of the state.

He said that necessary facilities and instructional materials had been provided in the schools, adding that the Federal Government had also provided necessary textbooks for the schools.

Daibu said that the federal government also gave approval for SUBEB to employ Mathematics and English Language teachers for the schools.

“We have converted the Almajiri schools to conventional schools, and this is well appreciated by stakeholders.

“What we want to do is to curb the issue of out-of-school children,’’ he said.

Daibu said that the board had established Information Communication Technology (ICT) centres across the 16 local government areas of the state, adding that the centres would monitor the performance of teachers check absenteeism and truancy.

He stated that the board was working to reposition basic education in the state, adding that students’ performance in external examinations had improved over the years.
