APC Pulls In Partisan Military To Rig The Kogi Governorship Election Says PDP

The Peoples Democratic Party (PDP) has alleged that the President Muhammadu Buhari-led APC government has pulled in partisan military operatives to assist it in rigging Saturday’s Kogi state governorship election, instead of allowing the forces to concentrate on their statutory role of providing peripheral security during elections.

The party said intelligence information available to it showed that some compromised military personnel led by a senior officer of the rank of a Colonel have been detailed by the Presidency to carry out specific assignments in support of the APC candidate in the election.

PDP National Publicity Secretary, Chief Olisa Metuh, in a statement, Friday, said the development is not only a recipe to civil disorder but also a clear invitation to total disruption of free and fair polls in the state if not immediately checked.

“Available intelligence shows that the deployment to Kogi state, of the Army Colonel, who is a known APC sympathizer is part of the fallout of last week’s secret meeting coordinated by the Secretary to the Government of the Federation (SGF), where orders were issued to clamp-down on PDP members and supporters to pave way for some pliable INEC officials to manipulate the election in favour of the APC.

“Compromised troops have already been detailed to Dekina Local Government Area, the largest PDP stronghold in the state and home of Governor Idris Wada, where they have been instructed to create panic, strong-arm PDP supporters, frighten and scare away voters, ostensibly to deprive the our party of its expected large votes from the area.

“We are also aware of how the head of Security of APC candidate’s Campaign Organization, a retired Army General, is coordinating the movement of partisan security operatives into other key local governments, including Igalamela, Ofu, Ankpa and Idah, to harass and frighten PDP supporters and provide a leeway for the APC to manipulate the election.

“The PDP also has information of the copious involvement of a retired police officer, who is working with some men of the Directorate of Security Services (DSS) in providing illegal arms, vehicles and cover for APC thugs who have been positioned to attack PDP supporters during the election.

“We find it absolutely shocking that President Muhammadu Buhari-led APC government, a huge beneficiary of free, fair and credible election conducted by the PDP, would so early in the day, seek to corrupt the electoral system and willfully attempt to subvert the will of the people.

“The PDP however notes that no amount of force and intimidation can bend the will of the Kogi people from appropriately exercising their franchise and using every means within the law to protect their mandate.

“While we charge our members and the entire people of Kogi state to remain vigilant and continue to assert their constitutional rights and liberty, we also call on the security forces to note that their duty is primarily to the nation and its citizens, and as such must ensure that they do not become tools in the hands of anti-democratic forces seeking to truncate our democracy.

President Buhari Is A Dictator Who Disobeys Court Orders, Fayose Tells Sultan of Sokoto

The Ekiti State Governor, Ayodele Fayose, on Friday told the Sultan of Sokoto, Sa’Ad Abubakar, that President Muhamadu Buhari is a dictator.

Mr. Fayose, who was delivering an address to the visiting monarch in Ado Ekiti, said by choosing which court orders to obey, the President had demonstrated disrespect to the judiciary.

“I take the opportunity of your visit to bare my mind on some national concerns, particularly as it affects the unlawful incarceration of the former National Security Adviser (NSA), Col Sambo Dasuki (rtd),” the governor said.

“President Buhari has proved me right by my claims before the election that Nigeria is in the making of a dictator if he is voted into power.

“By choosing which orders of the court to be obeyed, the President has exhibited great disdain and disrespect to the judiciary as an independent arm of government and as the last hope of a common man.”

He argued that the continuous siege on the residence of the former NSA against a valid court order is a clear manifestation of fundamental human right abuse.

Mr. Fayose regretted that prominent Nigerians who were supposed to speak up against such infractions were keepin mute.

He quoted a renowned English philosopher, Edmund Burke, who said “all that is necessary for the triumph of evil is that good men do nothing.”

The governor said the President’s action was a sad development and a setback in the history of Nigeria.

“If the President flouts court orders with impunity, judicial independence will be fatally compromised and Nigeria’s embryonic democracy is in great danger,” Mr. Fayose continued.

“Of more importance and concern is the blackmail, intimidation and subtle harassment of lawyers and judges by the Buhari administration in an attempt to have innocent men convicted at all cost.

“The President has left nobody in doubt that the former NSA cannot get a fair hearing. While we must all stand against corruption it must be pursued within the dictates of the law.”

He, therefore, called on the international community to support the deployment of independent human rights observers to monitor former NSA’s prosecution and trial.

Mr. Fayose also advised Mr. Buhari to honour his promise to follow due process and the rule of law, saying the stakes are too high for him and Nigerians to remain silent.

The governor also used the occasion to welcome the Sultan to the state and thanked him for supporting the investiture of Jamiu Kewulere as the state’s Muslim leader.

He also urged the Islamic cleric to be fearless, just and courageous in order to defend the truth and the oppressed.

“Kemi Adeosun ‘Poorly Qualified’ To Be Finance Minister” – The Economist Magazine Slams Buhari’s Finance Minister

Kemi Adeosun, Nigeria’s finance minister, is poorly qualified to manage the country’s economy, according to English newspaper, The Economist.

In its review of President Muhammadu Buhari’s ministers, the newspaper described Okechukwu Enelamah, the minister for trade and investment, as “a respected businessman”, but noted that he “may lack the clout to stand up to the president”. “Africa’s biggest economy, which relies on oil for 70% of its revenue, is sputtering as prices fall.

Economic policy has been adrift since Mr Buhari came to power, and investors complain about the central bank’s use of trade controls and import restrictions,”

The Economist said. “However, the new finance minister, an accountant who cleaned up the books of one of Nigeria’s smaller states, is poorly qualified for the job. “Her counterpart in the investment ministry is a respected businessman, but he may lack the clout to stand up to a president with statist leanings.”

The report quoted Shehu Sani, senator representing Kaduna central senatorial district, as saying: “It’s a government with local professionals and without superstars.” Adeosun, who is expected to better Ngozi Okonjo-Iweala, the immediate past coordinating minister of the economy, has over two decades experience in financing and capital management.

With an economics degree from the University of East London and a post graduate degree in public financial management from the University of London, Adeosun honed her financing skills at Price Water Coopers and Chapel Hill Denham Management.

She was the commissioner for finance in Ogun state, from 2011 to 2015, a post she was to retain, before Buhari’s national call. On the other hand, Enelamah initially trained as a medical doctor, but went on to qualify as a chartered accountant, earning an MBA from the Harvard Business School He is the CEO of African Capital Alliance (ACA), which principally invests in Nigeria and countries in the Gulf of Guinea, and is reputed as the leading independent private equity firm investing in West Africa.

He previously worked at Zephyr Management L.P., New York, and South Africa Capital Growth Fund, Johannesburg. He also worked with Arthur Andersen and Goldman Sachs.

SAD! Liberia Records Fresh Case Of Ebola Outbreak; Three Months After Being Declared Free Of The Virus

A new case of Ebola virus disease has been reported in Liberia, offsetting the hysteria that came with the country been declared free of the disease on September 3, 2015.

Liberia’s Minister of Health, Bernice Dahn said that it was also a set back for the region, which was struggling to end an epidemic that had killed around 11,300 people.

The patient is a 10 year old boy who lived with his parents and three siblings in Paynesville, a suburb east of the capital Monrovia, she said.

NAN report reveals that all six family members, as well as other high risk contacts, were in care at an Ebola Treatment Unit in Paynesville, Dahn added.

She also said that the hospital was currently decontaminating the unit, all of the healthcare workers who came in contact with the patient had also been notified.

“We know how Ebola spreads and we know how to stop Ebola but we must remain vigilant and work together,” she said.

Controversial Police Chief, Joseph Mbu Admits Officers Are Underappreciated

Assistant Inspector General of Police, Joseph Mbu, has charged police officers to remain bold and never succumb to harassment and intimidation.

Mbu said the efforts of police officers are hardly ever appreciated, stating that they are heavily criticized for small mistakes, while their accomplishments are never rewarded nor publicised.

Mbu, who is now the Chief Commandant of the Police Staff College; is prominently remembered for his power tussle with former Rivers State governor, Rotimi Amaechi, while he was Commissioner of Police in the state.
He disclosed this on Friday, when he addressed Deputy and Assistant Commissioners of Police, who had completed the Strategic Leadership Command Course 2 in Jos.

“You must read your police laws and know your powers; you must ensure that you do not abuse such powers.

“Once you know those laws, be guided by them and carry out your duties diligently without any fear; never allow anyone, especially politicians, to cajole, harass or intimidate you.’’

“There is something you must always keep in your head; you’re kept there to protect the poor and the helpless; you must respect the job and strive to ensure that you do not disgrace the force.

“We do so much for the Nigerian society; we hit back at armed robbers and recover stolen bullion vans.

“We also engage in several battles with criminals and terrorists, but once there is one slight mistake by one officer, all our achievements become useless.

“The media and public will hammer on only that one mistake. There is always tension. Once it starts from the Inspector General, it gets down to all of us. The IGP is usually faced with so many challenges and will have to do so many things at the same time.

“But amidst all the challenges, we must trudge on. No police officer should be a coward. We must look at leaders, be them politicians or anybody, and tell them the truth. We must tell the consequences of any evil deed they are mooting.

“Sometimes, they can tell you that they are the Chief Security Officers, but it is only with that truth that you can earn your respect.”

Buhari Jets To Tehran For Gas Exporting Countries’ Forum

President Muhammadu Buhari will depart Abuja on Sunday for Tehran where he will participate in the 3rd Gas Exporting Countries’ Forum (GECF) opening in the Iranian capital on Monday, November 23, 2015.

President Buhari and the leaders of Iran, Russia, Qatar, the Netherlands, Venezuela, Oman, Algeria, the United Arab Emirates, Bolivia and other member-countries of the GECF are expected to review the current market outlook on gas and discuss strategies for boosting gas production during their meeting in Tehran.

Nigeria and other GECF members currently account for 42 percent of global gas production?, 70 percent of global gas reserves, 40 percent of pipeline transmission of gas and 65 percent of the global trade in Liquefied Natural Gas.

President Buhari, who is scheduled to hold bilateral talks with other participating Heads of State and Government on the side-lines of the GECF summit, will also meet with Nigerians resident in Iran.

The President will be accompanied on the trip by the Minister of Foreign Affairs, Mr Geoffrey Onyeama, the Minister of Power, Works & Housing, Mr Babatunde Fashola, the Minister of State for Petroleum Resources, Mr Ibe Kachikwu and the National Security Adviser, Maj.-Gen. Babagana Monguno (Rtd.).

He is due back in Abuja on Tuesday, November 24, 2015.

Dasuki Lied, Shunned Arms Probe Panel’s Invitation – Presidency

The Presidency has faulted the claim by the embattled former National Security Adviser, Col. Sambo Dasuki (retd.), that he was not invited by the presidential committee, probing the purchase and supply of arms during the administration of former President Goodluck Jonathan.

The immediate National Security Adviser, Colonel Sambo Dasuki had denied ever receiving any formal or informal invitation to appear before an Investigative Panel on the Procurement of hardware and munitions in the armed forces.

Ex-NSA Dasuki, who is responding to a statement that President Muhammadu Buhari has ordered for his arrest over arms deal.

“I have never been invited formally or informally to appear before the panel. I am therefore not only surprised but embarrassed by seeming indictment by the panel purportedly operating from Office of the National Security Adviser that never contacted me.” he said..

“For the record I am proud to serve my nation with the best of intention and ensuring the recovery of more than 22 local government councils from Boko Haram terrorists.

“Because of the pride on how we tackled terrorism and defeated Boko Haram terrorists through our gallant troops and partners in the twilight of the previous administration, that is the reason I have insisted on open and public trial of my stewardship rather than secret trial in the court as being canvassed by my prosecutors.”

A source in the Presidency, who spoke on condition of anonymity on Thursday, said that the Federal Government was in possession of evidence to show that Dasuki was duly invited to clear his name.

He said the Department of State Services duly invited the ex-NSA, who however refused to honour the invitation.

The source explained that a summons served on Dasuki was duly acknowledged by his lawyer.

The former NSA had, in a statement on Wednesday, said he was never invited by the John Odeh-led panel to verify the findings of the committee before he was indicted.

Dasuki, who was indicted along with others, was alleged to have awarded N333bn “fictitious and phantom” arms contracts.

But he described the panel’s submission as baseless and lacking in diligence.

Jonathan Accuses Buhari, Obasanjo of Lying About Corruption, Third Term Bid

Former President Goodlcuk Jonathan took a swipe at president Muhmmadu Buhari and the figures the All progressive Congress, APC, led government claim represents stolen funds, saying that such cannot be true.

Jonathan also accused former President Olusegun Obasanjo of lying in his claim that he was never interested in a third term bid

The former President who was a guest at an event at the National Democratic Institutes, NDI, Washington DC,said figures being thrown around by the APC government are staggering and untrue.

He said the fight against corruption has now turned political as opposition politicians are now being witch hunted by the APC.

“Corruption is now used for political campaign, during the first visit of President Buhari to the United States he said that about $150billion was lost to corruption, though he didn’t mention me, he said by previous administration.”

“The figures are staggering and untrue, another governor said someone stole a million barrel of oil per day”.

The former President said in as much as he will not join issues with the new government, the figures are staggering and untrue, he insists.

On Obasanjo’s third term plot, Jonathan said: “ Of course I was a governor at that time but due to strong resistance from the National Assembly the third term bid failed.”

He said that Africa needs strong parliaments to checkmate sit-tight presidents who influence parliaments to consider amendment to the
constitution that would extend their stay in office.

“Changing constitutions to eliminate term limits in order to favour incumbents is inconsistent with democratic principles and reduces
confidence in democratic institutions.”

Repressive actions by some of these leaders is setting “a disturbing precedent for the region and continent,” Mr Jonathan warned.

Jonathan said it is not a sustainable path and the reason he is setting up a Goodluck Jonathan Foundation to address these issues and mediate in the continent.

The former President who recently led an international observer delegation of the Commonwealth to the Tanzanian national elections shared his views on the elections and their significance in the consolidation of democratic progress in Tanzania.

He said that the elections in Tanzania was an improvement from previous elections held in the country and revealed that the only weakness is that once the electoral umpire has declared a winner, the loser cannot contest the results in a law court or election petitions tribunal.

Jonathan also used the opportunity to educate the audience on the problems in Zanzibar and how he is mediating in the dispute.

The event was moderated by U.S former deputy Secretary of State for Africa, Ambassador Johnnie Carson,  who is now a USIP Senior Advisor to President Obama and member, NDI Board of Directors.

The New EFCC Boss Is Ordering The Arrest Of EFCC Director, Senior Operatives Leaking Information To Newsmen

The Economic and Financial Crimes Commission, EFCC has arrested an unspecified number of operatives for allegedly leaking information to bloggers.

Among those arrested are a director and other senior operatives. It was gathered that among those in custody was a former senior operative who was dismissed from the anti-graft agency for corruption and cultism.

“There seems to be a purge here at the commission. Some of our operatives leaking information to bloggers are in custody already.

“Those arrested are a director, some senior and lower cadre officers, including a former senior operative who was dismissed for corruption and involvement in cult activities.” the source told The PUNCH.
A top operative of the commission told the newspaper that the Acting Chairman of the Commission, Mr. Ibrahim Magu, ordered the arrest of the operatives because the information they leaked was intended to cause false reports considered damaging to the image of the agency.

The source said the conduct of the affected officers contradicted their oath of office and the policy on discipline in the agency.

It was learnt that the leadership of the commission was irked by the negative media report the commission has been getting recently from the mainstream media and bloggers.

Femi Falana Wants Bukola Saraki To Step Aside, Insists On Pro-saraki Senators To Forfeit Their Pay

Human rights lawyer and anti-corruption crusader, Femi Falana (SAN), has said senators who abandoned their duties in the Senate to accompany the Senate President, Dr Bukola Saraki to the Code of Conduct Tribunal (CCT) were guilty of indolence and absenteeism and should consequently be made to face the appropriate penalties.

Falana also said calls for Dr Saraki to step aside as the Senate President while his trial continues is in order, insisting that that is in consonance with the Public Service Rules.

The senior lawyer said the closure of the Senate to enable pro-Saraki senators attend proceedings at the tribunal and at other courts was illegal and should be utterly condemned by all patriots in the country.

Speaking in Lagos during the investiture of Mr. Dare Oseni as the 2015/2016 President of the International Association of Lions Club,

Falana further expressed the fear that the attitude of the Senate, especially those senators accompanying Saraki to the tribunal tended to undermine the anti-corruption campaign of the administration of President Muhammadu Buhari.

“In a rare display of impunity the Senate President has caused the Senate to adjourn sittings to allow members to show solidarity with him whenever his case is fixed for hearing at the Code of Conduct Tribunal. Apart from questioning the political will of the Buhari Administration to fight corruption and impunity in the country the Senate has continued to assault our collective national morality.”

The anti-corruption crusader was therefore of the view that since the pro-Saraki senators had chosen to abandon their official engagements, they should be made to forfeit their earnings for that period accordingly.

“Since the policy of “no work no pay” is applicable in the federal public service, the senators who abandon their constitutional duties to attend court proceedings are not entitled to be paid or be remunerated for wanton indolence in the circumstance. If the morally despicable behaviour is not halted the distinguished senators may soon resolve to appear in the various courts in the country in solidarity with other members who are facing terrorism and corruption charges. After all, what is good for the goose is equally good for the gander.”

“As the Senate president Dr, Bukola is required to preside over the affairs of the legislative house in the discharge of its constitutional duty of making laws for the country. Attendance of court sittings in solidarity with any criminal suspect is certainly not part of the constitutional responsibilities of the Senate. By insisting on the suspension of Senate sittings to enable him to attend court sittings in the company of fellow senators, the Senate President has violated paragraph 1 of the Code of Conduct for Public Officers which states that “A public officer shall not put himself in a position where his personal interest conflicts with his duties and responsibilities.”

The West African Bar Association (WABA) former president based his position that the Senate president must step aside while his trial at the CCT continues on the provision of the Federal Government Public Service Rules which stipulates that when a public officer is charged to court for criminal offence, the officer shall cease to report for duty pending the conclusion of his case. In addition the concerned officer shall be placed on half pay for the whole period of the trial.

The anti-graft campaigner further said that, the affected officer would be entitled to collecting his or her full entitlements if at the conclusion of the case he or she triumphed.

“Furthermore, contrary to the misleading impression that public officers accused of corruption cannot be asked to step aside and clear their names paragraph 303404 of the Federal Government Public Service Rules (Corrected Version 2008) stipulates that when a public officer is charged to court with a criminal offence he/she shall be interdicted and cease to report for duty until the determination of the case.

“During the period of interdiction the public officer concerned shall be entitled to 50% of his/her entitlements provided that if he/she is discharged or acquitted the officer shall be immediately reinstated and receive his/her full entitlements which have been denied him/her during the period of interdiction.

“Paragraph 030406 of the Rules further provides that where the officer has not been charged to court he/she may be suspended pending investigation into the allegation of malfesance or misconduct against him/her.
He said the Supreme Court had made it very clear that, that such interdiction did not violate the fundamental rights of the affected officer.

“It has been held by the Supreme Court in a number of decided cases that such interdiction or suspension does not violate the fundamental rights of the officers involved. Therefore, it is misleading on the part of lawyers to insist that public officers who cannot explain their sources of wealth are presumed innocent until the contrary is established against them by a court of competent jurisdiction.

He frowned at the continued move by Saraki to halt his trial at the tribunal, stressing that that ran contrary to the new Administration of Criminal Justice operational in the country presently.
