How NNPC Connived With Swiss Firms To Defraud Nigeria – NEITI

The Nigerian Extractive Industries Transparency Initiative, NEITI,has faulted claims by the Group Managing Director of Nigerian National Petroleum Corporation (NNPC) that the corporation did not connive with some Swiss oil dealers to short change the country to the tune of $6.8 Billion.

Testifying before the House Of Representatives Joint Committees on Petroleum Resources, Upstream, Petroleum Resources Downstream and Justice Wednesday Mrs. Zainab Ahmed NEITI’s Executive Secretary alleged that the sum of $22.8 billion was not disclosed by NNPC in its audited financial statements through alternative funding arrangement with its joint venture partners.

The NEITI Boss based her allegation on the 2009 2011 audited report of her organization and Nigeria has lost N98.3 billion to NNPC in exchange rates compared to Central Bank of Nigeria, CBN official exchange rate between the period.

She also insisted at the probe hearing Bernes revelation on NNPC was true. “There is similarity in NEITI audit report and the Bernes Declaration report”, stressing that, “the report (Bernes Declaration report) has a lot of substance in it”.

She further faulted the allocation of 445, 000 barrels per day for local refineries through NNPC saying that, “the 445,000 barrels per day allocation should be reviewed to the actual refining capacity of the refineries”

Ruling on the issues, the Committee Chairman, Honourable Ajibola Muraina adjourned the investigative hearing till March 25.

He also mandated the Minister of Petroleum Resources, Director, Department of Petroleum Resources, DPR, Chairman of Economic and Financial Crimes Commission, EFCC, Acting Governor of Central Bank of Nigeria, Executive Secretary of Petroleum Products Pricing Regulatory Agency, PPPRA among others to appear before the Committee on the date.

Curbing Electronic Fraud: Acting CBN Governor Unveils New Security Policy

New security policies to protect bank customers and the business community against electronic fraud have been unveiled by the Acting Governor of the Central Bank of Nigeria(CBN), Dr. Sarah Alade.

The Ag CBN Governor revealed the new strategy will strengthen the nation’s financial policies. The unveiling of the new security policy went on this Wednesday in Yenagoa at the sensitization exercise of stakeholders on cash-less policy. She was ably represented by the Bayelsa Branch Controller of the CBN, Mr.Basil Udou-Tun.

According to the Ag CBN Governor said the new security policy would witness the inauguration of the Nigeria’s Electronic Fraud Forum as well as the passage of two bills by the National Assembly for a legal framework and the unification of efforts among banks in the area of information sharing.

“While the CBN is playing a leading role in the development and implementation of this policy,the cooperation among the respective stakeholders is extremely important if we are to ensure the improved efficiency of Nigeria’s payment system to contribute to the country’s economic and social development through increased financial resources,” she said.

The representative of the Head of Shared Services Office, CBN headquarters, Mr. Ene Eleonu in his presentation said the revised policy of the CBN on cash-less policy will channel more energy to the use of mobile payment.

He also revealed that CBN had intensified calls on the Nigerian Police Force and the Economic and Financial Crime Commission (EFCC) to arrest and prosecute all those who issue dud cheques.

He assured that the security measures put in place by the CBN will ensure minimal fraud with the withdrawal of the swipe card system to chips implanted in the Automated Cards.

“The card related crimes will come to zero,” he said.

Boko Haram Insurgency: Senate Committee Directs COAS To Relocate Temporarily To Maiduguri

Nigeria’s Chief of Army Staff, Maj. Gen Kenneth Minimah has been directed by the Nigerian Senate Committee on Defence and Army to temporarily relocate his office to Maiduguri, the capital of Borno state. The committee believes this will help improve the acts of terrorism currently being perpetuated in the North East.

This is coming at a time when students of Federal Government College, Yobe state were brutally murdered . The COAS has been asked to provide special security for all schools and health institutions in the Northern states suffering crises.

This directive was given by the committee when Major General Minimah came to defend the budget of the Nigerian Army.

The chairman of the committee, Senator Thompson Sekibo also asked the Nigerian Army to invent new ways of curbing the incessant killing in the north east.

Major General Minimah assured the committee that the Army was up to the task of ending insurgency in the country but also revealed that the force needed improved funding

President Jonathan Addresses The Nation At 9pm Nigerian Time

President Goodluck Jonathan will address Nigerians at 9 p.m. on national news network, his spokesperson, Reuben Abati, has said.

Mr. Abati said the presidential address will be on “Nigeria’s centenary”.

He said the address will be aired on the Nigerian Television Authority, NTA, the Federal Radio Corporation of Nigeria, FRCN, and the Voice of Nigeria, VON.

Mr. Abati in a press release said “all other television and radio stations in the country are urged to hook-up to NTA and FRCN to relay the broadcast to their viewers and listeners.”

Academic Staff Union of Polytechnics Vow To Continue Strike Until Demands Are Met

The Academic Staff Union of Polytechnics in Yola on Wednesday said it would continue with its six months old strike unless the Federal Government met its demands.

ASUP National Public Relations Officer, Mr Clement Chirman, told newsmen it was unfortunate that the Federal Government had not demonstrated enough will to accede to the teachers’ demands.

Chirman said the union had, therefore, decided to solicit the support of the members of the public in pressing home its demands.

“The attitude of government is a clear manifestation of government’s estimation of the importance of polytechnic education.

“It is this same perception that acerbated the discrimination and marginalisation of the sector and its graduates by both the public and private sectors of the economy,” he said.

He blamed the country’s slow technological development on government’s insensitivity to polytechnic education.

“We make bold to say that the critical state of the polytechnic sector today has significantly been encouraged by government’s attitude and approach to issues concerning it,” he said.

The News Agency of Nigeria reports that the issues in contention, included the migration of the lower cadres on the CONTISS 15 salary scale.

ASUP is also seeking the release of the White Paper on the Visitations to Federal Polytechnics and the commencement of the Needs Assessment of Nigerian Polytechnics, among others.

NFF To Unveil Super Eagles 2014 World Cup Jersey

Lagos – Super Eagles’ players, Chigozie Agbim, Abdullahi Shehu and Ejike Uzoenyi are to showcase the team’s new jerseys for the 2014 World Cup in Brazil, the Nigeria Football Association (NFA) has said.

The NFA said in a statement by its Assistant Director, of Communications, Ademola Olajire, that the jerseys would be unveilled on Thursday in Abuja.
FIFA 2014 World Cup is scheduled to hold from June 12 to July 13 in Brazil.

The statement said: “The new and refreshing design is produced by Adidas, the official kit supplier of Nigeria’s national teams and one of the leading kit manufacturers in the world”.

It said the Minister of Sports and Chairman, National Sports Commission, Bolaji Abdullahi would be the special guest of honour at the event.

It added that the unveiling is slated to hold at the Sunday Dankaro Football House, Package B of the National Stadium Complex, Abuja, from 10am.

The statement said that the event would also have in attendance the Director-General of the National Sports Commission, Gbenga Elegbeleye.

Also expected are the Chairman of the Senate Committee on Sports, Adamu Gumba and the Chairman of the House of Reps’ Committee on Sports, Godfrey Gaiya.

The Chairman of the League Management Company, Nduka Irabor, President-General of Nigeria Football Supporters Club, Rafiu Oladipo and others too numerous to mention will be there.

Fashola Says Lekki International Airport Project Is On Course

Lagos – Gov. Babatunde Fashola of Lagos State said on Tuesday night that the state government had not jettisoned its plan to build an international airport in Lekki area of the state.

Fashola told State House correspondents in Lagos that the delay in actual take-off of the project did not mean it had been abandoned.

He said that the state government had already done all the preparatory work on the project and was engaging the right investors to translate it to fruition.

According to him, what the government plans to build is an international airport that will live to its true name and comply with the best aviation standards.

“There are airports and there are airports. What we think Lagos deserves is a truly international airport that can compete globally. And those are not the kinds of airports that government would build and run.

“We have acquired the land for the project, government is fencing the land. We are doing the financial and the technical study of the project.

“We already know what it will look like because we have already done the concept design. We have in fact done all the preparatory work.

“But there are people whose business it is to build airports. They do it for a living and those are the people we are talking to.

“We have done the international bids, seven of these investors have been shortlisted. These are people who have handled similar projects successfully in other parts of the world.

“We are seeking the partnership of these people to instal equipment; scanners, data capture machines and others, and run the airport and keep it functional because it is their core business.

“That is the kind of plan we have for the airports because the state is a centre of excellence and it deserves nothing short of the best,” he said.

Fashola said he would not promise a completion date of the project, but assured that government would complete the airport at the best time possible.

The governor said the project as well as the proposed Lekki Deep Sea Port would create opportunities as it would stimulate businesses.

According to him, the airport is one of the many projects the government is executing simultaneously to better the lives of residents and make the state a megacity.

He listed some of the other projects as the Apapa regeneration project, expansion of Lagos-Badagry Expressway, Ikorodu Road and the light rail project.

The governor said he was satisfied with the progress of work on Lagos-Badagry Expressway and would continue to interact closely with the contractors, to ensure accelerated delivery of the project.

“We are also happy with the progress of work on our light rail project. We have completed essentially Mile 2 to Costain.

“The last terminus at the National Theatre is nearing completion as most of the inner fittings at the terminus have been done.

“We are heading from there to Marina and things will soon take shape there as soon as the contractors are back from their holidays,” he said.

Fashola said the government’s cable cars project was also being pursued to complement other transportation solutions that had been put in place.

The governor said he would leave a legacy of impact and enduring projects at the expiration of his tenure in May 2015.

On whether he had any fears about what governance would become in the state after his exit, Fashola said he had no fears as government in Lagos was about institutions and not persons.

He, however, said he hoped to have a successor that would perform better than him and reduce his achievements to child’s play.

“I hope the next governor would do in two years what we have been able to do in four years, and with that happening, it is going to be to the benefit of all,” he said.

Choose your blush type based on your skin texture and complexion- Blushes come in Powder, gel and cream form. If your skin is oily, it is advisable to use powder blushes while dry skin can use cream blushes.

You are permitted to use more than one colour of blush; you don’t have to restrict yourself to just one particular shade of blush every day. You can alternate shades that match your natural colouring and accent your facial features yet won’t stand out too much which can make you look like a clown or like you were punched in the face.

Blush can be applied in a back and forth movement as well as up and down motion across your cheekbones. You can also highlight the area above your cheekbones and contour the area below; this technique emphasizes the facial bone structure.
Don’t try to find your cheekbones by smiling, that way after you apply your blush and stop smiling, it looks like the product has ‘dropped’ from where you placed it. You can simply find your cheekbones if they are not very obvious by sucking in your cheeks slightly (also called fish face)
Avoid overloading the brush with product; it’s better to build up that trying to reduce excess.
Don’t fret when it seems like your blush is too much, simply reduce the effect by using a big powder brush and translucent powder to dust off any extra blush.

Creating A Roadmap For Solid Minerals’ Development In Nigeria

Stakeholders in the mining sector argue that Nigeria is vastly endowed with a lot of mineral resources and underscore the need for the creation of a pragmatic roadmap for their development and sustainable exploitation.

They, however, concede that the roadmap, which the Federal Government presented in 2013, could serve as a veritable guide for all the solid minerals’ development processes in the country.

In January 2013, the Federal Government announced a roadmap for solid minerals’ development and economists laud the plan as a pragmatic effort to grow and diversify the nation’s economy.

At the presentation of the roadmap, Sen. Anyim Pius Anyim, the Secretary to the Government of the Federation (SGF), said that the blueprint had articulated strategies for the diversification of the economy.

He urged the Ministry of Mines and Steel Development to ensure that the roadmap was utilised by foreign and local investors in the solid minerals sector so as to achieve better results.

Malam Musa Sada, the Minister of Mines and Steel Development, said that the ministry would ensure that the solid minerals sector was repositioned to provide job opportunities for the youth.

Apart from this, economists believe that the roadmap will tackle some challenges facing mining operations such as inadequate geosciences data which is needed to facilitate comprehensive minerals’ exploration by the private sector.

In a recent interview, Sada said that the policy thrust of the roadmap entailed import substitution, job creation and promotion of modern mining practices, among others.

He said that the roadmap would increase per capita consumption of steel, provide legal and regulatory framework for the metals sub-sector, and guarantee transparency in the grant of mining titles and permits.

The minister noted that although the roadmap had been implemented in some parts of the country, its full implementation had been hindered by factors such as poor funding, security issues and inadequate infrastructural facilities at mines sites.

Nevertheless, Malam Muhammad Amate, the Director-General of Nigerian Mining Cadastre Office, said that the office had been working hard to address the challenges.

According to him, the office has become a credible Federal Government agency mandated to facilitate the development of mineral resources in the country and function as a gateway to mining.

Amate said that the office guaranteed an independent, efficient and transparent system in the granting, administration and management of all mining titles.

“In modern term, the office is the combination of geographic information system, database and procedures relating to the application, processing and grant of mining rights,’’ he said.

He said that four foreign companies would soon begin the mining of gold and iron ore in Kebbi, Osun and Kogi.

He also said more than 20 foreign companies from Australia, Canada, United Kingdom, Italy, China, Republic of Niger, India, South Africa and Ukraine had obtained exploration licences to carry out solid minerals’ exploration across the country.

Amate stressed that the office had issued more than 4,000 mineral titles from 2011 to date, while generating N2.2-billion income via the issuance of titles to mining companies during the period.

Mr John Jegede, a former Permanent Secretary in the Ministry of Mines and Steel Development, said that the roadmap would facilitate Nigeria’s efforts to attain some socio-economic and environmental objectives via sustainable exploration of mineral resources.

Jegede said that after the launch of the roadmap, it had become the reference document that guided the ministry, stakeholders and the public in efforts to assess the performance of the solid minerals sector.

Mr Utsu Adie, the Chairman of Solid Minerals Development Fund, said that the strategic critical success factor of the roadmap was its capacity to attract investments into the solid minerals sector.
“The agency is discussing with the International Mining for Development Centre, an initiative supported by the Australian government, to provide training and capacity building in mining, geology, environment, laboratory training and mineral processing,’’ he said.

However, Malam Idris Umar, the Director-General, Nigerian Institute of Mining and Geosciences, Jos, said that the global increase in demand for mineral commodities had necessitated the production of a good roadmap for the development of the country’s solid minerals.

“The challenges of becoming a major world player in the mining industry require a conscious and focused development of professional manpower in mining and geosciences.

“Government recognises the need to expand the scope of the mandate of the institute to reflect the current realities in the global minerals industry,’’ he said.

He said that ever since the ministry launched the roadmap, the institute had been working in line with the roadmap’s objectives, conceding, however, that several challenges had hindered the implementation of the roadmap.

All the same, economic experts note that the challenges should not be allowed to truncate the execution of the roadmap.

They insist that the government has no other choice than to diversify Nigeria’s economy, considering the abundance of the country’s solid minerals and their economic potential.

The experts insist that the roadmap will reposition the solid minerals sector and strengthen it to foster the growth of the national economy.

Increased Tempo of Boko Haram/Terrorist Activity in the Wake of the Sanusi Saga

In the wake of the saga involving the suspended Governor of the Central Bank of Nigeria, there has been an increase in the tempo of terrorist activities carried out by the Islamic Terrorist sect, Boko Haram.

Taken together with some historical facts, there is a strong case that this increase in tempo and other activities are not coincidental.

The following Timelines may throw some light on the likely linkages;

February 20th 2014: President Goodluck Jonathan suspends Malam Sanusi Lamido Sanusi as Governor of the Central Bank of Nigeria.

February 20th 2014:
Boko Haram attacks Bama town killing at least 47, wounding many and destroying houses.

February 23rd 2014: Boko Haram attacks Konduga Local Government, destroying houses, and allegedly killing scores of rural dwellers.

February 24th 2014: Borno State Governor’s convoy allegedly attacked by gunmen.

February 25th 2014: Boko Haram attacks Federal Government College, Buni Yada, in Yobe State, killing at least 29 students as they slept.

History

It is a historical fact that Malam Sanusi Lamido Sanusi was implicated in the Gideon Akaluka beheading affair of 1995 and was subsequently arrested in Kano and detained by the Abacha administration in Sokoto, Sokoto State.

Sanusi was released after the intervention of (amongst others) Alhaji Umaru Abdul Mutallab.

Alhaji Mutallab used his influence to place Sanusi comfortably in the banking sector beginning with the United Bank for Africa from where he moved to First Bank where he (Mutallab) was chairman.

Malam Sanusi rose within the ranks, aided by his relationship with Mutallab, until he was nominated by President Yar’adua and confirmed by the senate as the Governor of the CBN in 2009.

It is pertinent to note two incidences that cannot be coincidences. The son of Alhaji Umaru Abdul Mutallab (Farouk Abdul Mutallab) eventually entered into infamy when he was arrested and tried for attempting to detonate an under wear bomb on a Northwest Airlines flight into America. Farouk Abdul Mutallab became radicalized after he had gone to study Sharia and Islamic studies in Yemen in 2009.

This was exactly the same trajectory earlier taken by Sanusi Lamido Sanusi who schooled at the International University of Africa in Khartoum, Sudan in the mid 1990s while Osama Bin Laden was also a resident of the city.

Alhaji Umaru Abdul Mutallab appears to be a recurring decimal in the life of Sanusi and the unifying factor appears to be their passion for an Islamic world order. For example, one of Sanusi’s first act as Central Bank Governor was to begin the push for Islamic banking which culminated in the establishment of the first Islamic bank in Nigeria, Jaiz Bank. Alhaji Umaru Abdul Mutallab is the Managing Director of this bank.

Given the quantum of funds that were appropriated by the Sanusi led CBN on non banking related activities and donations, and the strong desire that he and Alhaji Umaru Abdul Mutallab have for proselytizing Islam as well as their circumstantial links to terror (Sanusi via Gideon Akaluka and Mutallab via his son) it is not such a leap for them to facilitate the activities of terrorists.
