Farouk Martins: Homelessness By Choice, Addressing Inadequate Housing

Housing estates

Shelter is one of those basic needs man has been able to provide for his families right from the beginning for privacy, from the sun, rain and hostile weather such as cold and hot environment. Homelessness is a new phenomenon that started from the late seventies to early eighties in the richest countries of the world when mental hospitals released their inpatients. These displaced folks were homeless by others’ choice, not theirs. Now, there are some to escape responsibility.
Africans always have shelters over their heads. There is a difference between homelessness and inadequate housing. Every family, yes, every family member does not leave their father’s house until he builds a new household for his new family. This is the reason you may sometimes find two or three generations living in grandfather’s household. Over the years overcrowding has resulted as poverty and mismanagement of resources by their governments have increased.
But then, they are the same managers creating artificial homelessness. After Independence folks are still waiting for fertile land they were driven from in South Africa. Crippling sanctions were imposed on Zimbabwe for taking their fertile land back. Believe it or not, foreign land grabbers are back in Tanzania and other places displacing people from their fertile land for foreign farmers to establish agribusiness with modified genetic crops for export.
No sane person in Africa lives freely under the sky. That Africans live on trees are ancient fiction for the story book and movies. One may disagree with the materials used in some of the houses like mud, wood and sometimes ropes from trees to tie wood and mud together. It is still shelter that covers the heads of the families. The fact that natural wood is turned into different types of manufactured wood from the factories does not change the composition anywhere.
A man in point in the history of Nigeria is Umaru Diko, one of the ministers that told us we were lucky because he found homeless people in American eating from garbage on the streets. Well, situation has changed and poverty in the cities has subjected some Africans to that low period in our life. Even then people made homeless in Africa by war, our government, foreign farmers and developers cannot be compared to those in the rich countries with human rights activists.
Nevertheless, it is surprising when African newspapers claimed over fifty percent of Africans are homeless. They justify it by using inadequate housing to boost their statistics. This is ignorance. It is true that the amount of slums have increased around the cities and many are so depressing that they easily qualify as inadequate but they are still shelters that give the inhabitants dignity over their heads. If these are the 50% counted, they must have quoted statistics from foreign press without basic knowledge of the people. They are not homeless and do not live on trees!

Some of the worst slums we have seen are in the richest countries of the world; few lack toilets and heaters in cold climates. It is even worse in places with warm climates. Yet, nobody ever class those living there as homeless. Actually, in the cold Northern parts in the rich countries, it was after the Arab oil embargo in the seventies that home heat efficiency programs were put into place for indoor heating system and modern bathrooms.
This writer was so surprised when he looked into a few houses in the 80s: he had to ask where they used to go when nature called. He was told there were public showers and bathrooms. Well, in Africa where we came from, when we were growing up there were also public toilets and water pumps in certain locations for some houses without. But we had water running 24 hours a day and some people would get up very early to fetch water in order to beat the rush.
It will be an insult to tell slum or ghetto dwellers anywhere in the world that they are homeless. Even in rich countries, some of those that got good paying jobs refused to move away from the ghetto to areas where there are better housing. Some Africans can identify with that when new low cost housings were built in the suburbs far from where they were born and raised. They refused to move. The area you know is more comfortable than unfamiliar area and people.
The situation is different in Africa these days. We have the cities that can be compared to anywhere in the world with the most beautiful houses and highways. However, you cannot be guaranteed of free flowing water and electricity as when we were growing up. While there are beautiful houses everywhere in Africa, the quality of life has been changed by greed.
The homelessness we have nowadays is different. Many are beggars milking the generosity of people that wonder how some Africans become so destitute and homeless on the street in the midst of abundant natural resources. Apart from people that need mental health as 20% of homeless in rich countries, many of the beggars left adequate shelters in their villages to come and beg in the big cities exploiting the sympathy of those that hate homelessness.
Some of them use begging as business and recruit others to beg for them. They used what they make from it to build modest houses in their villages. A few of the beggars refuse to take small change or petty cash while one accept credit card! Others watch houses for armed robbers. Since they have become eyesores in the cities, governments as in New York City, have been repatriating them to their states of origin, creating controversy.
What we have these days are governments competing to build housing for the rich. They have become land speculators for their cronies, big business and foreign farmers that entice local land owners. They buy from fathers to dispossess their children. Turn around and sell the same land to the highest bidders, usually foreigners. Apart from greed to make money from projects, it is difficult to understand why they think the rich need government to build houses for them.
Consequently, over priced houses flood the market looking for buyers that have been provided for by the government. These governments are crowding out private companies that should be making money building houses for sale that the local market can bare. Since working-class folks cannot afford to pay high rent in overpriced market, they move further away from cities to build theirs. It could be cheaper than high rent. Others squatted around cities, called homeless.
The problem of inadequate housing must be address locally by governments. In Nigeria for example, during the time of President Shagari at the Federal level and Jakande at the state level, basic housing was a major program. While we heard a great deal of criticism of those programs, action for alternatives has been lacking. No appreciable housing for working class since then.

An Open Letter To Bauchi State Governor, Isa Yuguda By NANS

By Gambo Abubakar

Sir, I write on behalf of the Zonal Secretariat of National Association of Nigerian Students (NANS) Zone “A” to bring to your attention the unholy and unsavoury attempts by One Prince Mohammed Sani Hassan aka “Last Don” the self-acclaimed SSA on students to Governor of Bauchi State effort to polarize the united Leadership of our noble organization NANS.

As a responsible organization and students leaders, who would not want to take law into our hands, we are compel to write this open letter because of the dangers and imminent bad posture the activities of Mohammed Sani Hassan, if not thwarted and corrected is capable of threatening the long lasting peace in the students community especially in Bauchi State, as we would not stand idly to watch the nefarious activities of the so-called Mohammed Sani Hassan and his co-travelers go unabated, consequently causing disaffection to the most peaceful Zone of NANS.

We feel the sense of urgency to bring to your attention the continued interference of the so called SSA on students Prince Mohammed Sani Hassan even as his appointment through fraudulent means of hook and crook method was allowed, as it was seen then as a plus to Nigerians Students. When he was introduced and recommended by a Factional President of NANS who today exist only as a figment of imagination, sometimes last year; the illegality we allow then with the hope that the sinner will repent, have now came back festering and fanning embers of disunity among Nigerian Students.

Its note worthy to state that, before the inglorious appointment Mohammed Sani Hassan AKA Last Don has in no time held elective post in NANS to merit being its stakeholders, and even the National Association of Polytechnic Students (NAPS) he hold-sway for over 2 years, he arrogantly balkanize because of his greed and unpatriotic nature, he fraudulently collected money from two different State (Nasarawa & Kwara) with a promise of election in the state and later went ahead to declare a Private Polytechnic Students at the Charade he organized to justify the money he fraudulently collected, even when he was fully aware that Private Polytechnics, Universities e.t.c are not eligible to participate in activities of the organization therefore, we alert the good Government of Bauchi State to be weary of him and his co-travelers, also to caution him to stay clear of NANS ZONE “A” forthwith.

Your Excellency sir, it may interest you to also know that, the powers to call, fix date and venue of the Zonal Convention resides with the Coordinator for which Niger State and 7th March, 2014 was picked in order to allow Nigerian Students attend the final interment of our Departed Hero Elder Statesman Segun Okeowo in his home town on 28th February 2014, but for the sinister motives on this unrepentant villain, he has arrogate the powers to call another convention on 2nd March, 2014 to himself just 5 days from the original date for no just reason, in order to defraud the Bauchi State Government, thereby causing disharmony in the organization that he is a benefactor of and have gone ahead to call a so-called-stakeholders meeting with just 7 people in attendance not even a single SUG President to decide the fate of over 14 million unsuspecting Nigerian Students for his selfish aggrandizement, more so he has pauses one imposter as being Personal Assistant to the Governor, even though we were made to understand he is known as unpatriotic Nigerian and promises to secure support of N500,000 for his selfish interest to host the purported illegal convention in Bauchi State, even if it is just two (2) States attending out of the 10 state constituting the Zone on 2nd March, 2014.

Therefore, we are calling on the attention of His Excellency Mallam Isa Yuguda and relevant security agencies to call this disgruntled element whose stock-in-trade is balkanization of institutions that have endured. Consequently sir, the entire students community would not hesitate to mobilized its armless members to Bauchi on the 2nd of March, 2014 to put a stop to this impunity and treason, because “in a state of lawlessness, it is unlawful to be law abiding” therefore Bauchi State Government should be weary of these con-artist whose desperate plot to foist his candidate on Nigerian Students like he did in his uncelebrated dictatorship in National Association of Polytechnic Students (NAPS) and created anarchy which is still fresh in our memories, as it took the effort of genuine stakeholder to recently restore the organization, which would have been perished because of his orgy misdemeanor. The leadership of the Zone would not standby idly to watch the continued interference in the organizations activities, under any guise and using the name of His Excellency Mallam Isa Yuguda as being the sponsor of this misadventure and division of Nigerian Student.

Finally, Your Excellency Sir, at moment like this what any government would not want is incurring the wrath of Nigerian Students, as we seat on a keg of gum-powder after over five months strike, we would not tolerate any act that would disturbed our academic pursuit any further; please call Mohammed Sani Hassan AKA Last Don to order.

Thank you and God bless as you have proven again and again that you are students-friendly Governor.
Aluta Continua Victoria Ascerta.

Yours in struggle.

David Mark Blocks Attempt By APC To Defer Ministerial Screening

NAN

David Mark Senate
The Senate President, Sen. David Mark, on Wednesday in Abuja, overruled the attempt by some APC senators to defer the screening of ministerial nominees which commenced on Wednesday.

Six ministerial nominees were screened on Wednesday out of the 12 names forwarded to the Senate by President Goodluck Jonathan for confirmation.

The nominees are Sen. Musiliu Obanikoro (Lagos), Hon. Mohammed Wakil (Borno), and Amb. Aminu Wali (Kano).

Others are; Mrs Akon Eyakenyi (Akwa Ibom), Mrs Lawrencia Mallam (Kaduna) and Gen. Aliyu Gusau (rtd).

Earlier, Sen. Femi Ojudu (APC-Ekiti) urged the Senate to defer screening, saying that Senators needed time to study the records of the ministerial nominees to effectively participate in the exercise.

He observed that screening of ministerial nominees was a crucial function of the legislature which was always handled with high sense of seriousness.

“We need time to study the volume of curriculum vitae of the nominees so that Senators can make useful inputs into the screening.

“This is a very serious matter which is given priority attention by parliament all over the world. The screening should be deferred to enable us study their records properly,” he argued.

Sen. Anthony Adeniyi (APC-Ekiti) on his part asked for deferment of the screening because the security records of the nominees were not attached to their resumes circulated among the senators.

“I have scanned the documents given to us and there is nothing to show that all these nominees subjected themselves to security clearance.

“So, this exercise should be put on hold until these records are provided to us,” he urged.

But the Senate President was quick to explain that all the nominees fulfilled the requirement for security clearance by the appropriate security agencies.

Mark ruled Ojudu and Adeniyi out of order, insisting that the screening should commence while senators could raise any discrepancies observed in a nominee’s record.

“I know you can read these documents within a few minutes. If there is any question that you want to ask, you will also be free to ask.

“There is nothing in our rule that says it must be given two days ahead of time. So, it is not really your privilege. I rule you out of order

“With all due respect all the points you raised if you go through the CVs, they have fulfilled these conditions.

“If there is any that we have doubt when he or she comes here we can raise that. So, I rule you out of order, ” Mark ruled.

Sen. Musiliu Obanikoro, and Hon. Mohammed Wakil were both asked to take a bow and leave without any questions from the senators, a tradition reserved for former lawmakers.

However, the senators in a unanimous voice vote allowed Aliyu Gusau, a retired General, to take a bow and leave the chamber without uttering a word.

Over 25 senators, from both sides of the chamber, escorted the former security chief from the chambers.

The senate is to continue screening of the the remaining six ministerial nominees on Thursday.

Those to be screened on Thursday are Boni Haruna (Adamawa), Dr Khaliru Alhassan (Sokoto), and Hajiya Jamila Salik (Kano).

Others include Alhaji Abduljelili Adeshiyan (Osun), Dr. T. W. Danagogo (Rivers) and Asabe Ahmed (Niger).

Nasarawa Govt. To Name A Street After Late Solomon Lar

NAN

Gov. Tanko Al-Makura of Nasarawa State on Wednesday said the state government would name one of the streets in Lafia after the first civilian Governor of old Plateau State, late Chief Solomon Lar.

Al-Makura said this while receiving the family and friends of the Lar in Lafia.

Lar, also a former National Chairman of the Peoples Democratic Party (PDP), died last year.

The governor said the need to immortalise Lar was based on his contributions to the development of Plateau and Nasarawa states and humanity.

Al-Makura said the people of the state had enjoyed dividends of democracy under the administration of the late politician.

“Chief Solomon Lar is our own Mandela, his name will be indelible in the minds of the people in the state as he has emancipated us from poverty,” he said.

In her remarks, Lar’s daughter, Mrs Beni Lar, said the delegation was in Lafia to appreciate the state government for the love and support extended to the family.

“Your Excellency, we appreciate the role played by you and the people of the state during the burial of our late father. It is for this reason that we are here today,” she said

Chinedu Ozordi: Doing Something For Lagos

“Every hour, an estimated 100 people enter Lagos, never to go back home again,” said Governor Babatunde Fashola in 2009. “A growing population has continued to share limited resources; but it is our goal to make Lagos as conducive as possible to anybody who chooses her as a home.”

The above summarises my perception of Mr Fashola’s unique administration style. The man is a realist and has doggedly gone about his business of making the state better than he met it. Rather than be cowed by the numbers, he has tried to maximise its advantages.
Has he made mistakes? Yes. Could he have done a better job? Yes.

I do not agree that Mr Fashola has done well in accomodating the downtrodden of the society; and while I admit that the numbers are overwhelming, he ought to have done better in making the mega city equally “as conducive as possible” for them.
According to the Lagos State Government, an estimated 21 million people are crammed in a liveable area of 356,861 hectares, of which 75,755 are wetlands. With its strategic position as the nation’s commercial capital, people continually migrate to the city hoping to find work and make a fortune.
A United Nations report projects that the city’s population would hit 23.2 million in 2015. This huge population will continue to strain the already inadequate housing available in the city, resulting in more cramped space for some inhabitants.
The resultant effect is the growing cases of bad blood between residents who are unconscious of the pains their actions, or inaction, are causing their neighbours; often with devastating consequences.
For some people, the city is a ticking bomb; and Mr Fashola’s admirable policies and actions are only delaying the inevitable. Others doubt that successive governments can do more.
But the government alone cannot do this. What are we doing? Residents of Lagos have continued to see the city as a ‘no man’s land’ where the majority come to primarily make money and live in because there are no better options.
A slew of non-governmental organisations have done remarkable work in promoting civic responsibility, social justice and neigbourliness. Groups like Volunteer Corps, Freedom Foundation, Project Alert, etc. deserve commendation for the back-breaking work they have done over the years to make the city a little bit better. And so have various individuals.
We need more of them. It is time residents begin to realise that building a mega city that we all can live a little bit better lives in cannot be left for the government alone. It is time we pledge to do something in our own houses, streets, communities to make the city better.
A project I worked on recently had me looking for, and partnering with journalists to identify, regular Lagos residents doing random and simple acts of kindness to make the city a better place:
In Ebute Metta, Kingsley Imeh runs errands for an elderly woman and refuses to be paid even though he needs the money.
In Ajegunle, Wome Uyeye routinely stops street kids to teach them one skill or the other and also get them to help clean up the environment.
In Surulere, Daniel steps out to manage traffic flow at various trouble spots at peak hours.
In Okota, Eze Uwalaka stops to commend street cleaners for doing a decent job.
In Mile 2, a police officer dances while controlling traffic to reduce road rage by commuters.
Then, there is this group working to change behaviour in Lagos. For starters, we all need to pledge here – http://www.mylagospledge.com/ – to do something to make the city better.
There are many more people doing similar simple acts as their bit to make Lagos a better place; and there should be more. Let’s all begin to think of what we can do to contribute.
