FG establishes Power Sector Intervention Fund

The Federal Government on Monday approved the establishment of Power Sector Intervention Fund with initial deposit of N300 billion to facilitate speedy development of the nation’s power sector.

President Goodluck Jonathan made this known at an International Conference on Power Sector and Infrastructure Financing at the Presidential Banquet hall, Abuja.

Jonathan, represented by Vice President Namadi Sambo, said that the setting up of the fund would enable industry players have access to cheap long term funds.

“To enable industry players have access to cheap long term funds, government is hereby setting up a “Power Sector Intervention Fund’’.

“The financial resources for this special Fund will be pooled from the Federal Government, Development Financial Institutions (DFIs) as well as local and global and financial partners.

“The Coordinating Minister for the Economy will give details of the operational structure of the fund. But, will essentially, provide avoidable refinancing and unlending services to the sector.

“On its part, the Federal Government will make initial deposit of N300 billion.’’

Jonathan noted that under the National Integrated Infrastructure Master Plan about 2.9 trillion dollars was needed for infrastructure development efforts between 2014 and 2045.

He said the energy sector alone needed about 900 billion dollars in the next 30 years, saying that a significant percentage of the amount was expected to come from the private sector.

The president said that the power sector alone needed 10 billion dollars for Generation and Distribution companies to meet the target of additional 5,000 megawatts in the next few years.

According to him, the nation’s transmission grid requires an annual investment of about 1.5 billion dollars for the next five years to ensure its reliability and stability.

Jonathan challenged participants to come up with practical funding strategies and help to facilitate the unlocking of the much needed capital for the infrastructural development in the country.

He said already the Transmission Company of Nigeria (TCN) had commenced the aggressive implementation of the expansion blueprint funded by a mix of appropriation and funds from financial and multilateral institutions.

The president, therefore, called on the new operators of the sector to redouble efforts in ensuring the stabilisation of power supply in the months ahead.

“While expecting that this require time for both planning and sourcing of the needed resources, you must realise that Nigerians are looking unto you to go the extra miles in ensuring that visible and appreciable results are beginning to be seen by the end of June, this year.

“This is doable and I am confident that you are all up to this challenge,’’ he said.

Earlier, the Minister of Power, Prof. Chinedu Nebo, said the conference would come up with a financing framework that would meet the financial policy and requirement for the sector.

The Minister of Finance, Dr Ngozi Okonjo-Iweala, in her remark, gave a background of economic growth, and assured that the returns in 2014 would be greater than that of 2013.

According to her, the country’s economic fundamental is stronger and is good for the investor, especially with 7.9 growth from non-oil sector; single digit inflation and efforts by government to diversify the economy from oil.

The Minister of Trade and Investment, Olusegun Aganga, gave a vivid presentation of what the investors should expect from the huge market in the country with strong regulatory body such as National Electricity Regulatory Commission (NERC) and opportunities from gas, oil, coal and solid minerals.

Goodwill messages were also delivered by some heads of delegation from different countries and financial institutions such as the African Development Bank, and others.

About 308 participants from across the world participated in the conference.

FG To Establish First Fresh Produce Cargo Terminal In Jos

Aviation Minister Stella Oduah said on Monday that the Federal Government would soon establish the first fresh produce cargo in the country in Jos.

Oduah said this in Jos when she visited Plateau’s Governor Jonah Jang.

She said that a total of 16 fresh produce cargo terminals would be constructed nationwide.

“From the progress of work on the Jos airport cargo terminal, Plateau will be the first state to have such a terminal for the exportation of fresh farm produce,’’ Oduah said.

The minister said that Plateau was picked to be the very first to have such a terminal because of its vast and rich agricultural produce which have proved to be in high demand outside the shores of Nigeria,

Oduah decried a situation where 50 per cent of the fresh produce grown in Plateau were usually wasted due to lack of proper means of transportation and preservation, and promised to check the trend.

She said that the objective of the fresh produce initiative was to give rural farmers access to the international market, adding the development would also boost inter-state commerce.

The minister said that the terminal would provide employment opportunities for youths and women, and advised the state government to set aside 250 hectares of land with close proximity to the fresh cargo produce terminal, to ensure steady supply to international markets.

She called on the private sector to key into the initiative in areas such as net or green house farming, logistics, cold room automatic storage and vegetable trivial system.

Oduah commended Gov. Jang for the huge investments in the agricultural sector, adding that both the traditional and mechanised methods had been upgraded.

In his remarks, Jang thanked the minister for the visit and expressed happiness that the state would be the first to host a fresh produce cargo terminal.

He told the minister that five billion naira had been set aside in the State’s budget to expand the airport’s runway, and assured her of the state’s government optimal support toward a speedy completion of the project.

Chioma Ogwuegbu: A Light-Hearted Review Of Events At #Jkfeedback

I got an invitation to a 3-day social media/bloggers forum in Ekiti state which would include a state tour and a ‘no-holds barred session with key social media actors (bloggers, activists, factivists and influencers’ although I was not quite certain how I fit into any of these categories but I honoured the invitation and here’s my attempt at a review of the events.

Day 1: Thursday 6th February

After a 3 hour-wait at the bus park at New Garage, Ojota Lagos, our 7-seater Sienna bus, left Lagos at a few minutes to 1pm. In a mad dash which had me scared for my safety and questioning the driver’s sanity, we arrived Ekiti a record 3 and half hours later. On the bus, I had met Jude Egbas, an editor/contributor on Ekeekee.com and general troublemaker on twitter, we had a long discussion on, you guessed it, the price of fish in the market. I kid, I kid, we talked about Nigerian politics and feminism.
Anyway, after the bus stopped us at Aramoko in Ekiti we were supposed to take another cab to Ikogosi or Ikangosi as the locals call it, Jude (yes Jude, I blame you) decided we should take motorbikes instead. While Jude’s bike sped off, mine coughed and spluttered up and down the winding hilly road from Aramoko, finally barely halfway through the more than 30 minute journey and in the middle of nowhere, the bike coughed and came to a stop. Apparently, the genius ‘okada’ man did not have enough fuel to go down the road not to talk of going to Ikogosi.

Day 2: Friday 7th February

After a shocking 5am wake-up call (I didn’t realize I was going to bootcamp), we set out by 7am on a gruelling tour of Ekiti state that took us through 12 local governments. From Ikogosi to Ilawe to Ado-Ekiti through several other communities and towns, we saw completed road project after road project after road project and a few capital projects, like the New Civic centre and Pavilion in Ado. There were tour guides in both buses on the tour who sometimes left us confused with the discrepancies in the figures they bandied around. I can state categorically that Ekiti state renovated 135 schools, no it’s 183, sorry 185 erm, I’m pretty sure it’s 189. Ok fine, I’m not sure about that but the state’s monthly federal allocation is 2bn, 2.6bn, 3bn, 3.2bn, in short pick any figure you like, what does it matter anyway?
Anyway, it was refreshing to see that there were no abandoned projects (at least as far as roads are concerned) from previous administrations as the Fayemi administration took it upon itself to see any such projects to completion, not by re-awarding the contracts to new contractors but by insisting that the old contractors finish them at no extra costs to the state. The new Civic Centre, the New Diagnostic centre and other such projects code named ‘Legacy Projects’ are funded by a N20bn (or is it N25bn? More discrepancies) loan that the state raised through bonds.
We arrived back at Ikogosi 12 hours after we left and after we made a stop at the palace of the Owa of Ooye in Okemesi, where a slightly inebriated man tried to pick me up with the opening line, ‘I am a chief…’ Oh alright then, that’s exactly why I came to Ekiti, to be picked up by a drunk village chief.
Once we had had dinner back at the hotel in Ikogosi, it was time to unwind at the poolside with some alcohol, swimming and dancing. I won’t be a tattler or anything so I’ll just say whatever happens in Ikogosi…well you know the rest.

Day 3: Saturday 8th February

Saturday morning came bright and cheery, although I cannot say the same for some of the participants, myself inclusive. Friday night was rather ‘hectic’ at the pool side, you see. Anyway, as I was getting dressed for the conference with Governor Fayemi and other members of his cabinet, a young lady knocked on my door and handed me 2 t-shirts for me and my roommates with express instructions to wear it to the conference. Of course, I wore the t-shirt and pigs flew in Ikogosi.
We made our way to the Conference hall around 10am as we had been informed that it would start at that time but it didn’t start till about an hour later. The commissioners for Budget, Justice, Agriculture, Education and the special adviser to the Governor on the Millenium Development goals all gave speeches about the beautiful work they are doing in Ekiti state in a bid to engage the audience and also to distract us from the fact that the governor was running really late. In my opinion, the commissioners for Justice and Agriculture, and also the SA MDGs seemed the most informed about their ministries and MDAs and I would have really loved an opportunity to ask them questions about their presentations. I particularly like the fact that Ekiti state has a sex offenders register.
Mr Governor eventually came around 1pm while tea break was being served and even after he had been ushered in, people were still queuing up to get their tea, you could almost hear them say, ‘Governor or not, no one is stopping me from getting this tea!’. When participants eventually settled down, we went straight into a presentation from the Commissioner of Finance ( yeah, I thought it would be the Governor too), after a 30 minute speech which had nearly everyone yawning and I think I saw even the governor nodding off for a bit, it was finally time to listen to Mr Fayemi.
Less than an hour after he arrived, perhaps because he was bored by the quality of questions being asked by some of the participants who got a chance to ask (Moderators did not let us all ask our questions), Mr Governor was getting ready to leave. I cannot say I blame him, the least you can do when you have an audience with someone of that calibre is to have done your research and then ask questions based on policy. Not something like, ‘Sir, I heard you went to Okija shrine to get power to become governor, how do you respond?’ No, nobody asked that, but I bet it was only a matter of time.
Anyway, we got to learn how much the Governor earns, N549,000 monthly and that although 80% of the state’s monthly income goes towards paying the salaries of about 60000 people in a state of about 2 million people, the state is not a business and will not be run like a business. Well, all I can say is, dear 1.9m remaining Ekitis who are not employed in the state civil service, kindly wait for your turn.

Day 4: Sunday 9th February

The people at the lovely Ikogosi resort had had enough of us and sent us packing as soon as it was morning. I came back to Lagos with people who had by now become friends from our time in Ikogosi. As we left, I reflected on what it must have cost the state to have hosted about 80 odd people for such a programme and I hoped that someday governance would advance so much that no one would need a state tour to tell if an elected official is truly fulfilling his or her mandate.

Please Do Not Ignore APC: It Is On A Rescue Mission By Joe Igbokwe

I plead with Nigerians East, West, North, South and Nigerians in Diaspora not to ignore the emergence of APC as one of those antics of politicians to set up a platform to grab power for themselves, the families, cronies and hangers on. I plead with Nigerians to take APC as a serious political party that has emerged to change the face of Nigerian politics forever. I seek the support of Nigerians to see APC as an idea whose time has come to seize the centre stage in the Nigeria’s political scene for the good of the commonwealth.
I implore my country men and women to give APC a chance to drive Nigeria even for four years so that we can see the difference. I crave the indulgence of great Nigerians to allow real competitiveness between PDP and APC the way we have seen the Democrats and Republicans did it in the United States of America just for the sake of Democracy. I ask the objective Nigerians to look back at our democratic journey that started for the third time in 1999 and take real stock of where we are now and where we are going. I am saying this because I believe that there are objective thinking men and women in this country who can analyze situations and give objective reports.
The emergence of APC is not a one day job. It has been on the political page of the Nigerian progressives when PDP started drifting since 1999. The momentum to form a credible alternative party for Nigerians came on very strong when PDP started abusing Nigerians that, they will continue to rule Nigeria for 60years whether we like it or not. The urge to provide an alternative platform became a task that must be done when PDP started to divide the country in order to continue to ‘win’ elections. The final straw that broke the camel’s back is when PDP compromised in service delivery to all Nigerians because impunity and arrogance, leading to corruption, nepotism, violence and leadership failure.
The formation of APC is a product of good thinking, hardwork, commitment, discipline, patriotism, and desire to make Nigeria to work. Men and women worked hours on end. They put in ideas, money, time and energy; they gave up positions and made unbelievable sacrifices.  The formation of APC remains a product of nights and days of excruciating meetings, tempo rising and going down, agreeing to disagree and disagreeing to agree, a painstaking exercise and taking a road less traveled.
The coming of APC is already helping our democracy to grow. Impunity is gradually giving way to objective reasoning. Arrogance is giving way to sound debate and power of ideas. The ruling party has been compelled to sit up. The once arrogant and the biggest party in Africa is now gasping for breathe today. The once biggest party that says it must rule Nigeria for 60years is painfully witnessing a rug being pulled from its feet. For the first time since 1999, PDP is fast realizing that it can no longer call the shots in Nigeria, all things being equal.
A lot of issues are coming up on how PDP led Federal Government has been managing the economy of Nigeria since 1999. Nigerians have since seen how the foundation stones for a balanced success namely; honesty, character, integrity, faith, love and loyalty have been eroded and decimated since 1999. Nigerians have since known how the presidency and other agencies of the federal government lie about our income from crude oil sales and remissions to federal purse. Under our own eyes we have seen that we have two parallel governments in place: NNPC and the Federal Government. NNPC sells Nigeria’s crude oil and keep any amount it likes and spend it the way it likes, thereby denying states and local governments the real funds due to them. As I write this NNPC cannot account for 20 billion US Dollars, a proceeds from crude sales.
According to NNPC, the missing money was spent on gasoline and kerosene subsidy, repair of vandalized pipelines and operational costs. But wait a minute! Is this the truth? Is it fair to all concerned? Is it beneficial to all or to NNPC staff and their cronies? Who authorized that the huge amount should be kept aside for NNPC to spend anyhow? Do we know how much NNPC has kept for itself and her co travelers since 1999? What is the normal procedure in matters of all revenues due to the government of Nigeria? How much crude oil do we pump everyday? What is the cost of production of a barrel of crude oil in Nigeria? How much of this is sold? How much of this is reserved? What is procedure in keeping the Accounts of the proceeds from crude oil sales?
I have heard the CBN Governor, Sanusi Lamido Sanusi. I have read Mallam El Rufai, I have also read Segun Adeniyi on the matter and what NNPC does with our money. I have also read other authorities on the burning issue and I have come to the conclusion that NNPC, working in tandern with the presidency has stolen the country dry.
NNPC has been blackmailing CBN instead of sticking to the substance of the matter. The idiots and compound fools have been blaming allegations of missing funds on ignorance of operations. This is a lie from the pit of hell. Who does not know about income and expenditures? Today I read that NNPC is boosting electricity supply by 1505 mega watts. Is this a clever way to divert attention? Is NNPC now doing the job of PHCN? Who funded it? Where did the money come from? If you get an answer without showing how you arrived at the answer, no professor of mathematics will take you serious. Nigerians have been short changed by NNPC and the Presidency.
The stolen 20 billion US dollars have been pocketed by NNPC staff and the presidency. They have used this money to rig elections. They have used this money to buy houses everywhere in Nigeria and abroad. They have used the money to buy cars and houses for their girlfriends and concubines. They have used the money to buy Jets for Nigerian Pastors. They have used the money to settle Chief Edwin Clark, Tompolo and theEfulefu (nonentity) called Asari Dokubo. These Ijaws are now using the money to build universities here and abroad.
20 billion US Dollars can be used to rebuild all our universities. This money, almost a year budget of Nigeria can be used to build six world class hospitals in the six geopolitical zones in Nigeria. It can be used to build the 4th Mainland Bridge in Lagos, Onitsha Asaba second Bridge, and the proposed coastal highways in Nigeria. This money can be used to rebuild all the Federal roads in Nigeria. This money can create 10million jobs etc.
APC is coming to repair the damage done to the project Nigeria. The legacy parties fused under one APC is coming to bring hope to the hopeless, help to the helpless, and job to the jobless. APC is coming to make the difference. The party is coming to heal the deep wounds of the past years. APC is coming to bring ideas and initiatives on the table. APC is coming to unite Nigerians. Please stop complaining of bad leadership. Grab APC now!

Court Issues Bench Warrant Against Oil Marketer

Justice Adeniyi Onigbanjo of a Lagos High Court, Ikeja, on Monday issued a bench warrant for the arrest of an oil marketer, Mr. Oluwaseun Ogunbambo.

The trial judge issued the warrant following the defendant’s continuous failure to appear in court for trial.

The Economic and Financial Crimes Commission (EFCC) had arraigned Ogunbambo for allegedly collecting N979.6m fuel subsidy without supplying the product.

Arraigned alongside Ogunbambo are Habila Theck and their company, Fargo Energy Limited.

They were arraigned on July 31, 2012 on a six-count charge of conspiracy, obtaining money by false pretences, forgery and use of forged documents.

At the last adjourned date, the EFCC had accused Ogunbambo of using delay tactics to stall the commencement of his trial by pretending to be sick.

But counsel to the oil marketer, Mr. Mobolaji Akintunde, had then told the court that his client had sustained a spinal cord injury after falling from a bathtub.

Akintunde told the court that Ogunbambo was presently receiving treatment at the Nigerian Army Reference Hospital in Yaba, Lagos.

He presented a medical report signed by one retired Brigadier General J.A. Aremu, to back up his claim but Justice Onigbanjo ruled that the authenticity of the medical report should be verified.

At the resumed hearing on Monday, counsel to EFCC, Emmanuel Jackson, told the court that though the medical report had been verified to be authentic, but there was nothing in it to suggest that the oil marketer is not fit to continue with his trial.

Convicted Militant, Henry Okah Attempts To Escape In South African Prison

Convicted Niger Delta militant Henry Okah failed in an effort to escape prison near Johannesburg according to a spokesman.

The former leader of the Movement for Emancipation of the Niger Delta, MEND, Henry Okah, who was found guilty on thirteen counts of act of terrorism, was caught making an attempt to interrupt out of the Leeuwkop jail in Johannesburg.

According to reports, Okah was the leader of a pack of 5 inmates making an attempt the escape.

Among his accomplices was ill-famed South African guilty serial aggressor and murderer, Jaco Steyn, who is serving 5 life sentences additionally to a a hundred and seventy year sentence.

Okah was on March twenty six, 2013 sent to twenty four years in jail by a South African court sitting in Johannesburg.

The judge, Neels Claassen, found Okah guilty of thirteen offences, together with the setting off of 2 bombs in Abuja and Warri, Delta State, on Oct 1, 2010. He was conjointly sentenced for threatening the South African government when his arrest.

Alison-Madueke, NNPC, PPMC Shun Reps’ Probe Over Kerosine Subsidy

The absence of the Minister of Petroleum Resources, Mrs. Diezani Alison- Madueke, the Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Mr. Andrew Yakubu and the Pipeline and Products Marketing Company (PPMC) stalled the House of Representatives Probe Monday.

The lawmakers had proposed investigation into the Kerosene subsidy through a resolution mandated the Dakuku Peterside- headed Committee on Petroleum (Downstream) to investigate issues surrounding kerosene supply, distribution and subsidy payments from 2010 to 2013.

The meeting was eventually postponed to February 18 by the committee chairman, after a long wait for Alison-Madueke, Yakubu and the PPMC representative who failed to arrive.

In a letter to the three principal actors in the oil sector, the committee requested for the provision of all relevant detailed information as it relates to approvals on kerosene subsidy, source of money for payment of the subsidy, budgetary approvals, kerosine import details, PFI allocation and product distribution chart, PPPRA authorization and validations, auditors approval and reports, relevant shipping documents and all other documents that will assist the committee in discharging its responsibility.

It was however gathered that the Honourale Minister together with the top management of the ministry and its agencies were participating in the International Summit on Power Financing starting today, 10th February, 2014.

International superstar, Kelly Rowland says she’s excited about her trip to Nigeria for Darey Art Alade’s Love Like A Movie 2, which is set to hold on February 15, 2013 at the Eko Hotel & Suites Oceanview Grounds.

“I am so excited about my trip coming over there… I’d be participating in Love Like A Movie 2 and I’d be hosting the red carpet with my boy, Darey” Kelly says.

Jonathan Sacks Chief Of Staff Mike Oghiadome – Saharareporters

President Goodluck Jonathan has asked his Chief of Staff, Mike Oghiadomhe to resign with immediate effect according to a presidency source.

Mr. Jonathan reportedly fired the Chief of Staff after security agencies revealed his deep involvement in the mega fraud at the Nigeria National Petroleum Corporation (NNPC).

DG NOA Calls For Return Of Civic Education To Schools

The Director-General of the National Orientation Agency (NOA), Mr. Mike Omeri has called for the re-introduction of “civic education” into the curriculum of schools to expand frontiers of knowledge of the citizenry about Nigeria.

Omeri made this appeal when he received students of Queens Science Academy, Kano, saying return of civic education would complement federal government’s efforts to bring back to society values that used to define us as a nation.

The DG charged the students to remain focused and shun examination malpractices and other social vices inimical to the pursuit of their genuine academic activities, adding that today’s students would be leaders tomorrow.

“Learn to grow up as responsible citizens; the only way to make a difference is through your concentration on your studies. Always do the right thing. In those days, civic education used to be part of school curricula where students were thought civic responsibilities and duties of citizenry, rights and privileges among others.

The students were on an excursion visit to the Agency to learn more about the functions and operations of the NOA.
