Army Raids Boko Haram Hideout, Kill 13 Terrorist

Nigerian Army says more terrorists have been arrested while 13 of them died following a raid on their make-shift camp sited between Borno and Adamawa states.

Major General Chris Olukolade, Director Defence Information in a statement said some of those who escaped from earlier raid have also been picked up in Maiduguri and environs.

Olukolade said calm has returned to Shuwa after the pandemonium generated by the panic in the community this morning when people sighted the convoy of troops going after terrorists and mistook it for another round of attack.

He added that the confusion also led to the claim that the Governor of Adamawa State, Murtala Nyako who had visited the community was attacked by terrorists. The military authorities have refuted the claim.

The troops were on assignment to block a discovered entry and exit point of terrorists into the country through the state. The community has been assured of their safety as normalcy has returned.

Defence Headquarters Deny Governor Nyako’s Convoy Was Attacked

The alleged attack on the convoy of Governor Nyako as presented in a breaking news report on some television channels this afternoon is not true.

Major General, Chris Olukolade the Director Defence Information in a statement issued Friday noted that the Governor of Adamawa State, Murtala Nyako visited Michika and Shuwa areas of the State to sympathise with the communities that were attacked by terrorists recently.

Olukolade noted, while returning, the convoy came across a noticeable pandemonium which resulted from the alarm raised by some people who had mistaken a convoy movement of troops on patrol at Kirchinga village, for another impending attack by terrorists.

The Defence Headquarters said the ensuing stampede and confusion, people scampered into the bush ostensibly to escape from those mistaken for terrorists.”

“The incident which was presented as a “Breaking News” and scrolled on TV is therefore not a true reflection of what actually happened.”

It says, the report is capable of causing unnecessary anxiety and heightening tension.

The military authorities called on residents to go about their normal activities while remaining vigilant.

“The operations in the North East are being consolidated and every effort is made to stop the terrorists from continuing their atrocities in that part of the country.” the statement concluded.

Court Fixes March 21 For Hearing Of Sanusi Lamido’s Suit

NAN

The Federal High Court in Lagos on Friday fixed March 21 to hear a motion filed by the suspended Governor of Central Bank of Nigeria (CBN), Malam Sanusi Lamido Sanusi, seeking enforcement of his fundamental right.

Lamido had filed the suit through his counsel, Prof. Yemi Osibanjo (SAN), seeking an order restraining the police and officers of the State Security Service (SSS) from arresting, detaining or otherwise harassing him.

Joined as first to third respondents in the suit are: The Attorney General of the Federation (AGF), Inspector General of Police (I-G) and the SSS.

When the case was mentioned on Friday, Justice Ibrahim Buba adjourned it to March 21 for hearing, following an application for adjournment moved by counsel to all the respondents.

Counsel to the AGF, Dr Oscar Nliam, holding the brief of Chief Mike Ozekhome (SAN), informed the court that his office had just been briefed on the matter.

He told the court that they were yet to receive all the processes filed by the applicant, and therefore prayed the court for a short adjournment to enable him collate all processes.

Counsel representing the I-G, Mr Chukwu Agwu, on his part, informed the court that he was only notified last night by his boss from the Force Headquarters that the suit will be coming up in court.

He said that the second respondent was yet to receive the processes and also prayed the court for an adjournment to enable him look at the processes when they arrive.

In the same vein, counsel representing the SSS, Mr Ahmed Musa, also aligned himself with the submissions of his colleagues, adding that an adjournment will be to their favour especially as parties were still within time of filing.

Counsel representing the applicant, Mr Kola Awodehin (SAN),, did not object to the prayers for adjournment, but noted that the suit bordered on fundamental rights enforcement and ought to be dealt with expeditiously.

Justice Buba, however, in a short ruling, adjourned the case to March 21 for hearing.

The News Agency of Nigeria (NAN) recalls that the court had on Feb. 21, granted an interim order of injunction, restraining the respondents from arresting, detaining or harassing the applicant, pending the determination of the motion on notice.

The interim order was sequel to an affidavit of urgency filed by the applicant on the same date.

The court had also granted the applicant leave to serve the originating summons and other accompanying court processes on the respondents.

Nigeria Labour Congress Advocates New Approach To Fight Insurgency

NAN

The President of Nigeria Labour Congress (NLC), Mr Abdulwaheed Omar, has called for a new approach to fight the Boko Haram insurgency in parts of the North.

Omar said this in Calabar on Friday while reacting to the recent killing of some students of the Federal Government College in Yobe by suspected Boko Haram sect.

The NLC president was in Calabar for the 4th Quadrennial Delegates Conference of the National Union of Printing, Publishing and Paper Products Workers and a meeting of the NLC.

‘’We call on government to have a rethink over what they do.

“There is nothing wrong in Nigerian government coming up with special task force with a special squad to ensure that we get to the root of the matter and it is unbundled and be brought to an end,’’ he said.

He condemned the killing of innocent students by the insurgents, describing the action as “callous and unreasonable’’.

“To go to the level of very innocent students who don’t even know what is happening, just massacre them, set their buildings on fire and so on.

” I think this is a very serious issue and it is unacceptable to Nigerian workers, ‘’ he said.

He urged the government to set up a special intelligence unit for combating terrorism.

“I think we need to train people specially in the area of intelligence and in the area of combating this kind of terrorism.

“Let them be seriously trained and let them be sent to all nooks and crannies of the nation where they can be able to tap information, so that we can stop this callous killing of innocent citizens, ‘’ Omar said.

He said he had commiserated with Gov. Liyel Imoke over the incident on behalf of the Nigerian workers, adding that he would do the same to President Goodluck Jonathan.

He urged the government to tackle the problem once and for all to ensure peace and tranquillity in all parts of the country.

PDP Wins Landslide Victory In Plateau LG Polls

NAN

The Plateau State Independent Electoral Commission (PLASIEC), on Friday released results of the Feb. 25 elections into local government councils with the Peoples’ Democratic Party (PDP), winning 14 of the chairmanship positions declared.

Fifteen local governments participated in the exercise after two – Jos North and Wase, were excluded over security concerns.

PLASIEC Chairman, Mr Peter Dalyop, who declared the results in Jos, said that the chairmanship results from Langtang North Local Government were inconclusive.

“There will be a re-run election in Jat Ward in Langtang North on March 3, 2014, to determine the winner of the Chairmanship seat,” he said.

He said that the local government had 18 wards, but that results from only 17 wards were collated, which made it impossible for PLASIEC to accept them.

“After the conduct of the re-run, the winner will receive the certificate of return along with the others,” he said.

Details of the results indicated that the PDP won in Barkin-Ladi, Bassa, Bokkos, Mikang, Jos South, Riyom, Pankshin and Kanke.

Others local governments included Jos East, Kanam, Langtang South, Quan-Pan, Riyom and Shendam.

Dalyop, however, said that names of victorious councillors would soon be announced after the collation had been concluded.

DANA Airline Is Flying 500 Lagos Students On Excursion As Part Of Its CSR

NAN

The Dana Airline on Friday flew about 500 pupils drawn from various schools across Lagos on an excursion of airport facilities.

The company said that this was part of its Corporate Social Responsibility (CSR) initiatives.

The Chief Pilot of the airline, Capt. Segun Omale, told aviation correspondents at the Murtala Muhammed Airport (MMA2) that the company would once again lead in the drive to impact positively on children.

“We are a caring airline that will continue to pay serious attention to issues that concern proper education of the future generation.

“Our commitment for this all important excursion is anchored on our firm belief that a well informed child represents hope for the future of mankind as information drives the development of any nation,’’ he said.

He said that the excursion was in partnership with Bi-Courtney Aviation Services Ltd., owners of the MMA2, while Dana was providing the aircraft for the expedition purpose.

Omale said that the expedition would be a week-long programme with over 500 pupils, while the participants would have first-hand experience of how an airplane worked.

He said that Dana airline identified with all global and local initiatives to improve the educational pursuit of children.

The chief pilot said that the airline, through its Kidz Fly Programme, had always given children the chance fly from one state to another aboard an aircraft.

“It will be recalled that through the airline’s charitable trust, the Sri Sai Vandana Foundation (SSVF), Dana Air has been fulfilling its CSR with an In-flight Envelope Donation Programme

“This programme has helped to raise millions of naira for the National Sickle Cell Centre in Lagos since 2009 as well as involvement in the Autism Awareness Drive,’’ he said.

It would be recalled that the airline was the only domestic airline that successfully had an operational audit conducted by the Nigeria Civil Aviation Authority Flight Safety Group.

Godswill Akpabio To Disengage Civil Servants With Health Challenges

NAN

The Akwa Ibom Government says it will disengage all civil servants who have serious health challenges as part of measures to boost productivity.

The Permanent Secretary in state’s Hospital Management Board, Mrs Ekereobong Akpan, made the disclosure in Uyo on Thursday at the meeting of permanent secretaries in the state.

She said that the state government would set up a medical board to examine and determine the productivity level or otherwise of some seriously ill civil servants.

Akpan said that while government sympathised with such ailing officers, it would be in the best interest of the affected civil servants to determine their fitness to continue in service.

She said that at the end of the exercise, the medical board would recommend the retirement of such sick civil servants.

“The plan to retire those incapacitated due to serious health challenges is to enable them take time off and access full medical treatment,” she said.

The permanent secretary said the board would organise about five medical revival campaigns this year where medical assistance would be given to workers with health challenges.

Akpan said that government would also provide adequate manpower in hospitals through the recruitment and proper deployment of available hands.

“We will also carry out regular management workshops and professional training for medical superintendents and other medical staff and intervene in other health programmes as the need arises,” she said.

In his remarks, the state Head of Service, Mrs Cecilia Udoessien, commended Gov. Godswill Akpabio for approving the recruitment of fresh hands into the service.

Udoessien said the gesture would go a long way to close the manpower gap created in the service through retirements.

Senate Committee Queries BPE For Non Remittance Of N23bn To Federation Account

The Senate Committee on Privatisation on Thursday in Abuja frowned at the Bureau of Public Enterprises’ (BPE) non remittance of N23 billion to the Federation Account.

The Sen. Gbenga Obadara (APC-Ogun) led committee raised eyebrows over the non remittance of the funds while the Bureau was defending its 2014 budget estimates before the committee.

A member of the committee Sen. Barnabas Gemade (PDP-Benue) said that the act was illegal and unacceptable.

“It is very disheartening and wrong that N23 billion is still lingering in accounts within the BPE from proceeds of privatised agencies.

“This is illegal as the monies are supposed to be remitted as soon as they come in.”

The chairman of the committee, Obadara asked the BPE to make available to the committee evidence for any remittance made to the Central Bank of Nigeria (CBN).

“We want to see the documentation of the remittances since you have said six point something is ready to be paid.

“Give us that one, then we start looking at the remaining N18 billion,” he said.

The committee also asked that proceeds from the sold enterprises which had not been remitted to the CBN should be used to settle the outstanding liabilities owed Nigerians.

The committee noted that some of these Nigerians were seriously languishing in poverty just as others had already died.

The committee also summoned the Minister of Finance, Dr Ngozi Okonjo-Iweala and the Accountant General of the Federation, Mr Jonah Otunla to appear before it on March 13 for further clarifications.

In his response, the Director-General of BPE, Mr Benjamin Dikki told the committee that the N23 billion was in the custody of the Bureau.

Dikki added that plans had been concluded to remit about N6 billion to the Federation Account.

He thanked the committee for taking the resolution to use the unremitted funds from the sold enterprises be used to pay Nigerians as some of those owed had been picketing the bureau.

The News Agency of Nigeria (NAN) gathered that the total budget estimates for the bureau for 2014 is about N2.2billion.

How Boko Haram Attacked Adamawa, Looted And Burnt Banks, Shops – Defence Headquarters

Press Release
Being text of press briefing on the security situation in Borno, Yobe and Adamawa
States on 27 February 2014

The Defence Headquarters acknowledges with grave concern the recent mindless killing of innocent school children and other citizens in towns and villages following terrorist activities in some parts of the north east. The dastardly act has expectedly attracted the reaction of well-meaning individuals who have been condemning the senseless bloodletting. Disturbing as this trend proves, the fact remains that the chilly episodes are simply typical of terrorists intention to intimidate the people into subscribing to their false claim to invincibility.

This distressing situation notwithstanding, it must be pointed out that the current activities of the terrorist groups is actually at best a reaction to the renewed offensive against the terror outfit whose operatives had infiltrated the country to support their hitherto depleted membership and counterparts in their daring acts to reinvent relevance by embarking on renewed attacks on soft targets.

The purpose of this briefing is to intimate you with the elevation of counter terrorism campaign in the country. The new approach marks another phase in the operations designed to further contain the terrorists and their activities. The specialized campaign which has commenced is being undertaken simultaneously in Yobe, Borno and Adamawa States. This operation is also in furtherance of efforts at apprehending the terrorists and ensuring they do not escape out of Nigeria as they are now so desperate to do.

Unfortunately, however, they have in the course of their flight towards various borders, continued to perpetrate mayhem as noticed in some parts of Adamawa state yesterday night where they attacked communities. In desperation for money and food, they looted and burnt banks, shops and filling stations along their way through Michika as they headed for Cameroon border. Six of their fighters were killed two captured while nine of their vehicles were destroyed; one soldier and three civilians also died in the encounter.

It is believed that those involved in this latest attacks are the elements that perpetrated the mayhem against students of Federal Government College, Buni Yadi, Yobe State and other places. They have been holed up and are still engaged in suicidal fighting apparently with a view to attaining martyrdom status, as troops close in on the die-hard ones among them.

Citizens in these states, particularly towards border areas, are requested to assist the security forces by reporting any movement of the group if noticed in their locality as it would further enhance the operations as well as assist in apprehending or eliminating them. All things being equal, the activities of this murderous group will be further degraded towards total elimination shortly.

Meanwhile, citizens are enjoined to show understanding of the situation and continue to cooperate with the security forces especially with vital and timely information on the movements of these terrorists to enable quick response accordingly.

Tunde Leye: Nigeria And The Lapalapa Killing Syndrome

I was reluctantly going with my mum to one of the numerous prayer meetings at her Christ Apostolic Church. Anyone who knows CAC will know that MFM took their manual from the CAC prayer style. At nine years old, I would have rather been doing a million and one different things; but being the youngest and the only one not yet in boarding house, I had no choice but to go along. It was on this particular day that she introduced me to a phrase I have heard her repeat severally over the years. On the street where the church was situated, there were many old buildings. One of them had all sorts of cracks all over and had a balcony on the verge of collapse. Yet, they were painting the building over. They weren’t fixing the cracks, strengthening the pillars or anything of such nature. They were simply applying paint to a building that in all honesty should have been declared unsafe for anyone to live in. My mum looked at them in disgust and said in Yoruba “Awon eleyi fi ete s’ile, won npa lapalapa”. For the non-Yoruba speaking readers (and the Yoruba speaking who can’t read it), this is the translation of that phrase “These people left their leprosy untreated and are applying medicine to eczema”.
That sums us up in Nigeria in many ways. We have pressing, real problems as a nation, but all our arms of government, from the legislature, to the judiciary and of course the executive do not seem interested in tackling these problems. Rather, cosmetic solutions, red herrings, personal vendettas and unimportant things are pursued with vigor.
Just last week, and every other week, we hear of clashes between Fulani herdsmen and farmers. I have heard of this issue since I had enough sense to comprehend things. There is a Designated Grazing Route Bill before the National Assembly, yet they will not get to work and pass this bill into an enforceable law and empower the enforcers. Rather, we will hear them release statements condemning such killings and organizing visits that turn out to be jamborees to the locations after lives are lost. Lapalapa killing syndrome.
Boko Haram seems to have been driven from the large swathes of the North East that they control to a tiny enclave near the border, but they have recently gone on a killing rampage, and included kidnapping young girls in their resume. One would have expected a strong statement from the presidency, but no, this ete was not enough to warrant that. Rather, we had a lapalapa type solution proposing replacing the elected governor of the state with a military administrator. Even when a state of emergency was declared, the governors were not replaced and the president was applauded for doing things correctly. Now, it is the lapalapa of posing for photographs on the campaign trail, removing elected officials by fiat that takes precedence over coming out strongly against killers of innocent Nigerians.
Also, in the last one week, the whistle blowing CBN Governor whose tenure is almost over was removed. In a classic case of leaving the ete and facing the lapalapa, the very real questions Sanusi raised are not being answered. Of course, Sanusi himself is an ete infested government official who has serious questions to answer but who assumes his whistle doesn’t need to be clean as long as his blowing is pointing at the bigger ete. But as it is with Nigerians, his garrulous opposition of the president and whistle blowing with figures which are inconsistent (the difference between the first figure he mentioned and the second and then the final figure is bigger than many countries economies) his ete has been washed away and he has achieved Nigerian sainthood. The House of Reps has also come out to declare as wrong the CBN governor’s suspension. But the NNPC being run in an opaque, corruption ridden manner would have been a thing of the past if this National Assembly just passed that Petroleum Industry Bill and it got enforced. Again, they leave the ete and are killing the lapalapa.
We prefer to stamp out lapalapa of Niger-Delta militancy with amnesty money rather than heal the ete of developing the Niger Delta.
I am not saying killing the lapalapa type of issues is wrong, but when one leaves the ete-type fundamental issues when the solutions are so glaring that outsiders wonder why it is so hard for us to solve them, it becomes an effort in futility, a quixotic pursuit.
We need more of the kind of end to end thinking that solved the pension problem with the new pension scheme or the type that delivered the ongoing power reforms. Executive showing political will and vision to solve the problems long term. Legislature buckling down to make or amend laws to create the needed legislative framework. Judiciary doing its bit. Politicians giving us the kind of continuity Jonathan has given to power reforms started under Obasanjo. That type of focused hard and continuous work is what we need to resolve our ete issues. The lapalapa will be cured in the process.
