Man arrested with bundles of fake naira notes in Enugu

The Enugu State Police Command has arrested one Chukwuebuka Igwebuike for allegedly defrauding unsuspecting traders with fake naira notes in the Afor Market area of the Garki Awkunanaw area of the state.

The Command’s Public Relations Officer, Daniel Ndukwe, disclosed this in a statement on Friday.

Ndukwe noted that Igwebuike allegedly piled up fake naira notes to the tune of N362,000, which he often used to purchase goods worth lower denominations from traders and, in return, get the balance from them without the traders suspecting his antics.

However, the suspect was caught following a tip-off received by the operatives in the Awkunanaw division, who immediately swung into action and arrested the suspect.

The statement read, “Police operatives serving in Awkunanaw Division of the Enugu State Command, acting on a tip off, on 19/12/2023 at about 6 p.m., arrested a male suspect, one Chukwuebuka Igwebuike aged 37, at Afor Market, Garki Awkunanaw, Enugu, and recovered from him suspected counterfeit N1,000 notes, totalling N362,000.”

The spokesperson disclosed further that the suspect has confessed to committing the crime and will be arraigned in court as soon as the investigation is concluded.

“Preliminary investigation proves that the suspect confessed to the crime, stating that he used the fake one thousand Naira notes to buy items of small prices and get change for genuine smaller denominations. He shall be arraigned in court and prosecuted accordingly once ongoing investigations are concluded.

“Consequently, the Commissioner of Police, CP Kanayo Uzuegbu, has urged citizens of the State and the public to be vigilant and wary of whom they receive and exchange all the denominations of mint Nigerian Naira with, especially this yuletide.

“Hence, he encourages the citizenry to quickly report anyone in possession of, or transacting in counterfeit Nigerian Naira notes, to the nearest Police Station for necessary policing actions,” Ndukwe concluded.

CBN lifts ban on cryptocurrency transactions, issues new guideline

The Central Bank of Nigeria (CBN) has changed its stance on crypto assets in the country and asked banks to disregard its earlier ban on related transactions.

This was indicated in its circular dated December 22, 2023, with reference number FPR/DIR/PUB/CIR/002/003, and signed by the apex bank’s Director, Financial Policy and Regulation Department, Haruna Mustafa.

The circular is titled ‘Circular to all Banks and other Financial Institutions Guidelines on Operations of Bank Accounts for Virtual Assets Service Providers (VASPS).’

The apex bank stated that current trends globally have shown the need for crypto regulation.

It said, “The CBN, in February 2021  issued a circular restricting banks and other financial institutions from operating accounts for cryptocurrency service providers in view of the money laundering and terrorism financing (ML/TF) risks and vulnerabilities inherent in their operations as well as the absence of regulations and consumer protection measures.

“However, current trends globally have shown that there is a need to regulate the activities of virtual assets service providers (VASPs) which include cryptocurrencies and crypto assets. Following this development, the Financial Action Task Force (FATF) in 2018 also updated its Recommendation 15 to require VASPS to be regulated to prevent misuse of virtual assets for ML/TF/PF.

“Furthermore, Section 30 of the Money Laundering (Prevention and Prohibition) Act, 2022 recognises VASPs as part of the definition of a financial institution.

“In addition, the Securities and Exchange Commission in May 2022 issued Rules on Issuance, Offering and Custody of Digital Assets and VASPs to provide a regulatory framework for their operations in Nigeria.

“In view of the foregoing, the CBN hereby issues this guideline to provide guidance to financial institutions under its regulatory purview in respect of their banking relationship with VASPs in Nigeria. “

The apex bank noted that this new guideline supersedes its old ones referenced FPR/DIR/GEN/CIR/06/010 of January 12, 2017, and BSD/DIR/PUB/LAB/014/001 of February 5, 2021 on the subject.

It also affirmed that banks and other financial institutions are still prohibited from holding, trading and/or transacting in virtual currencies on their own account.

It added all banks and other financial institutions are required to immediately comply with its new guideline.

In its circular with reference number BSD/DIR/PUB/LAB/014/001, dated February 5, 2021, the apex bank reminded banks that dealing in crypto currencies or facilitating payments for cryptocurrency exchanges was prohibited.

At the time, it asked banks to identify persons or entities transacting in or operating crypto currency exchanges within their systems and ensure that their accounts were closed.

How Buhari’s nephew, not ex-President approved Naira redesign — CBN investigator

The Special Investigator on the Central Bank of Nigeria and Related Entities, Jim Obazee, has indicated that former President Muhammadu Buhari didn’t expressly approve the recent naira redesign.

This was contained in the investigator’s final report tagged, ‘Report of the Special Investigation on CBN and Related Entities (Chargeable Offences’) submitted to President Bola Tinubu on Wednesday.

Obazee had gathered that the naira redesign approval came from Buhari’s aide, Sabiu Tunde ‘Yusuf’.

Sabiu is the former President’s nephew.

Recall that Obazee, a former Executive Secretary of the Financial Reporting Council of Nigeria, was named by Tinubu as the CBN special investigator in a letter dated July 28, 2023.

The report revealed that it was the embattled former CBN governor, Godwin Emefiele, who, in collaboration with Sabiu, implemented the naira redesign.

Emefiele is currently in Kuje Custodial Centre and being prosecuted for N1.2bn in procurement fraud.

He has not been able to perfect the N300m bail granted him by the High Court of the Federal Capital Territory on November 22, 2023.

However, a report by The Punch on Thursday indicated that the former apex bank governor might face fresh criminal charges over the handling of the CBN naira redesign policy.

Emefiele could be “prosecuted for illegal issuance of currency under Section 19 of the CBN Act alongside Tunde Sabiu and the 12 top directors of the CBN.”

It was gathered that the naira redesign policy was sold to Buhari at the instance of Sabiu and that the initiative was done without the approval of the board of the CBN.

The investigator found that Buhari didn’t approve of the naira redesign. It was Tunde Sabiu who first told Emefiele in September 2022 to consider the redesign of the naira.

“On October 6, 2022, Emefiele wrote to Buhari that he wanted to redesign and reconfigure the N1000, N500, and N200 notes.

“The former president tagged along but did not approve the redesign as required by law. Buhari merely approved that the currency be printed in Nigeria. The redesign was only mentioned to the board of the CBN on December 15, 2022, after Emefiele had awarded the contract to Nigerian Security Printing and Minting Plc on October 31, 2022,’’ the documents noted.

Emefiele was said to have contracted the redesign of the naira to De La Rue of the UK for £205,000 under the vote of the head of the Currency Operations Department after Nigerian Security Printing and Minting Plc said it could not deliver the contract within a short timeframe.

It further showed that “the special investigator found that N61.5bn was earmarked for the printing of the new notes, out of which N31.79bn had been paid.

“As of August 9, 2023, findings revealed that N769bn of the new notes were in circulation.

“The probe of the CBN also revealed the fraudulent use of N26.627tn Ways and Means of the Apex Bank as well as the misuse of the COVID-19 intervention fund.

“For instance, the CBN under Emefiele at its 661st meeting held on October 27, 2020, approved that the Consolidated Revenue Fund Account should be debited with the sum of N124.860bn, and the decision was implemented on October 9.

“Similarly, the Committee of Governors, at its 670th meeting held on December 9, 2020, granted ‘anticipatory approval’ pending receipt of a formal request by Mr President and ratification by the board of directors for the payment of the sum of N250bn only to the Federal Government of Nigeria to address challenges as a result of low revenue inflow and the payment of salaries.

“The decision was implemented on December 15, 2020.”

Hoard cash and face sanctions — CBN warns Banks, PoS operators

The Central Bank of Nigeria (CBN) has warned Deposit Money Banks (DMBs) and Point of Sale (PoS) operators to stop disrupting the seamless distribution of Naira notes.

According to a statement by CBN’s Acting Director, Corporate Communications, Mrs Hakama Sidi-Ali, failure to comply with the warning will attract severe sanctions.

Sidi-Ali said that the apex bank was currently investigating reported cases of collusion by DMBs and the PoS operators, which were capable of undermining the smooth running of the economy.

“The attention of the CBN has been drawn to alleged cases of collusion between some DMBs and PoS operators affecting the availability of cash and disrupting the seamless circulation of the Naira.

“The CBN frowns at such inappropriate actions by certain individuals and is investigating the reported cases capable of undermining the smooth running of the economy.

“The CBN has, therefore, warned banks and PoS operators to desist from such activities as relevant sanctions shall be meted out to those found wanting,” she said.

She encouraged members of the public to make alternative payment channels, and to report cases of unauthorised activities like hoarding and capping by DMBs, PoS operators to the nearest CBN branch.

The News Agency of Nigeria (NAN) reports that there have been complaints by some bank customers on scarcity of Naira notes at the counters, Automated Teller Machines (ATMs), PoS, and Bureaux de Change (BDCs).

Some officials of DMBs also claimed that the DMBs were not getting adequate supply of cash from the CBN.

But, in an earlier statement, the apex bank assured that there was no shortage of Naira notes, as there was adequate supply of the currency in the economy.

The apex bank had explained that the seeming currency scarcity was occasioned by large volume withdrawals of cash from various CBN branches by DMBs.

It said that panic withdrawals by bank customers was also partly responsible for the seeming scarcity.

‘We gain nothing by remaining’: Angola announces exit from OPEC

Angola said it would leave OPEC in a blow to the Saudi-led oil producer group that has sought in recent months to rally support for further output cuts to prop up oil prices.

Angola’s Oil Minister Diamantino Azevedo said the Organization of the Petroleum Exporting Countries no longer served the country’s interests.

It joins other mid-sized producers Ecuador and Qatar that have left OPEC in the past decade.

“We feel that … Angola currently gains nothing by remaining in the organisation and, in defense of its interests, decided to leave,” Azevedo was quoted as saying in a presidency statement.

International oil prices dropped by as much as 2.4 per cent on Thursday as analysts said the departure raised questions about the unity of OPEC and OPEC+, the wider group that includes Russia and other OPEC allies.

OPEC+ implemented a new round of oil output cuts in January to try to strengthen the market.

Gino Tomato Mix no longer in circulation, says NAFDAC

The National Agency for Food and Drug Administration and Control (NAFDAC) has declared that Gino Tomato Mix is no longer in circulation due to the Federal Government’s pronouncement of prohibition of importation on certain products.

This is contained in a statement signed by its Director-General, Professor Mojisola Adeyeye, and made available to newsmen in Abuja on Thursday.

The agency, while clearing the air about the registration status of some products circulating in public, stated that it became necessary following reports claiming that the agency was “watching while the manufacturers of those products flaunt expired licences”.

“While Gino Tomato Mix has since ceased to be in circulation due to the Federal Government pronouncement of prohibition of importation on certain products, Cway Ultra Drinking Water is no longer in circulation.

Adeyeye said that the Director, Food Registration and Regulatory Affairs of the agency investigated the erroneous claims and discovered that the registration status of all the four products mentioned in “the mischievous write-up” were valid.

“For the avoidance of doubt, Cway Drinking Water, Eva Premium Table Water, Peak Full Cream Instant Milk Powder, and Golden Penny Pasta Spaghetti all have valid registration.

“Cway Drinking Water (Oct. 28, 2021 – Oct. 27, 2026); Eva Premium Table Water (Feb. 27, 2022 – Feb. 26, 2025); Peak Full Cream Instant Milk Powder (June 5, 2020 – June 4, 2025); and Golden Penny Pasta Spaghetti (Nov. 30 2023 – Nov. 29 2028) are all validly registered products.

“The publication also mentioned Gino Magic Seasoning Tomato Mix and Cway Ultra Drinking Water.

“While Gino Tomato Mix has since ceased to be in circulation due to the Federal Government pronouncement of prohibition of importation on certain products, Cway Ultra Drinking Water is no longer in circulation.

“The agency urges the consuming public to avail themselves of the opportunity provided by NAFDAC Registered Products Automated Database (NAPPAD) to check for products regulated by the agency and their registration status.

“In addition, the public and stakeholders can always contact the agency for further information on any product validity as the search system is not the final verdict due to possible back log of approvals yet to be uploaded,” Adeyeye said. 

Senate passes bill extending implementation of 2023 budget to March

The Senate on Thursday passed an amendment bill, seeking to extend implementation of the  2023 Appropriation and Supplementary Budget from December 3, to March 31, 2024.

The passing of the bill followed the suspension of Senate rule 78 sub (1) to allow for the first and second reading of the bill at plenary.

The bill which was consolidated into one and titled “A Bill for an Act to Amend the 2023 Supplementary Appropriation Act in order to extend the implementation year from  December 31,  to March, 31 2024” was sponsored by the senate Leader, Bamidele, Opeyemi.(APC -Ekit).

Earlier, before an accelerated passage of the bill, Opeyemi in his lead debate said the bill sought to extend the implementation of the 2023 Appropriation and Supplementary Acts from December 31, to March 31, 2024.

He said the extension was to give all Ministries, Departments and Agencies (MDAs) that received allocation in the 2023 supplementary budget more time to execute the proposed projects.

He said the execution of the projects was needed to reflate the economy.

He said the 2023 appropriation and supplementary budget recently passed by the National Assembly and recent 2023 capital releases to MDAs were unlikely to be utilised before Dec. 31, due to late releases of the fund.

According to him, the funds if not utilised will lapse, if the capital implementation was not extended beyond  Dec .31.

“In view of the critical importance of some key projects nearing completion, it is expedient to grant extension of the expiration clause to avoid compounding the problem of abandoned projects given that some of the projects were not provided for in the 2024 Budget .

“Hence the need to extend the implementation year from Dec.31, to March, 31 2024,” he said.

“I , therefore urge my colleagues to give their full support to the bill to allow full utilisation of the capital releases in order to help reflate the economy.

Police dismiss two officers for soliciting money from Dutch tourist in Oyo

The Police Command in Oyo State, on Thursday, dismissed two Special constabularies over allegations of extortion.

The dismissed constabularies are Kareem Fatai and Jimoh Lukman.

Briefing newsmen at the Command’s Headquarters, Eleyele, Ibadan, the Commissioner of Police (CP), Adebola Hamzat, said the constabularies were captured in a viral video soliciting for money from a tourist from the Netherlands, Ms Noraly Schoenmaker.

Hamzat said that the incident happened on October 23 along Moniya-Iseyin road.

He said that the dismissed constabularies deliberately defied numerous orders and directives against professional misconduct, extortion, incivilities to members of the public, and corruption.

“We have always been warning you against extortion. We have been warning you that this administration has zero tolerance for corruption.

“That is the stand of the Inspector General of Police and my stand as the Commissioner of Police in Oyo State.

“You are very aware that we don’t condone corruption and don’t want the Command to be given a bad name,” he said.

Hamzat said the incident of extortion by the constabularies was captured on live streaming and was televised worldwide.

The CP said that the incident had brought international disgrace to the Nigeria Police Force (NPF).

“I want to tell you that the NPF have served in many parts of the world and have not been found wanting of extortion and corruption allegations,” he said.

The CP warned others officers to be satisfied with what they earn as salaries and not tarnish the image of the force by extorting money from motorists.

“I wish to inform the residents of Oyo State and by extension the public that Special Constabularies Kareem Fatai and Jimoh Lukmon have been dismissed in furtherance of the completion of their orderly room trials.

“This action is to serve as deterrence to other officers with a similar disposition,” Hamzat said.

Senate confirms 11 Supreme Court Justices [Full List]

The Senate has confirmed the appointment of 11 Supreme Court Justices nominated by President Bola Tinubu to fill the vacancies on the apex court bench.

This followed the adoption of the report of Senate Committee on Judiciary, Human Rights and legal Matters at the Committee of the Whole on Thursday.
Presenting the report, Sen.Mohammed Monguno, the Chairman of the Committee, said the request for confirmation of the nominees was in pursuant to section 231(2) of the 1999 Constitution of the Federal Republic of Nigeria (as amended).

He said the committee at the screening received their curriculum vitae and other documents on their suitability for appointment as Supreme Court Justices.

“The nominees individually demonstrated knowledge and grasp on questions asked by members of the committee,” he said.
Monguno said there was no criminal record or petition against the nominees, saying that they all possed the requisite experience and competency to function as Supreme Court Justices.

Sen.Binos Yaroe (PDP-Adamawa),who seconded the motion for adoption of the report said the nominees were all eminently qualified for appointment as Supreme Court Justices.

He said all the nominees emanated from the Appeal Courts, urging that efforts should be made in the near future to nominate law scholars who were suitable from the academia.

Former President of Senate, Ahmad Lawan (APC-Yobe) and former Senate Chief Whip, Sen.Orji Uzor-Kalu(APC-Abia) commended President Bola Tinubu for the nomination.

They called for improved funding of the judiciary saying that improved funding would ensure speedy dispensation of justice.

“Let us give them more resources,”Lawan said.

President of Senate, Godswill Akpabio said allocation of more resources for the judiciary would improve modern ways of justice dispensation, while also commending Tinubu for accommodating all zones in the nomination.

He congratulated the justices and prayed that God grant them wisdom and strength of character to carry out justice in Nigeria.

We reduced borrowers’ harassment from digital money lenders by 80% — FCCPC

The Federal Competition and Consumer Protection Commission (FCCPC), says it has degraded and reduced the harassment and defamatory messages sent by digital money lenders to their customers by 80 per cent.

Babatunde Irukera, the Executive Vice Chairman of FCCPC, said this at a strategic media engagement organised by the Commission in Abuja on Thursday.

Irukera said the desire and aspiration of the Commission was to eliminate the defamatory messages, intrusion on people’s privacy and achieve more ethical lending.

He said that it was more easier to proscribe digital money lending but traditional lending would not plunge the gap covered by digital lending.

Irukera said that although there were still pockets of violators, the Commission would not relent in sanitising the space.

According to him, as a regulator, ours is to understand their course and balance it against their desires.

”Some of the lenders used to tell us that when we call a borrower now, they send us your photograph and a statement by FCCPC but that is not right.

”But I tell them, tell your problems to God, my mandate is to protect consumers but I understand that we also have a mandate in protecting consumers to preserve business.

”If we allow businesses to die, it is a failed approach to consumer protection.

”Nigeria is struggling with digital lending.This is a struggle that is not isolated to us alone.

”India, Kenya, Brazil, Ghana, Uganda are still struggling in digital lending. Some of these countries are taking lessons from what we have done,” he said.

On the scorecard of the Commission, Irukera said there was still much to be done to ensure a balanced market to the protection of citizens.

”The road ahead is far more so, we will keep doubling our efforts.”
