Expecting Buhari to do anything more than what he has done is akin to beating a dead horse says Obasanjo

0

Former President Olusegun Obasanjo says that President Muhammadu Buhari has nothing more to offer Nigeria and Nigerians at this point of his administration.

Obasanjo made this known when he spoke in Abuja Monday, December 13, at a retreat on inclusive security organized by the Global Peace Foundation and Vision Africa.

According to Obasanjo, Nigerians who still believe that Buhari has anything to offer th country against should perish such thoughts.

He said: “The truth is this: President Buhari has done his best. That is what he can do. If we are expecting anything more than what he has done or what he is doing, that means we’re whipping a dead horse and there is no need.

“Then, where do we go from here? We cannot fold our hands. I believe that is part of what we’re doing here and what we continue to be doing. How do we prepare for post-Buhari? Buhari has done his best. My prayer is that God will spare his life to see his term through. “But what should we do to make post-Buhari better than what we have now? That is our responsibility now, because it concerns all of us.”

Obasanjo said that military action alone would not effectively end the insurgency in the country.

He added: “People talk of political will, but I talk of political action. Political will is not enough. It must be matched by political action. “The problem of insurgency will not go away, if all we are using is the ‘stick’ (military action). We may suppress it, and keep it down a bit, but we have to use ‘carrot and stick’ together to effectively tackle the problems.”

Marriages at Ikoyi registry not illegal, FG reacts

0

The federal government has debunked reports that marriages conducted at Ikoyi registry have been declared illegal and invalid by a Federal High Court in Lagos.

The Eti Osa LGA of Lagos state had in a suit marked FHC/ LS/CS/816/18 dragged the ministry of interior to court challenging its power to operate marriage registries, conduct weddings and issue marriage certificates.

Delivering judgement, the presiding judge, Justice D.E. Osiagor held that only the local government marriage registries were empowered to do such by the provisions of the 1999 Constitution (as amended).

the judge submitted that the conduct of marriages and issuance of certificates were statutorily the job of the local governments as provided by the law.

The judge added that the acts of the federal government through the Ministry of Interior, operating marriage registries was beyond their powers and held that all marriages conducted by federal marriage registries or through their agents were illegal and invalid.

He consequently ordered the closure of all federal marriage registries opened by the ministry, including that of Ikoyi marriage registry with immediate effect.

Reacting, the ministry of interior said it “attention has been drawn to news making the rounds on social media claiming that the Federal High Court sitting in Lagos has declared all Marriages conducted by Ikoyi marriage registry to be illegal and invalid,” the statement reads.

“We would like to state that this statement is false, misleading and a deliberate distortion of the decision of the Court in Suit No: FHC/L/CS/816/18 between Eti-Osa Local Government Council & 3 others v. Honourable Minister of Interior and 2 others, where the Honourable Court held that only the Local Government councils can conduct valid marriages in Nigeria.

“It is noteworthy that, the same Federal High Court situated in Ikoyi, Lagos in Suit No. FHC/L/870/2002 between Prince Haastrup and Eti Osa Local Government held that the Federal Government, through the Ministry of Interior is constitutionally empowered to conduct marriages in Nigeria and held that the Local Governments were delegated by the Federal Government to conduct marriages, by virtue of Legal Notices issued pursuant to the Marriage Act.

“In that case, the learned trial judge held that nothing in the role of local governments, as defined in the Constitution, suggests that local governments can conduct or contract marriages as alleged in their pleadings. The Court affirmed that powers of the local governments to contract statutory marriages is derived from the Legal Notices issued by the President. The Court also confirmed that the role of local governments, as enshrined in the Constitution is limited to registration of all forms of marriages (including Islamic and customary marriages).

“Rather than appeal this decision, the same claimants instituted another action in 2016 Suit no. FHC/L/CS/1760/16 Egor Local Government, Eti- Osa Local Government and 2 others V Hon, Minister of Interior and 2 Others. The Court held that the Suit was an abuse of court process, as it could not be invited to make another pronouncement on the same point of law, which would lead to conflicting decisions coming from the same court and therefore struck out the case.

“The same issue was adjudicated in the case of  Olumide Babalola vs Ikeja Local Government and the Registered Trustees of the Association of Local Government of Nigeria (ALGON) in Suit No. LD/1343/GCM/2016 delivered on 15th May, 2017. The Court held that while registration of marriages are regulated by local governments, being under the concurrent list, formation of marriage is under the Exclusive Legislative List, within the jurisdiction of the Federal Government, regulated by the Ministry of Interior.

“It is further worthy of note that the issue of formation, annulment and other matrimonial causes are by virtue of item 61 of the 1st Schedule of the 1999 Constitution of the Federal Republic of Nigeria exclusively reserved for the Federal Government.

“The General Public is invited to note that these judgments are all still subsisting, competent and have not been appealed against till date.

“Further to the above, the current decision of the Federal High Court delivered by Hon. Justice D. E. Osiagor of Court 6, cannot set aside a previous decision of the same Court, which is of coordinate jurisdiction, as that would amount to the court sitting on appeal over its own judgment.

“In the circumstances, the Federal Government through the Ministry of Interior, has applied for a certified true copy of the judgement and will take appropriate further action including but not limited to filing of an appeal in respect of this conflicting and confusing decision, in line with the provisions of the Constitution.

“We would like to appeal to the general public, the international community, to couples who had hitherto had their marriages solemnized at Federal Marriage Registries by duly licensed places of worship and to all intending couples to be calm and continue transacting their normal businesses at all Federal Marriage Registries subsisting throughout the federation in line with statutory and constitutional provisions.

“The general public is to please note the foregoing and maintain status quo ante”.

It’s now time to crush sponsors of Boko Haram, bandits — DSS

0

The Department of State Services (DSS) has said it is now time to crush sponsors of banditry, terrorism, insurgency and other vices to desist from their evil acts.

Dr Peter Afunanya, the Information Officer of the DSS, issued the threat at a news conference on Tuesday in Abuja.

“Let me reiterate at this juncture that those who sponsor kidnapping, banditry, terrorism, insurgency and all kinds of attacks on security agents, civilians and vulnerable populations should have a rethink.

“These persons, whether in the North or South, know themselves. There is no doubt that they have crossed the lines and it is now time to crush them,’’ he said.

Afunanya called on parents and guardians to be watchful of their children and wards as students return home for Yuletide.

He said the advice was necessitated because subversive gangs could target them for recruitment for undesirable intents.

“Aside from students, recessing members of National Assembly/State Houses of Assembly and other public/private sector workers on vacation may be predisposed to threats of various degrees.

“This also applies to Nigerians who may travel within and from outside the country to join their loved ones for the celebrations.

“These individuals are susceptible to kidnapping, hijack, assassinations, armed robbery and political manipulations and so, are advised to be security conscious, not to fall victims of these attacks and destructive political maneuvers,” he added.

According to him, it is common knowledge that criminal elements will heighten their inglorious activities before, during and after the festive periods.

“Therefore, religious and community leaders, hoteliers and operators of markets, parks, recreational and relaxation centres are to be at alert and watch strange movements and activities around their facilities.

“Such facilities include places of worship, palaces, markets, schools and other public buildings.

“Owners and operators of these public spaces and their patrons should endeavour to isolate and report suspected rogues to security agencies for prompt response,” he said.

Afunanya said further that the service had observed that some persons seeking for power desperately use wrong and skewed narratives to mislead citizens and overheat the polity.

According to him, they are exploiting and politicising the issue of insecurity in parts of the country for pecuniary and other selfish reasons.

He said their target was to use the situation to cause divisions among citizens, seek cheap popularity and, or present the country as ungovernable.

Afunanya, therefore, warned those involved to desist from such destabilising acts, and appealed to politicians to play by the rule.

He also appealed to them to avoid statements or activities capable of inflaming the fires of division and violence prior to 2023 elections.

Afunanya called on opinion leaders, including clerics and traditional rulers, to guard their utterances and avoid inciting pronouncements

The DSS spokesman said that all the inciting allegations by the Indigenous People of Biafra (IPOB) on the maltreatment of its leader, Nnamdi Kanu, in the DSS custody were not true.

“Kanu enjoys full luxury in the holding facility incomparable to any of its type anywhere in the country.

“He is accorded full rights and privileges and never denied his right of worship or freedom from his select religious practice.

“Adequate attention is paid to Kanu’s health. He has unhindered access to the best medical care and doctors. The story of Kanu being starved is fallacious.  He could not have been starved as he enjoys meals of his choice.

“That he is not allowed change of clothing is also false. He is regularly allowed change of clothing as against what is presented to the public by IPOB propagandists,” he said.

Breaking: UK to remove Nigeria from England’s ‘red list’ of travel restrictions

0

UK ministers will imminently sign off a decision on Tuesday to remove the 11 countries on England’s ‘red list’ of travel restrictions, in a sign that the government accepts the Omicron coronavirus variant can no longer be contained.

Officials told the Financial Times that the Covid operations cabinet committee, due to meet on Tuesday, will green light the decision to ease travel restrictions, which is expected to come into force from 4am on Wednesday.

The countries on the red list, which requires a mandatory ten day hotel quarantine, are Angola, Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia, Nigeria, South Africa, Zambia and Zimbabwe.

The decision will be welcomed by the travel and hospitality industries, who have argued that the red list system has severely restricted travel.

Those with knowledge of the discussions said that ministers had concluded it was “pointless” maintaining the red list that will restrict travel over the Christmas period while the new variant was spreading so rapidly. The decision was backed up by public health advice, officials said.

Sajid Javid, health secretary, has previously hinted that the red list no longer served a purpose. He told the House of Commons last week “if, as I think is likely, we see many more infections and this variant becomes the dominant variant, there will be less need to have any kind of travel restrictions at all.”

Although all countries will be removed from the red list, government insiders said that the system will be kept on standby and could be activated again in the future if required.
