Presenting the Henley Openness Index, covering data from Q3 2023, which comprehensively assesses all 199 nations and territories on the global map based on their provision of visa-free access to various nationalities. The methodology, crafted by Henley & Partners, underpins a comprehensive evaluation that underscores each nation’s approach to border controls.

Methodology Insights

Under this methodology, a score of 1 is conferred to a country or territory if passport holders from said region can enter without the need for a visa prior to arrival. This encompasses scenarios where visa-free entry is granted upon arrival, visitor permits are issued, or electronic travel authorizations (ETAs) can be obtained without preliminary official clearance. These various visa categories fall under the host nation’s visa waiver programs.

Conversely, if a passport holder is required to procure a visa prior to entry or necessitates an official government-endorsed electronic visa (e-Visa) prior to departure, a score of 0 is attributed. Similarly, situations where pre-departure governmental approval is mandated for a visa upon arrival are deemed non-compliant with the “visa-free” prerequisites, warranting a score of 0.

As per these criteria, the comprehensive Openness Score for each country or territory corresponds to the number of nations or territories offering visa-free entry (score = 1).

Notably, the first quartet of nations on the list hails from Africa, each boasting a perfect score of 198. Impressively, 7 out of the top 10 nations featured are African, with no entity scoring below 197.
