Here are the list of organisation’s supporting terrorism in Nigeria

The National Security Adviser (NSA), Retired Major-General Babagana Monguno, has named three groups supporting terrorist organisations in the Sahel region.

He identified them as Jama’at Nasr al-Islam Wal Muslimin (JNIM), the Islamic and Muslim Support Group (GSIM), and Islamic State in Greater Sahara (ISGS).

Monguno made the disclosure on Tuesday in a speech delivered at the 14th Workshop of the League of Ulamas, Preachers and Imams of Sahel countries in Abuja.

“Terrorism and the rapid escalation of violent activities by militant Islamist groups in the Sahel since 2016 have been primarily driven by the Islamic State in Greater Sahara (ISGS), which mainly operates in Mali and extends to the Niger Republic and Burkina Faso,” he said.

“It is bolstered by activities of groups such as Jama’at Nasr al-Islam Wal Muslimin (JNIM), the Islamic and Muslim Support Group (GSIM), and ISGS, which have continued to pose an imminent threat to the stability of the region.

“In Nigeria, Boko-Haram and Islamic State in West Africa Province (ISWAP) dominate terrorist activities, especially in the North-Eastern part of the country.”

The situation in the Sahel, according to the NSA, has never been grimmer as extremist violence continues to spread with the number of Internally Displaced Persons (IDPS) rising and increasing rate of food insecurity.

For him, there is a need to reassess and reset foreign and regional government strategies towards the Sahel and set aside faulty assumptions.

Monguno asked the international community and its Sahelian partners to prioritise governance, cautiously pursue an expanded peace process through dialogue, and push for the adoption of more non-kinetic measures through affected communities.

He, however, stated that the possibility of ISWAP creating an established caliphate to rival Lake Chad Basin Commission (LCBC) countries has been checkmated by a series of concerted and reinvigorated efforts of the countries of the region.

According to the NSA, the adoption of both kinetic and non-kinetic approaches by LCBC countries to stem the conflict has yielded tremendous success.

He also described the adoption of propaganda videos by terrorist groups to project themselves as contending powers in the region as a mere attempt to garner support from sympathisers, as they struggle to maintain relevance.

“Thus, it is assessed that while the groups maintain the long-term strategic goal of creating a caliphate, the efforts of LCBC countries will continue to frustrate that goal,” Monguno avowed.

“In that regard, it is imperative that ulamas, preachers, and community leaders in your localities key in to support efforts of our security forces, in order to end this menace.

“Just as collaborations between governments are boosting the advance of security forces in the fight against terrorism, alliances and group efforts like LOPIS should be the backbone to rebuilding our terrorism-infested communities. There’s no gun more powerful than enlightenment and education at the grassroots level.”

Kim Kardashian has filed new court documents to expedite her divorce from Kanye West, describing their marriage as unsalvageable.

After filing to be declared legally single last week, new court documents filed by the star emphasized her desire to “bifurcate the issue of marital status from the remaining issues to be heard in this matter, and to terminate the parties’ marital status.”

The documents note that issues regarding their children, property matters and division of assets should be dealt with separately from their marital status, allowing the Kardashian to be legally single sooner.

While the court date for their divorce hearing is set for March 22, Kim Kardashian has, however, requested that the courts “grant an early and separate trial on the issue of the dissolution of the status of the marriage apart from other issues…rather than delaying the dissolution until all other property and custody issues are resolved.

“The parties’ marriage has irremediably broken down. [Kardashian] no longer desires to be married to [West],” the documents state, noting that, “There is no question that the marriage of the parties is no longer viable.”

Despite efforts by West to woo his now estranged wife, the documents reveal that the Kardashian has “no desire to reconcile.”

“Irreconcilable differences have led to the irremediable breakdown of the marriage, and there is no possibility of saving the marriage through counseling or other means,” the documents state. “The continued maintenance of technical marital status between [Kardashian] and [West] serves no useful purpose, and there is no reason to maintain the legal relationship.”

In her declaration in the documents, Kardashian says, “I have been attempting to settle our dissolution with [West] since I filed for divorce in February 2021. I have requested several times that [he] agree to bifurcate and terminate our marital status. [He] has not responded to my request.”

She concluded that both she and West “deserve the opportunity to build new lives.”

EFCC arraigns Fani-Kayode over forged medical report

The arraignment of a former Minister of Aviation, Femi Fani-Kayode for allegedly forging medical reports was on Tuesday stalled at an Ikeja Special Offences Court.

Embattled Fani-Kayode was to be arraigned by the Economic and Financial Crimes Commission (EFCC) over a 12-count charge of procuring execution of documents by false pretence.

Other charges include the use of false documents, fabricating evidence, use of fabricated evidence.

Counsel to Fani-Kayode, Mr Wale Balogun challenged the jurisdiction of the court to hear the criminal suit.

“We filed before your lordship an application bordering on your lordship’s jurisdiction to entertain an arraignment,” he said.

Balogun noted that the alleged offences occured in Abuja and a Lagos court does not have jurisdiction to hear the suit.

Opposing the submission, EFCC Counsel, Mr Rotimi Oyedepo said that the merely filing of an objection to a charge will not prevent a court from taking a plea.

“It is elementary that what triggers your lordship’s jurisdiction in a criminal proceeding is the taking of the plea so your lordship can now assume or decline jurisdiction.

“Section 393(2) of the Administration of Criminal Justice Act 2015 states that the defendant being tried on an information can raise an objection to a charge or information only after the plea has been taken,” he said.

Oyedepo urged the court to dismiss the defence’s application on the grounds that it is an attempt to frustrate the trial because the defendant was charged under the  Lagos laws and can only tried in Lagos.

Justice O.O Abike-Fadipe adjourned the case to Dec. 17 for ruling.

According to the EFCC, the former Aviation Minister through one Dr Ogieva Oziegbe procured fake medical reports on various occasions to avoid attending his trial at the Lagos Division of the Federal High Court.

“He procured the false medical reports on Jan. 31, 2018, May 30, 2019, Nov. 24, 2020, March 23, Oct. 11.

“The defendant falsely purported before a Federal High Court, Lagos in charge number FHC/L/251C/2016 that the reports were issued by either Kubwa General Hospital or the Federal Ministry of Health, Abuja, Federal Staff Hospital,” Oyedepo said.

The prosecutor said the offences violate Sections 88(1), 365(3), 366 and 369 of the Criminal Law of Lagos 2015. 

International Press Centre concerned over the consistent threats on Nigerian journalists

The International Press Centre (IPC) has expressed worries over the consistent threat on Nigerian journalists whose works have exposed wrongdoings in the country.

In a statement made available to newsmen on Tuesday, Melody Lawal, Programme Officer at the IPC, said the organisation was disturbed about the reported threat on the life of Vanguard reporter Ibrahim Hassan-Wuyo. In his report, Ibrahim told the story of a group clamoring for an Igbo Presidency in 2023.

According to Ibrahim, Shettima Yerima, leader of the Coalition of Northern Groups (CNG), claimed to have been “insulted ” by the publication. The Executive Director of IPC, Mr. Lanre Arogundade, called on the Nigerian government and the security agencies to ensure that Ibrahim is not harmed in anyway.

IPC also condemned the arrest and detention of ‘Fisayo Soyombo, Founder and Editor-in-Chief, Foundation for Investigative Journalism, after he had reported at Force Headquarters on Monday to answer questions relating to an FIJ story exposing high-level corruption in the Police.

Soyombo received an invitation from the Inspector-General of Police Monitoring Unit. He honoured the invitation, but what the police called an interview with the head of the Inspector General of Police (IGP) Monitoring Unit turned out to be an arrest and detention over the story titled ‘EXCLUSIVE: Egbunike, Head of Abba Kyari Probe Panel, Joined Others to Approve N1bn for Fake Police Camp Projects’.

“We will like to repeat that those who feel aggrieved over media reports should use appropriate means to seek redress and not resort to self-help,” read the statement.

“IPC believes the time has come to stop attacks on journalists in Nigeria, so that the country would stop being counted among dangerous zones for journalists to practice across the world.”

FG Proposes 5 years jail term for non-remittance of tax in Nigeria

Federal Government has proposed five-year imprisonment and/or N5 million fine on any staff convicted for failing to remit the gross taxes, levies, revenues or other monies raised or received into designated account without National Assembly’s approval.

The proposed sanctions were contained in the new Finance 2021 which was presented by President Muhammadu Buhari for legislative action.

Some of the proposed reforms in the new Finance bill, 2021, include 5 per cent capital gains tax imposed on shares’ disposal transactions where gains exceed N500 million in 12 calendar months; inclusion of gaming, lottery and gambling companies within corporate tax net; imposition of taxes on oil & gas companies’ dividends as well as midstream & downstream oil and gas companies, among others.

The proposed legislation also seeks to empower Federal Inland Revenue Service (FIRS) to collect Nigeria Police Trust Fund Levy; sanction non-compliant taxpayers refusing access to IT systems; sanction non-compliant banks that fail to deliver quarterly returns; investigate tax evasion and other crimes as well as streamline tax and levy collection from Nigerian companies in line with the present administration’s ease of doing business reforms.

The proposed legislation also seeks to clarify Qualifying Capital Expenditure (QCE) rules for small firms and pioneer companies; prevent double-dipping such that companies cannot deduct QCE to reduce their taxable profit (and tax payable) where the relevant QCE is used to generate tax-exempt income.

She also informed the lawmakers of the possibility of introducing new tariffs and levies in 2022 as the economy continues to recover.

Minister of Finance, Budget and National Planning, Dr Zainab Ahmed, stressed the need for Nigeria to diversify its revenues from oil to fund critical expenditures, disclosed that Federal Government’s retained revenue was N4.56 trillion (75 per cent of budget) as at September 2021; Federal share of oil revenues – N845 billion (56.3 per cent pro-rated performance); N1.31 trillion (117.3 per cent above budget) as the federal share of non-oil revenues; N616 billion and N274.4 billion (121 per cent and 153 per cent of pro-rata targets) of Companies Income Tax (CIT) and Value Added Tax (VAT) and N418 billion Customs collections for the period under review.

The Minister said that modest changes had been proposed but that more fiscal reforms were still in view as the ministry could not take all the proposals collected from stakeholders.

”Our aspiration is to do a midterm review with a possibility of another Finance Bill in mid-year 2022 to bring in more amendments,” she said

The Minister said that there are ongoing legal cases in court against the Federal Government on VAT and Stamp Duties which was why the ministry stayed off those areas.

She, however, expressed hope that by mid-2022, the cases might have been dispensed with and then reforms in those areas could be proposed for parliament to consider.

Ahmed said that there might be a need to revisit the antiquated Stamp Duties and Capital Gains Tax for holistic reform by the parliament.

“We prepared this draft bill along with five reform areas, the first domestic revenue mobilisation, the second is tax administration and legislative drafting, third is International taxation, fourth is financial sector reforms and tax equity and fifth is improving public financial management reform.

“The provision in the draft bill is proposing to amend the Capital Gains Tax Act, Company Income Tax, FIRS Establishment Act, Personal Income Tax, Stamp Duties Act and Tertiary Education Act, Value Added Tax, Insurance Police Trust Fund and the Fiscal Responsibility Act.

“This is to amend the Police Trust Fund Act and the Nigerian Trust Fund Acts, the purpose is to empower the FIRS to collect the Nigerian Trust Fund levies on companies on behalf of the fund itself.

“Currently, because there is no such provision, the FIRS is unable to start collecting on behalf of the fund. Also, it is to streamline the tax and the levy collection from the Nigerian companies in line with Mr President’s administration ease of doing business policy.

4. NNPC to halt rising cooking gas price, increases supply [Punch Newspaper]

The Group Managing Director of the Nigerian National Petroleum Company Limited, Mele Kyari, on Monday announced that NNPC was currently increasing the supply of Liquefied Petroleum Gas, popularly called cooking gas, in a bid to force down its price.

Kyari, who announced this at the inauguration of a 120-metric tonnes LPG storage and bottling plant by Emadeb Energy Services Limited in Abuja, however, explained that the hike in cooking gas price was an international issue.

The cost of LPG has been rising since this year, jumping by more than 240 per cent between January and October 2021, a development that has forced many LPG users to shift to charcoal or firewood.

Court declares that all marriages conducted at Ikoyi registry Illegal

A Federal High Court in Lagos has ordered the closure of Federal Marriage Registry, Ministry of the Interior, Ikoyi, Lagos while declaring illegal and invalid all marriages conducted by the registry.

Delivering the judgement, the presiding judge, Justice D.E. Osiagor held that only the local government marriage registries were empowered to do such by the provisions of the 1999 Constitution (as amended).

According to a report by ThisDay, the judge submitted that the conduct of marriages and issuance of certificates were statutorily the job of the local governments as provided by the law.

The judge added that the acts of the federal government through the Ministry of Interior, operating marriage registries was beyond their powers and held that all marriages conducted by federal marriage registries or through their agents were illegal and invalid.

Gunmen attack Plateau community, kill 9, injure 4

The Police Command in Plateau, has said that gunmen have killed nine persons and injured four others in an attack on Pinau community in Wase Local Government Area of the state.

ASP Ubah Ogaba, the Police Public Relations Officer (PPRO) of the command said in a statement on Monday in Jos that the incident occurred on Sunday evening.

He, however, said security agencies who quickly mobilised to the scene had arrested eight suspects and recovered 12 motorcycles.

“Yesterday, at about 4:30 p.m., we received a distress call that yet to be identified gunmen invaded Pinau Village in Wase local government area.

“Unfortunately, they killed nine persons while four persons are injured.

“Upon receipt of the information, a combined team of Policemen, men of Operation Safe Haven (OPSH) and other security agencies were mobilised and swiftly moved to the scene.

“Eight suspects were arrested and 12 motorcycles recovered from the scene,” he said.

The PPRO said effort was on to arrest other fleeing members of gang.

Ogaba said that security has been beefed up in the area to prevent escalation of violence and break down of law and order.

NUC names UI best university, FUTA 2nd in its 2021 ranking

The National Universities Commission (NUC) has ranked the University of Ibadan, UI, as first and Federal University of Technology Akure (FUTA), as second in its latest 2021 ranking released on Monday.

NUC used 12 criteria to rank 113 universities across Nigeria.

Prof. Peter Okebukola, former Executive Secretary of NUC, who heads the ranking committee set up by NUC, stated this at a two-day capacity building workshop organised by the Tertiary Education Trust Fund(TETFund) on Monday in Abuja.

The Pro-chancellor and governing council chairman of the National Open University (NOUN) was one of the lead presenters at the workshop

He said that UI met the criteria for the year’s ranking, adding that the ranking was carried out using twelve indicators involving 113 universities across Nigeria.

The don explained that the institutions were ranked based on total number of full-time students, number of international students, students and staff ratio, efficiency, google scholar index and contribution to knowledge economy.

Other criteria according to him are percentage of international staff, percentage of programmes with full time accreditation, all citation per capital, among others.

He said the full report on the ranking would be made available to NUC and uploaded on its
Website.

“For this 2021 edition, based on the 12 indicators that we have developed, University of Ibadan is the first followed by Federal University of Technology Akure.

“Next year we will look at the indicators that we used this year and see whether there are things to add or drop.

“So it is going to be an annual thing.

“The full report of the ranking which covers the best university in each region of the country with details of every statistics will be released soonest,” he said.

Wike sacks Health Commissioner for allegedly hosting MDCN without approval

Gov. Nyesom Wike of Rivers, on Monday, sacked the Commissioner for Health, Prof. Princewill Chike, for allegedly hosting preliminary session of Medical and Dental Council of Nigeria (MDCN) without approval.

Wike announced the commissioner’s sack when the MDCN Chairman, Prof. Abba Hassan, paid him a courtesy visit at the Government House, Port Harcourt.

The governor described the unilateral decision of the commissioner to host MDCN without the consent of the state government as ‘most embarrassing’.

He said that the state government did not request to host the preliminary session of the council.

Wike stressed that the commissioner erred by unilaterally scheduling hosting of MDCN for the same time government was inaugurating and flagging off of projects.

“Frankly speaking, I have never seen an embarrassment like this in my life. Everybody knows that it is not my nature to bring people and not attend to them. So, whoever has done this must suffer for it,” he said.

Wike, however, said that MDCN’s request for the establishment of tertiary hospital in each of their senatorial districts would not be realisable due to paucity of funds.

“You have talked about siting tertiary hospital in each of the senatorial districts; this is not possible.

”That is why in Nigeria we have a problem. When you go for your budget, you put all kinds of projects. You know it cannot work. Where will you get the money to site the hospital in each of the senatorial districts?” he queried.

The governor said in order to improve citizens’ access to quality healthcare service delivery, his administration had embarked on construction of some zonal hospitals in Bori, Degema, Etche, Ahoada and Omoku.

He further said his government had also invested huge amount of resources on promotion of medical education in the state.

”This is particularly with the establishment of Rivers State University College of Medical Sciences and the annual award of scholarship to 130 indigenes studying medicine at PAMO University of Medical Sciences,” he said.

The governor called for reduction of the money accruing to the Federal Government from the Federation Account to enable states to have more resources to drive their developments.

Earlier, Hassan said that they were in the state for the 9th preliminary session of the council and commended Wike for his positive attitude toward healthcare and medical delivery services in the state.

He was particular about the huge investment in Rivers State University College of Medical Science and the construction of the world-class Peter Odili Cancer and Cardiovascular Disease Diagnostic and Treatment Centre.

The MDCN chairman urged governors to consider investing in tertiary hospitals in each of the senatorial districts to increase the number of hospitals available for the training of house officers and check medical tourism.

Total salary of a Senator is N1.5m, Reps member N1.3m — Lawan

The Nigerian Senate President, Ahmed Lawan, has disclosed that the total salary of a senator is about 1.5 million naira and 1.3 million naira for a member House of Representatives.

According to him, the average office running cost for a senator and a member House of Representatives is N13 million and N8 million, respectively.

Lawan said this at the Distinguished Parliamentarians Lecture in Abuja on Monday.

He spoke at a lecture he tagged, “The Legislature, Legislative Mandate and The People- The Reality and The Public Perception,” organised by the National Institute for Legislative and Democratic Studies (NILDS).

He pointed out that the budget of the National Assembly since 1999 has never gone above N150 billion, which accounts for about 3% of the annual budget.

On the issue of constituency projects and zonal intervention projects, he stated that the system allows legislators to nominate projects for implementation in their constituencies but they do not implement them.

“In line with their legislative mandate, they exercise oversight over the process. Corruption in Nigeria is a complex issue.

“Though corruption in any arm of government is not acceptable and must be condemned, to, however, single out one arm of government without any hard evidence is to undermine the authority of that institution.

“The purchase of operational vehicles for members of the National Assembly has received extensive media attention,” Sen Lawan noted.

He established that if civil servants from rank of assistant director and above are entitled to official vehicles and some ministers have a convoy of cars, he doesn’t see why the allocation of a Toyota Camry and a Land Cruiser to members would be such a hideous proposition.

He further stated that the major factor that contributed to the negative perception of the legislature was political apathy, arising the school of thought that politics is a ‘dirty game’ and politicians are ‘dirty.’

He concluded by promising that the 9th Assembly would continue to improve public perception on the legislature, stating that they’re not a “rubber stamp” Assembly but they only provide a safe atmosphere for national development through cooperative and collaborative efforts with the executive.
