Opinion: Someone’s Taking Port Harcourt Back To Chaos And Its Not Pretty

By Uche Igwe

Sometime last week, the Chairman of Peoples Democratic Party (PDP), Dr Adamu Mu’azu visited Rivers State. It was reported that during his meeting with members of his party, he made pronouncements, which appeared to mean his preference for the frontline candidate in the forthcoming PDP gubernatorial primaries and former Junior Minister of Education, Ezebunwo Nyesom Wike.

As soon as that pronouncement filtered into town, wild jubilation erupted among individuals suspected to be gang members around Uruala Street in Mile 2 Diobu. About fifty of them, clutching AK47 riffles were sighted shooting sporadically in the air, shouting and drinking wildly in celebration of what they interpreted to mean the endorsement of their man. Another rival cult allegedly loyal to Soboma Jackreece aka Egberipapa, responded by blocking one of the streets and shooting in the air, ostensibly in preparation for a confrontation.

The whole scenario unsettled many observers and reminded them of what Port Harcourt used to be before Governor Chibuike Amaechi took over in 2007. For those who still recall, the word ‘nightmare’ does not describe it adequately. ‘Horrendous’ will not either. The city was literally taken over by assorted gangsters and different cult groups. The city used to shut down at 6.30pm and the hoodlums took over. Places like Bundu waterside area that stretches to the Borokiri and Sandfill areas were about the hottest no-go-areas. Even Marine Base and Abonnema waterside (before it was demolished by the Amaechi administration) were colonies of cult groups and dens of deadly hard drugs and various narcotics. Women were raped daily. Headless corpses were often sighted littering the roadsides. It was a dangerous and deadly eyesore by daylight.

A greater part of Port Harcourt city was divided into different territories controlled by one cult group or another. Young men were recruited or conscripted into different gangs in the city, and it was something to boast of. Guns were carried around in sacks openly. In Diobu area for instance, if a particular gang controlled Ojike Street, another one would take charge of Nanka Street. That was how it operated, and anyone who challenged any of the gangs was made to pay heavily, often with his or her life.

Armed robbery and kidnapping were very rampant in the city. Lawlessness reigned supreme. Handbags, phones, wristwatches were snatched openly. Movement was restricted. Many residents were sleeping under their beds for fear of stray bullets. To walk around in some streets you had to raise your hands up. Many oil companies relocated their headquarters to Lagos and Abuja. Major hotels in town were running empty from week to week.

Then came Amaechi who made law enforcement a priority and declared a war on these criminals. The Rivers State Government reportedly spent huge sums of money to specially train select members of the Nigerian Police in Israel and purchase special equipment for them. This led to the establishment of a special unit known as ‘C4i’ in collaboration with the Nigerian Police Force.

The Rivers State Government was said to have entered an agreement with the Nigerian Police Force to allow the police officers who were trained in Israel to spend at least eight years in the state to impact their knowledge on their colleagues before being transferred to another location. The operational efficiency of the Police in breaking many notorious kidnapping operations was enhanced by C4i and extended beyond Rivers State to neighbouring states like Abia and Imo. In 2010 for instance, a notorious kidnap kingpin in Abia State, Obioma Nwakwo, notoriously known as Osisikankwu, who continuously terrorized the state for many years, was traced all the way, captured and killed with the support of the men from Rivers State Police Command.

During the period under review, calm returned back to Port Harcourt. The criminal gangs were either killed or driven underground. Nightlife returned fully, the hospitality industry started booming again. Many of the companies that relocated out of the city due to insecurity started returning back.

This atmosphere lasted until when the controversial Commissioner, now AIG Joseph Mbu was posted to the city. He systematically dismantled all the security infrastructure that was put in place before his arrival. Against the agreement reached with the Rivers State Government, the former Commissioner posted all the Israeli-trained Police Officers to locations outside the state on the allegation that they were loyal to Governor Amaechi. The whole security set-up became disorganised as these new sets of people neither had the specialised training nor did they understand the complex terrain issues in Rivers State.

As a result, the police found it very difficult to track and apprehend kidnappers and criminals who were predominantly in the creeks. Furthermore, Mr. Mbu employed a partisan style that focused more on political issues rather than the issues of professional policing. He was busy disrupting rallies and providing security cover for friendly Very Important Persons (VIPs) rather than fighting crime in the city. He continued to romance with the militants just to demonstrate how loyal he was to the First Lady and the Peoples Democratic Party. Under Mbu many militants who were arrested in the city for illegal possession of weapons were released on orders from above.

Mbu’s actions emboldened the militants. They started returning to the city in droves. Sometime in May 2013, these militants regrouped as Rivers Peoples Assembly under the leadership of Chief Ateke Tom, and organised a solidarity march in support of the Jonathan administration. They also reportedly marched to Rivers State Government House to protest against the Governor, fully escorted by the men of the Nigerian Police under Mbu.

Rivers people are yet to realize the full impact of the destruction Mr. Mbu wrecked in the state in the name of obeying the ‘orders from above’. Today, all the DegbamDewellElegamface, Icelanders, Greenlanders, Bush Boys, Outlaws etc are said to be fully back in town. Kidnapping is now a daily affair. As I write, a former President of the Nigerian Bar Association is still in captivity. The frequency of armed robbery has quadrupled. Militant leaders are fully integrated into PDP in Rivers State as stakeholders. One of the known militant leaders, Chief Tom Ateke, is even seeking to contest the gubernatorial elections in the state on the platform of PDP.

As the elections approach, it is widely believed that some of these gangsters are being prepped to play a role in thwarting the popular will of the people. The residents of Port Harcourt have increasingly become jittery and terrified. No one wants to contemplate the rape, the assault, the anguish, the horror of the past – not in the name of election. Should the people sit akimbo and helplessly surrender the oil capital of Nigeria into the hands of miscreants again?  Who wants to take Port Harcourt back to yesteryears?

I’m The Only PDP Aspirant Who Can Beat Amaechi’s APC In 2015 – Wike

Former Minister of State for Education and People’s Democratic Party Governorship aspirant in Rivers state, Nyesom Wike, has said he would not agree to the  zoning  of elective positions by the PDP in the state.

Wike spoke  at a World Press Conference to unveil his campaign office in Port Harcourt.

The former Minister is particularly not pleased with the plan to zone the PDP governorship ticket to Ikwerre which will make him ineligible to contest the election. He also said that none of his opponent can beat Amaechi in 2015

“I will not accept any attempt to impose any governorship candidate on the party. Let all the governorship aspirants go to the primaries to test their popularity. These are critical times, so it is in the interest of our party to put the best candidate forward for the 2015 governorship election”.

“Why are they clamouring for zoning? If the other aspirants truly believe that they are popular, why are they shying away from participating in an open contest? Who among them can match Governor Chibuike Rotimi Amaechi, at the polls in 2015? Who among the aspirants in the Peoples’ Democratic Party, PDP, can defeat me at the primaries?”

He boasted that he is ready to sweep the majority votes in the state, having done his homework as a grassroots politician

“As for those who are talking of protest votes, I make bold to say that the Ogonis will vote for me; the Kalabaris will vote for me. I have done my home work very well. Even though I was a minster working in Abuja, there was no weekend that I was not in Rivers state. I am not an Abuja based politician. Governor Amaechi and the All Progressives Congress, APC, know that they cannot match me at the electoral field”.

Amaechi Accuses FG Of Massive Corruption, Insists Nigeria Is Broke

River state Governor, Rotimi Amaechi has accused the federal government of massive corruption and diverting public funds for private use.

Amaechi who is a former governor of the People’s Democratic Party (PDP) has been a thorn in the flesh of the PDP led government after he defected to the opposition All Progressives Congress (APC)

He said the federal government through Mrs Ngozi Okonji-Iweala, Minister of Finance and Coordinator of the Economy has claimed that the country is not broke, yet it cannot allocate to the state governments their allocations, to help them complete projects they are executing.

“How else can you know if you are broke when you cannot meet you financial obligations? The governors are saying if you are not broke as you claim, why not pay us our money. They have not been able to separate between money for private pocket and the Nigerian pocket”.

He said that perhaps because Okonji-Iweala is an economist she knows the best term to use to describe the terrible situation the country has found itself to the extent it cannot fund its projects.

Ameachi is said to be in line to be picked as the Vice Presidential candidate of the APC in the forthcoming Presidential elections

We Need To Crush Boko Haram Supporters Regardless Of Affiliations – Kwankwaso

Kano State Governor, Rabiu Musa Kwankwaso, on Friday noted that the country must stamp out terrorism by crushing both the supporters supporting Boko Haram and the elements carrying out the maiming in the North East.

Kwankwaso who is a presidential aspirant of the All Progressives Congress (APC) expressed concern on the attempt by the ruling party to introduce politics into the raging insurgency rather than boldly confronting the insurgents and their backers in the overall interest of Nigeria.

“As far as I am concerned, Nigerians would be more interested to see an end to insurgents instead of talking about who is in support of it or not. What we need to do is to take appropriate military step to stop insurgents and protect the territorial integrity of Nigeria or we sit down and negotiate with the insurgents.

“Nigeria has gone  past the stage of trying to accuse who is supporting Boko Haram or which party is not. What is needed as a country is to crush both those supporting it and the elements killing and maiming people in parts of the country irrespective of which party, religion or tribe they may come from,” He said.

President Jonathan is the sole Presidential aspirant of the PDP having been endorsed by the National Working Committee of the party.

T.B Joshua To Appear Before Lagos Coroner Court Nov. 5

Prophet T.B Joshua will on Nov. 5th face the Lagos State coroner investigating the circumstances that led to the collapse of the church 5-storey building which killed 115 people including several South Africans

At a sitting which held today Oct. 24th, the coroner, Magistrate O.A. Komolafe said it was mandatory the man of God and the contractor that handled the building project appear before him to give their own account of what led to the building collapse.

“We have heard that he has been addressing the press at various times. Let him come and address the court. The court has summoned him; let him come and tell us what he knows. He cannot sit over there and be sending words to us that he cannot come. The court has said that for the purpose of what we’re doing that he should come over.”

Magistrate Komolafe had led a team of interested parties to the scene of the incident last week to have a first-hand understanding of the incident.

The coroner’s inquest was constituted under the Lagos State Coroner’s System Law No. 7 of 2007.

Arms Deal: South Africa Refunds Seized $15m

The South African government has released to Nigeria the $15m arms deal cash seized by its officials. The South African Ambassador to Nigeria, Lulu Mnguni, made this known in a news conference on Friday

The south African had stopped two arms deal transactions worth $15m on the round that the deals were illegal although Nigeria’s National security Adviser, Sambo Dasuki had said that the transactions were completely legal.

The South African Government on October 14, 2014 said it would return the money to Nigeria.

The Ambassador also touched on the collapse Synagogue church building which killed many south Africans, he said this will not affect the diplomatic relationship between the two countries.

“South Africa’s relations with Nigeria has come a long way, so now this actually will make us much closer, to see how we can close some of these gaps that result in such accidents,” he said.

“South Africa’s relation with Nigeria is priceless; it cannot be sold for $15m,” he said.

The Arms deals have generated much controversy in the Nigerian setting up with many calling for the probe of all persons involved in the deal including President of the Christian Association of Nigeria, Pastor Ayo Oritsejafor whose Aircraft was reportedly used in transporting the cash.

Fayose Swears In As Judge The Man Who Headed His Impeachment Panel In 2006

Governor Ayodele Fayose on Friday swore in as Judge the man who headed the impeachment panel that recommended his removal from office in 2006.

Fayose said that he refused to listen to his supporters who  believed that he should have had his revenge on Justice Bamidele Omotosho.

Omotoso, was cleared by the National Judicial Council (NJC) to be made a judge in the state two years but was refused to be sworn in by former governor, Kayode Fayemi.

“Few days after my inauguration, some people came to me and reminded me of the role played by Omotoso during my impeachment saga. They said I should not swear  him in as a  judge of the state High Court

“I am not here to revenge, vengeance belongs to God.

“If you want to report anybody to me bring the person here, otherwise I will invite the two of you.”

Fayose asked the judicial and legislative arm to shelve whatever grievance they have against him and work together for the progress of the state

“I plead with the other two arms of government that  Ekiti should come first. You may not like my face and I may not like yours, but Ekiti should be number one.”

“I am ready to work with the Assembly. I am a man of uncommon history, coming back to office after eight years is divine. I have a stern warning from God, do not avenge.

There is nothing personal I have against the judiciary.

People would want to be where you are and life is about struggles. We need more judges and we will help in making them comfortable in the discharge of their duties.

There is need for fair hearing. I want the other arms of government to give my administration a fair hearing and the chance to perform,” he said.

The Governor also appointed Mr Lawrence Ojo of the Ministry of Justice, who signed his warrant of arrest papers at Ikoyi Prisons during his murder case to position of Acting Permanent Secretary in the Ministry.

@DeleMomodu: Our President And The Leap Of Faith

Fellow Nigerians, finally our Oga at the very top emerged from his shrine where the devotees have been falling over themselves pleading with the big masquerade to come out and dance again in the market place. Not that this second coming was a secret by any chance. The body language made the unwritten words and unspoken intentions highly palpable. I had wondered what the perambulation, gerrymandering and merry-go-rounding were all about when both the hands and the voices were that of only one man, Esau. The melodrama was so shambolic that I wondered why we love to plagiarise and regurgitate what others had tried with monumental repercussions. TAN last Saturday was nothing but a cheap rehash of the Abacha for President Fiasco. Why would anyone wish to take pride in travelling down that dark alley again?

I took time to watch the grand finale and I couldn’t help but wonder what jazz acolytes deploy on leaders that make them fall mugun for stunts by such men and women. Nollywood could not have scripted a better tragi-comedy. Speaker after speaker came out to describe President Goodluck Jonathan in superlatives and to dress him in borrowed robes in many instances. Not that the President did not merit some adulation but these Griots went overboard. I’m sure Mr President must have cringed at some point if he ever watched the live broadcast. I watched the body language of our Vice President, a cerebral and decent gentleman by all accounts, who appeared stupefied by the level of crass hypocrisy being re-enacted in the over-raped city of Abuja. My conclusion was that many of these actors were abroad the day Shame visited Nigeria.

If you must lie, you can still do so with some class. The one that took the mother of all cakes for me was that of a gentleman who claimed to have travelled all the way from GHANA with a Goodwill message from four million Nigerians living in the old Gold Coast. This brother of ours took the use of hyperbole to a new level I never encountered as a student of Literature. What I found amazing was the ease with which the Nigerian-Ghanaian dropped his bombshell and still managed to keep a straight poker-face. I didn’t know whether to laugh at the message or cry for the messenger. As at 2013, the population of Ghana stood at 25.9 million. So how can Nigerians occupy about one-sixth of their national population?

Anyway, they sold these things to our President either directly or by proxy and I won’t be too surprised if he and his supporters paid a premium for it. My guess is that PDP is nursing a secret fear of APC despite its public grandstanding. This is the only explanation and justification for jumping the INEC gun by campaigning for President Jonathan’s re-election through the backdoor. In a country where the Electoral Commission was more independent and truly liberated, the President and his overzealous campaigners would have been queried and possibly sanctioned for this rascality.

But the President, if I may sincerely advise should not waste so much time and resources on trying to out-do the APC. I expect him to concentrate on how to get money for salaries, strengthen the economy; fix as much infrastructure as possible; reverse the debilitating insecurity and leave the rest to God. The more he opens the vaults to jokers to walk in and pick the little that is left of our national treasure, the more he would irritate the people and incur their wrath. The President should be Presidential in appearance and composure. He should never act in any desperate manner. For now he is the champion and cannot afford to betray any sense of fear. What I see is a jittery party doing everything to appear serious.

Despite the obvious reinvigoration of the APC through the alliance, there are still many bridges to cross. The President should begin to worry the day General Muhammadu Buhari, Atiku Abubakar, Bola Tinubu, Rabiu Kwankwaso, Rochas Okorocha, Bukola Saraki, Babatunde Fashola, Adams Oshiomhole, Rotimi Amaechi, and others all stand together to unite behind a candidate without bitter acrimony. For now, APC is still finding it hard to quickly reach a much needed consensus and get ready for elections in the next three to four months. The fate of APC is like that of ants fighting over sugar.

The Governor of Kano State, a man I admire, is saying he’s not going to step down even when it is obvious it would be impossible to scale the Mount Everest ahead of him in the next few months. I wonder why he and his supporters can’t see the bigger picture for now by realising that what they are carrying is heavier than an elephant and they need joint hands to lift it up. I’m not sure about the disposition of the Turaki Adamawa towards sacrificing his personal ambition once more in the over-all interest of Nigeria. He has been a great champion of Democracy despite every attempt to smear him permanently by his former boss, General Olusegun Obasanjo. I won’t be surprised if Atiku Abubakar steps forward to rally his colleagues behind their most formidable aspirant, General Buhari. He has made the right noises so far by repeatedly stating that he would abide by whatever the outcome of the primaries are and support wholeheartedly whoever is chosen as the Party’s Presidential candidate.

The Jagaban Borgu, Asiwaju Bola Tinubu, remains the most DELICATE force in APC. Talk to any member of APC today, the fear of Tinubu is the beginning of wisdom. There is no doubt that the former Governor of Lagos wants to be the Vice President to General Buhari. In all honesty, Tinubu deserves any post he can get today. He is probably the biggest investor and largest shareholder in the APC consolidation but not all investments makes a man an Executive Chairman or Director. Sometimes, it even takes many years and decades to get dividends. Whether Tinubu is directly in power or not, he has achieved what no Yorubaman has achieved in many generations, the capacity to unite the North and the South. What more can anyone ask for from God? Say what you will, Tinubu has attained the status of a political octopus. This is the time for him to take his rightful place as a Statesman. He is so big now that I’m not even sure it won’t be an insult him to be vying for the position of Vice President.

It is impossible for everyone to win in a game of this nature but everyone is a winner when the party wins. Insisting on picking a stooge in politics is even worse. APC has a preponderance of bright guys and tested fighters. This momentous occasion requires the best eleven. Oftentimes, Coaches are forced to ignore tantrums of players for the sake of winning the game. The Manager and his players must co-exist in peace and harmony; not that there won’t be occasional skirmishes. Power must be tamed. Power is useless when it is over-used. Power becomes useful when it is reserved and preserved.

I don’t know the game-plan of Imo State Governor, Rochas Okorocha, because I can’t see how any Southern candidate can beat the incumbent President. The South East of Nigeria is majorly populated by Republicans who would normally go with the flow of power. I doubt if they would risk a bird in hand for ten in the bush. I was in Abuja days ago and saw so many buses painted with the Okorocha for President Banner. I was flabbergasted because those resources could have been contributed to a pool rather than being wastefully deployed to a doomed project. While it is desirable to pursue your legitimate ambition, anyone who has ever contested an election in Nigeria should understand and appreciate our uncommon peculiarities. November is just a few days away. When would the dust arising from the selection process settle down? This is my fear.

One of the distinguished opposition aspirants is the Publisher of the Leadership Newspapers, Mr Sam Nda-Isaiah. Like Okorocha, it is tough to determine his strategy in view of the current political configuration in Nigeria. It would seem the primordial sentiments that have held our country to ransom are still very much around and not ready to abate. This is my greatest worry for any Northern Christian who wishes to be President in a nation where Muslims and Christians are in mutual distrust and perpetual conflict. I’m hoping this influential publisher and politician would use his personal charm and clout to also make sure that sacrifices are made by the principal gladiators.

What are my latest mathematical calculations in view of the imminent nomination process? President Jonathan remains the man to beat but it won’t be as smooth as it was in 2011. I have the feeling that the President might be tempted to drop his Vice President for a stronger Northerner but that would be farcical. The current Vice President has been extremely loyal. He’s a respected and respectable professional. He has built a solid reputation as a successful Architect. Also, as Vice President, he has established extensive networks that would readily come in handy at the appropriate time. No green horn would be able to replace such a gentleman in the next few months. Therefore, I’m reasonably assured that PDP is stuck with the Jonathan/Sambo ticket. It makes the job easier for PDP.

The APC is not that lucky yet. It is looking like the actors are preparing to risk the often acrimonious primaries. It would have been better if this was done two years ahead of elections like it is in Ghana. Ghanaian elections are still over two years away yet Nana Akufo Addo has already picked the ticket of his party NPP for the third time. He joins the historic records of former Presidents John Kufuor and John Evans Atta Mills who tried their luck three times each before winning the Presidency.

I’m almost certain that Buhari will pick the nomination of the party come what may. My second prediction is that he would have to pick a serving Governor as his running-mate this time. Like Jonathan and Sambo, it would be difficult for Buhari and his Vice to be jointly out of power and suddenly emerge from retirement to take over power. Three, Buhari will not risk a Muslim Vice President no matter the pressure on him. If he does his enemies would have a field day that he’s indeed a pathological hater of Christianity. Governor Babatunde Fashola would have been favoured by most people. Buhari would have to pick either of Governors Adams Oshiomhole or Rotimi Amaechi of Edo and Rivers respectively. It would be insensitive to ignore the Region that lays the golden eggs if APC intends to successfully sack Jonathan.

The argument that a Yoruba man has to be on the ballot is contentious. General Obasanjo only left power seven years ago after serving for eight years. He had earlier served as a military Head of State from 1976-79. Yoruba people are the greatest defenders of human rights and justice. They led the battle against Obasanjo’s third term despite being one of their own. They will be happy to see and work assiduously for the opposition to take power from the ruling party.

Everything would fall in place, if Buhari and APC synergise properly. They would have to work out a shadow cabinet of sorts and sign some Memo of Understanding between the principal contenders. A sort of coalition government particularly because each of these upstanding gentlemen has strong points that can only augur well for Nigeria if properly harnessed.

The top six positions should be shared on the basis of the six geo-political zones of the North West and South South, South West and North Central, South East and North East. This can even be expanded to the top 24 jobs in order to rejig in such a way that no zone feels left out. There should be brilliant, diligent men and women imbued with integrity and passion in all parts of Nigeria so that selecting our main team from each of the geo-political zones is not merely to pay lip service to Federal Character or to create a sense of belonging in all Nigerians.

It is certain that 2015 will be an exciting year in our polity and country if the politicians can calm down and see Nigeria as a project much bigger than all of us.
Let’s pray they cool temper.

Islamic Cleric Who Said Buhari Should Not Contest Tells Jonathan Same Thing

A  Kaduna-based Islamic cleric, Sheikh Ahmad Abubakar-Gumi, has warned President Goodluck Jonathan against contesting the 2015 presidency. Sheikh Gumi had also during the week written an open letter to former Head of state, General Muhammadu Buhari, urging him not to contest the elections.

The cleric argued that Jonathan’s re-election bid could throw the entire nation into chaos and turmoil.

Gumi, in a statement made available to newsmen in Kaduna on Friday, described the President as “dangerously dividing Nigeria along religious lines,” asking Jonathan to stop re-election bid.

He said it was unfortunate that the President’s stance on many issues had portray him  as a sectional figure while the exalted office he  occupies required a national approach.

He added that though with northern PDP followers, Jonathan could win the election, but said “you will also set the nation into another path of turmoil because the segment of the nation that rejects you does so because the people  believe, rightly or wrongly, you are involved negatively in the Boko Haram saga.”

“So, what truly matters is the legacy that we will bequest our children and the next generation of Nigerians.

“We will not want a burnt country, with hundreds of thousands dead, maimed or displaced because of the thoughtlessness and recklessness of its stewardship.

“Nigeria today is a single railway line with two heavily loaded trains speeding towards each other in opposite direction.

“You’re the driver of the heavier train and please do not think that even a cart on the railway cannot derail you with great catastrophe to humanity.

“You need to come out of the cocoon and face the reality. Denial of the truth can never solve problems. Unfortunately, many people, including I, before God believe you broke some of your oath.”

The cleric noted that rather than the President to reason with some of  his critics, he “appears more Ijaw than Nigerian. It’s seldom fathers will deceive their children. Yet you never listen and sadly by your recalcitrance, you are dangerously leading this nation to chaos and turmoil that only God knows where it will end.”

In an open letter to Buhari, posted on his Facebook account, Sheikh Gumi had warned the former General against contesting for the election. He urged Buhari to drop his ambition in favour of a younger candidate.
