US Monitor Traveler’s Arriving The States From Ebola Hit West Africa For 21 Days

The Centers for Disease Control and Prevention has announced a new program to monitor the health of anyone returning to the USA from Ebola-affected countries in West Africa. The program will begin Monday in six states, then expand nationwide, said Thomas Frieden, director of the CDC, said Wednesday. Passengers will be monitored for 21 days, the incubation period for Ebola.

The program goes beyond the screening at airports that passengers arriving from Ebola-affected countries have been getting since Oct. 11. It will begin Monday in the six states where 70% of travelers from Ebola-affected countries arrive: New York, Pennsylvania, Georgia, Maryland, Virginia and New Jersey, Frieden said. Other states will follow soon after.

Countries in West Africa screen passengers before they leave their country. In the USA, airport staff also screen passengers as they arrive at any of the five airports that allow travel that originated in Ebola-affected countries — Guinea, Sierra Leone and Liberia.

“We’re checking at exit. We’re checking at entry. We’re checking each of the 21 days,” Frieden said. “We will continue to do whatever we can to protect Americans.”The Associated Press reports.

Not everyone with Ebola will have a fever when they are at an airport, Frieden said. It’s possible for a person with Ebola to develop symptoms any time within 21 days of infection.

Public health staff will stay in touch with the travelers every day. States in the program will set up toll-free numbers for people to call if they are concerned about their own symptoms. Arriving travelers will get a thermometer and information about Ebola, Frieden said.

They will be asked to take their temperatures twice a day and report the results once a day, Frieden said. If someone doesn’t report, public health staff will track them down.

“If someone is ill, they will be isolated,” Frieden said.

Anyone at high risk for Ebola — such as if they were in direct contact with the bodily fluids of someone with Ebola — will be quarantined, even if they have no symptoms, Frieden said.

Nigeria used those measures to limit the spread of Ebola with great success. That country’s outbreak has been declared over after 20 cases and eight deaths.

The measures would most likely have detected the symptoms in Thomas Eric Duncan, a Liberian national who became the first person diagnosed with Ebola in the USA. Duncan was sent home from a Dallas emergency room when he first developed a fever, only to return days later with vomiting. He died Oct. 8.

As of this week, all 48 of his contacts have completed their 21-day observation periods. Two nurses who treated him developed Ebola.

Other health workers who cared for Duncan are now past the highest-risk part of their observation period, although workers will be monitored until Oct. 29 — three weeks after he died. Health workers caring for the two nurses from Dallas will be monitored longer because the nurses are still hospitalized.

About 150 people a day arrive in the USA from the three Ebola-affected countries.

More than 9,900 people have been infected with Ebola and more than 4,800 have died, according to the World Health Organization.

“Until we can stop the outbreak at the source, we can do lots of things to reduce the risk,” Frieden said. But until the outbreak in Africa is over, “we can’t get the risk to zero.”

Breaking: Jonathan Reshuffles Cabinet

Nigeria’s President Goodluck Jonathan Reshuffles Cabinet during Wednesday ‘s Federal Executive Council Meeting, FEC following the resignation of seven Federal Ministers leaving to contest elections in their various states.

The decision came after the weekly Federal Executive Council (FEC) meeting presided by President Goodluck Jonathan.

The names and positions in the reshuffle are listed below, replaced by the ministers who left:

Labaran Maku, the Minister of Informaiton -> Minister of State II, for Foreign Affairs, Dr. Nurudeen Mohammed.

Nyesom Wike, the Minister of State, Education -> Minister of State I, Foreign Affairs, Prof. Viola Onwuliri.

Chief Emeka Wogu, the Supervising Minister of Labour and Productivity -> Minister of Special Duties, Taminu Turaki (SAN).

The Minister of Defence, Alhaji Aliyu Guasu, was directed to combine his duties with those of the Minister of State, Defence. The decision was followed by the resignation of Senator Musiliu Obanikoro.

The Minister of Niger Delta Affairs, Dr. Stephen Oru, will combine his responsibilities with those of the Minister of State, Defence vacated by Dr. Darius Ishaku.

The Minister of Industry, Trade and Investment, Olusegun Aganga, was directed to combine his duties with those of the Minister of State vacated by Samuel Ortom.

Nigerian Police Sets up Committee On Prevention And Management Of Communal Clashes

The Inspector-General of Police, Ag. IGP Suleiman Abba CFR, NPM, NPOM, mni in his resolved to bring to an end, the pervasive communal clashes that have plaque different parts of the nation has today set up the “Nigeria Police Committee on Prevention and Management of Communal Clashes”.The Ag IGP made the announcement during a working visit to Kaduna state today.

The Committee is co-chaired by four Assistant Inspectors General of Police and has its terms of reference among others as follows:

i. To encourage and facilitate dialogue among warring parties.
ii. Conduct mediation meetings with aggrieved parties with a bid to peacefully resolving declared differences.
iii. Development and application of early warning mechanisms and systems of threats of communal clashes
iv. Mediation and application of Alternative Dispute Resolution (ADR) services to avert conciliate and or resolve observed/reported communal disputes before they escalate.

The committee has twelve other members drawn from the six geo-political zones of the Country.

Breaking: Immigration Service Bars 7,836 Nigerians From Travelling Abroad

A total of 7,836 Nigerians were prevented from travelling out of the country by the Nigerian Immigration Service (NIS) within the first six months of 2014.

In addition, another set of 4,896 were deported from various countries of the world within the same period, says NIS Service Public Relations Officer, Chukwuemeka Obua today at the Media Parley of the Forum of Spokespersons of Security and Response Agencies (FOSSRA) hosted I-Nigerian Initiativein Abuja.

Obua statements made available to NewsWireNGR, states reasons why some Nigerians were refused permission to leave the country including doubts concerning their motive and conflicting travelling documents as their destination countries may decide to refuse them entry.

Obua who spoke about successes and challenges of the Service since the current Comptroller General Mr. David Paradang was appointed disclosed that to make the business of border patrolling/policing more effective, the Service has embarked on specialized training of the Border Patrol Corps and indeed the first batch of 1000 officers and men have passed out and deployed.

He pointed out that the service had procured and distributed 59 four wheel jeeps, in addition to All Terrain Vehicles (ATVs), communication gadgets and porter cabins to accommodate officers and men at their patrol bases.

The Spokesperson of the Immigration Service also stated that with the renewed border patrolling foreigners with both national identity cards and voters’ card have been intercepted while human trafficking syndicates have been busted along the Nigeria/Cameroon border with Benue State. Currency traffickers and smugglers of small arms have also been intercepted in the course of border patrol operations.

He said “Deployment of additional 24 Immigration attaches to 12 new missions in furtherance of Government’s Citizens Diplomacy policy thrust. The commencement of the Electronic Passenger Automated Registration System (e-PARS).

He added that through robust internal monitoring and control, continuous mob-up of irregular immigrants had been intensified where thousands of irregular immigrants have been repatriated.

He explained that NIS presently has staff strength of about 22,000 with an approval to recruit additional 5,000 every year but that since the 2012 exercise, another round of recruitment has not been done.

An attempt to recruit officers earlier this year ended in a fiasco as scores of applicants died during the exercise in different parts of the country.

He appealed to Nigerians to be patient with government as the Presidential Committee on the recruitment matter headed by the Chairman of the Federal Civil Service Commission (FCSC) was still working.

Some of the other achievements recorded by the Service since “obtaining government approval on 7th August, 2013 to rejuvenate the Border Patrol Division of the Service through the establishment of the Special Border Patrol Corps with the right training, regimentation, equipment and attitude to effectively patrol our expansive and extensive border” include creation of 30 more Control Posts (i.e recognized entry and exit points) and additional 27 Patrol Bases to cover the flanks of the Control Posts.

Giving further breakdown of figures of travellers, Obua noted that between January and June this year, total arrival and departures from Nigeria amounted to 2,287,536 made up of 1,181 departures and 1,106,109 arrivals into the country through authorises routes.

Of this figures again, 3,825 foreigners were repatriated and 19,668 foreigners refused admission into the country and1,917 Nigerians were refused admission abroad.

Meanwhile he also disclosed that NIS lost 40 officers to the activities of insurgents and terrorists during the period aside from many others who were wounded.

NIS has also taken disciplinary actions against some of its men found to have behaved below the minimum ethical standards. Ten officers had their appointments terminated, two were demoted, another four got warning letters while two were discharged and acquitted of the offences for which they were charged.

He maintained that fear of mentioning Biafra’s name in any part of the country should not arise because MASSOB is itself the fear and mere mentioning its name is enough to scare those he identified as saboteurs, adding that there is nothing whatsoever to be afraid of since an Igbo adage says that “fear does not fear anything”.

He therefore charged his members to go all over the place and campaign for the independence of Biafra without violence, as contained in the popular voice of former Biafran Head of State and respected Igbo leader, Late Dim Chukwuemeka Ojukwu.

Jonathan The ‘easiest President’ To Unseat – Rabiu Kwankwaso Boasts

A presidential aspirant of the All Progressives Congress, Alhaji Rabiu Kwankwaso on Wednesday said President Goodluck Jonathan is the easiest president to unseat.

In an interview with journalists in Ilorin as gathered by PUNCH Newspaper, the Kwara State capital after his arrival for the APC governors’ meeting, he stated that the country is not being well governed.

He said insecurity, corruption, religious and ethnic cleavages had taken centre stage in Nigerian politics.

Kwankwaso who is currently Kano State governor said Nigeria needs good leadership at all levels of government.

He added that it is necessary to have in 2015 a leader who will instill discipline and demonstrate the capacity to effect needed changes in the polity and national governance.

He also said he was not intimidated by other APC president aspirants such as a former Head of State, Maj. Gen. Muhammadu Buhari (retd) and a former Vice President, Alhaji Abubabakar Atiku.

He stated that the APC will defeat the Peoples Democratic Party in 2015 general elections.

Kwankwaso said, “Jonathan is the easiest president to unseat. Many people are not happy. There is pervading poverty in the land and insecurity is another factor.

“As I speak with you some people are on the hills, in the forest, under mountains taking refuge; they are internally displaced. On Monday we sent six trucks of relief materials to our people in refuge camps in Niger Republic.

“Unfortunately we have leaders in this country who have divided the county along religious and ethnic lines. All other countries are making progress but here we are being fed with statistics that cannot be verified. I think Jonathan should be happy if we unseat him because it will help him to go and rest.

“Change is possible once you get the right agent of change. What has happened in Kano state for instance has never happened and what made it possible was that the people had a new governor in 2011; it was that simple. We need people who are disciplined in Nigeria; people who mean what they say and stick to it.” raves over this.

1 GAME Project Development Coordinator, Agafi Kunduli says he was left “devastated and confused” for a long time after Boko Haram insurgents invaded his compound and burnt down a 12 room shop belonging to his family, presumably as retribution against him for working in education advocacy.

Speaking to education activists in Abuja on Tuesday, Kunduli said the attack which was carried out in December 2012 in Maiduguri, was a huge disaster for him and his family, and “it left everyone in shock for weeks.”

Kunduli said: “I had just joined 1 GAME Campaign and started to campaign with Philip Obaji (Founder of 1 GAME) when the attack took place. My family lost what it had laboured for so long to build. It was painful.

“I was scared afterwards. I thought the militants would come after me and my family, and so we all decided to leave Maiduguri. My father left for Gombe, while my brother and I moved to Abuja. I had given up trying to change Borno.

“The next day Obaji called me and said – Before you quit, I want you to answer one question. What’s going to happen to those Almajiri boys? Who will fight for them if not us? Who will help them get an education if we leave?

“After Obaji’s little speech that day, I decided not to quit. We went back to Maiduguri, and we kept at it, sustaining ourselves with the small victories. And over time, a community changed. And so had we.”

Kunduli who was born in Maiduguri, has been a key figure in 1 GAME’s effort to create access to quality education for thousands of children in northeastern Nigeria, where 2.8 million children are out of school.

Since violence intensified in 2012 in northern Nigeria, at least 70 teachers and over 100 schoolchildren and students have been killed or wounded by Boko Haram militants who forbid western education in the region. During this time, at least 50 schools have either been burned or seriously damaged and more than 60 others have been forced to close. More than 1,000 teachers have been forced to flee from areas in the north since 2012 under threat of attack. Under these conditions, thousands of children have been forced out of schools across communities in Yobe, Adamawa and Borno states.

The Nigerian government announced on Friday that an agreement with Boko Haram has been reached to secure a ceasefire and the return of 219 schoolgirls missing for more than six months, bringing hope of an end to nearly 5 years of violence and unrest in parts of northern Nigeria.

Theodore Orji’s Son Doesn’t Meddle In Abia PDP Affairs – Says Aide

The Chief Press Secretary to Abia State Governor, Mr. Charles Ajunwa, has refuted a media report that the governor’s son, Chinedu Orji, was mounting pressure on the leadership of the Peoples Democratic Party ( PDP) in the state to pave way for his emergence as the next Speaker of the Abia State House of Assembly.

In a press release made available to journalists in Umuahia, Mr. Ajunwa who described the said media report as baseless and unfounded, urged members of the public to disregard it.

He explained that the governor’s son had never at any time meddled in the affairs of the party as “he is not an official of PDP nor government official but a private individual who has always minded his own business.”

Mr. Ajunwa blamed detractors for planting the publication which he said was intended to generate bad blood in the party and cause disaffection in the polity ahead of the 2015 elections.

He further said that the governor’s son had not indicated interest in any elective office let alone subjecting party officials to pave way for his emergence, wondering why mischief makers would always want to look for ways to disrepute him.

Apart from warning members of the opposition and detractors to stop attacking the governor’s son for cheap political popularity, Mr. Ajunwa affirmed that there was no division in Abia PDP contrary to insinuations in some quarters as portrayed in the said report which according to him was only but a bundle of falsehood.

He said that no amount of falsehood or propaganda by the opposition would put PDP in disarray, boasting that the party would still sweep the 2015 elections in the state to maintain its dominance.

Mr. Ajunwa, therefore, enjoined the people of the state to keep their doors shut against other political parties which he said “have no agenda for the state”, and remain steadfast in their support for PDP which he said had since raised the bar of governance in the state and Nigeria.

The exercise, which has already commenced, will cover all Police Commands, Formations, Stations and Units across the country.

This measure will also enable the Force to review the current state of arms and ammunition in stock at various Police armouries.

APC Governors meet in Ilorin, Fine-tune Modalities On Party Primaries

Fourteen Nigerian governors under the banner of the All Progressives Congress (APC) are meeting in Ilorin, Kwara State today.

The meeting to be held at the Council Chamber of the Government House, will be hosted by Governor Abdulfatah Ahmed.

Governor Rochas Okorocha of Imo, Rabiu Kwankwaso, Kano, Ibrahim Geidam of Yobe and Kashim Shettima of Borno and Rotimi Amaechi have arrived at the meeting.

A source and member of the APC National Executive Committee (NEC), who pleaded for anonymity said the meeting is to take another look at article 20 (iii) of the constitution to remove any ambiguity.

” If you recall, the Buhari campaign raised the issue that the modified direct primaries agreed upon by the party was alien to our constitution. Since we do not want to give anybody any excuse to go to court we have to make things right.” The source stated.

The National Publicity Secretary of the party, Alhaji Lai Mohammed, had said, “Our (planned) amendments are varied. One of them is to ensure that our own constitution is in tandem with the Electoral Act, especially as regards the issue of electing our candidates. Like we explained, the Constitution makes provisions for electing candidates but the Electoral Act says that the rules and the Constitution of the party must be explicit whenever they want to use indirect primaries. We don’t want anybody to be in doubt about what we are doing.”

He further explained that the amendments being proposed were beyond the issue of number of delegates or mode but intended to have far reaching implications for administering the party. It was further learnt that the governors were also planning to use the Ilorin meeting to honour the immediate past governor of Ekiti State, Kayode Fayemi, with a valedictory session.
