In Lagos, Governor Sanwo-Olu orders fresh process for the selection of LASU Vice-Chancellor

Governor Babajide Sanwo-Olu of Lagos State has approved the immediate dissolution of the Lagos State University Governing Council under the leadership of Adebayo Ninalowo.

In a statement on Friday, Gbenga Omotoso, Commissioner of Information, said the council was dissolved over flagrant violations of the extant laws and regulations guiding the appointment of a Vice-Chancellor.

The governor also ordered a fresh process for the emergence of the 9th Substantive Vice-Chancellor of the institution.

“The Governor of Lagos State and the Visitor to the Lagos State University (LASU), Mr. Babajide Olusola Sanwo-Olu, after consideration of the report of the Special Visitation Panel on the appointment of the 9th Vice-Chancellor and by the powers conferred on him by the Lagos State University Law, Cap L69 volume 7, Laws of Lagos State, 2015 (as amended), hereby adopts the recommendations and directs as follows:

“The immediate dissolution of the Lagos State University Governing Council and the removal of the Pro-Chancellor and Chairman of Council for flagrant violations of the extant laws and regulations of the University guiding the appointment of a Vice-Chancellor.

“Cancellation of the second failed exercise to appoint the 9th Substantive Vice-Chancellor as a result of the flagrant contravention of extant laws, breach of due process, failure and total disregard to follow its own laid down criteria guiding the process for the appointment of a 9th Vice-Chancellor as publicly advertised,” read the statement by Omotoso.

The governor also directed the Registrar of the institution and the secretary to proceed on compulsory leave.

He said in due course, a new Governing Council will be constituted, adding that the reconstituted Council shall conduct a new process for the appointment of the 9th Vice-Chancellor.

“Members of the Joint Council and the Senate Committee who participated in the two failed exercises of 2020 and 2021 to appoint a 9th Vice-Chancellor are exempted from further participation in the new exercise for the appointment of the Vice-Chancellor. The Acting Vice-Chancellor and Management of the University are hereby directed to elect new council members from the Senate.”

“The Registrar and Secretary to Council is to proceed on leave with immediate effect till the end of the process for the appointment of the Vice-Chancellor, having failed to advise the Joint Council and Senate Committee against taking wrong decisions, which were against the provision of the law during the two failed exercises of 2020 and 2021. An Acting Registrar will superintend over the new exercise. The Acting Vice-Chancellor is to forward to the Governor/Visitor through the Surrogate Council (Special Adviser on Education) the list of all the Deputy Registrars of Lagos State University for the purpose of appointing an Acting Registrar for the University.”

Following the crisis which rocked the institution over the appointment of a new VC, the governor had set up a visitation panel which he gave the mandate to recommend workable solutions.

The panel was headed by Prof Bamitale Omole, former Vice-Chancellor of Obafemi Awolowo University, Ile Ife.

Residents of Maiduguri rejoice over the reported demise of Abubakar Shekau

Some residents of Maiduguri, Borno have expressed delight over media reports on the alleged death of a Boko Haram Leader, Abubakar Shekau.

A cross-section of residents, who spoke to the News Agency of Nigeria (NAN) on Friday, said that they were excited with the news and prayed it was true.

“I am happy like others in Borno about this news and pray it’s real.

“I also pray that the development will serve as a major breakthrough that will facilitate the end of this crisis,’’ a member of the Civilian Joint Task Force (CJTF), who simply identified himself as Lawan, said.

A student, Sadiq Ibrahim, said the news signified that something positive was about to happen for the people who had been praying for an end to the insurgency.

“We have been praying over the years and even observed special prayers during the just-concluded Ramadan for divine intervention and it seems God has answered our prayers,’’ Ibrahim said.

Bala Musa, a driver said that the news was a big relief to the public who yearned for an end to the insurgency.

“People are happy about this development and we hope it’s true.

“If you observed, wherever you see a group of excited people discussing when the news broke out, the issue of discussion by such groups is Shekau’s death.

“We hope our security forces will seize this opportunity of the conflict among the insurgents, to further degrade them,’’ Musa said. 

Just In: Petrol stays at N162 to165 – Minister assures

The Ministry of Petroleum Resources has confirmed that there would be no increase in the price of Premium Motor Spirit (PMS) popularly referred to as petrol.

The Ministry on Friday published this in a statement issued and signed by the Minister of State for Petroleum, Timipre Sylva as a reaction to reports of an impending price increase of petrol.

“Once again, it has become necessary to assure Nigerians that despite the huge burden of under-recovery, the Federal Government is not in a hurry to increase the price of Premium Motor Spirit (petrol) to reflect current market realities,” Mr Syvla said in the statement meant to calm the anxiety following the reports.

“The current price of petrol will be retained till the end of June until the ongoing engagement with the organised labour is concluded.

“This clarification becomes necessary in light of recent reports regarding the resolutions of the Nigeria Governors Forum to increase the pump price of petrol.”

He further urged Nigerians to avoid panic buying or hoarding the petrol they have because the Nigerian National Petroleum Corporation (NNPC) will continue to make petrol available.

He continued, “In this regard, I will like to strongly urge petroleum products marketers not to engage in any activities that could jeopardize the seamless supply and distribution system in place while calling on members of the public to avoid panic buying because of the Nigerian National Petroleum Corporation (NNPC) has enough stock of petroleum products to keep the nation wet.”

Governors on Wednesday night recommended the immediate removal of petrol subsidy and proposed an over 130 per cent pump price increase, from N162 per litre to between N380 and N408.5.

The decision by the cash-starved governors was also due to the NNPC last month’s declaration that it had no funds to contribute to the Federation Accounts Allocation Committee (FAAC) in May, given a huge subsidy (about N120 billion), which is being paid monthly to keep petrol price at N162 per litre.

Gunmen abduct two Catholic priests in Katsina

Terrorists on Thursday attacked a Catholic church in Katsina, St. Vincent Ferrer Malunfashi, and abducted two priests – Katsina is also the home state of Nigeria’s President, Muhammadu Buhari.

The corpse of one of the priests was however found behind the Church premises on Friday morning while one is still missing according the Catholic Church.

The incident was disclosed in a statement by the Communications Director, Diocese of Sokoto, Fr Chris Omotosho.

According to the statement, late night Thursday, “one of our parishes – St. Vincent Ferrer Catholic Church Malunfashi, Katsina state – was attacked by unknown gunmen.

The statement reads in parts, “2 priests were kidnapped – Frs Joe Keke and Alphonsus Bello. Fr Joe Keke the former parish priest, now in residence is in his late 70s. Fr Alphonsus Bello (parish priest) is in his 30s”.

“This morning the body of Fr Alphonsus was found (lifeless) in the farmland behind the Catechetical Training School, Malunfashi. The whereabouts of Fr. Joe Keke is still unknown. No contact has been made thus far.”

In 2020, more than 300 school boys were abducted after gunmen raided the all-boys Government Science Secondary School in Katsina’s Kankara village and marched nearly 350 of them into the nearby Rugu forest. The Boko Haram armed group claimed responsibility for the abduction.

Criminal gangs operating in northwest Nigeria have killed more than 1,100 people in the first half of 2020 alone, according to rights group Amnesty International.

In the northeast, Boko Haram and its offshoot, Islamic State in West Africa Province (ISWAP), have waged a 10-year rebellion estimated to have displaced about two million people and killed more than 30,000.

US State Department has said ISWAP will not get the $7 million bounty it placed on Abubakar Shekau

The US State Department Thursday said the Islamic State in West Africa Province will not get the $7 million bounty it placed on Abubakar Shekau, leader of the Boko Haram sect – the statement issued follows multiple reports from local media that Shekau has been killed.

Nigeria’s military is investigating reports that the leader of militant Islamist group Boko Haram may have been killed or seriously injured following clashes with rival jihadists, an army spokesman said on Friday.

Abubakar Shekau has been the figurehead of an Islamist insurgency that has since 2009 killed more than 30,000 people, forced around 2 million people to flee their homes and spawned one of the world’s worst humanitarian crises.

On June 21, 2012, the U.S. Department of State designated Shekau a Specially Designated Global Terrorist under Executive Order 13224 – One year later, a $7 million bounty was placed on him.

Responding to reports on the death of the terrorist leader, the State Department said the bounty is not meant for a group under ISIS.

“News reports today indicate that Boko Haram terrorist Abubakar Shekau blew himself up in a confrontation with ISIS affiliates. Hey, ISIS guys. To clarify: no – you are not eligible for the reward for information on his identity or location. That’s not how the program works,” the US State Department for justice tweeted.

A Nigerian Army spokesman, Mohammed Yerima, said the military were investigating.

“It’s a rumour. We are investigating it. We can only say something if we confirm it,” said the spokesman.

Shekau was said to have been killed on several occasions over the last 12 years, including in announcements by the military, only to later appear in a video post.

ISWAP was previously part of Shekau’s militant Islamist group before its split five years ago, pledging allegiance to Islamic State. The schism was due to religious ideological disagreements over the killing of civilians by Boko Haram, to which ISWAP objected.

“Abubakar Shekau is the leader of Jama’atu Ahl as-Sunnah il-Da’awati wal-Jihad, more commonly known as Boko Haram. Boko Haram, which means “Western education is forbidden,” is a Nigeria-based terrorist organization that seeks to overthrow the current Nigerian government and replace it with a regime based on Islamic law. The group has existed in various forms since the late 1990s. There are reported communications, training, and weapons links between Boko Haram, al-Qaida in the Lands of the Islamic Maghreb (AQIM), al-Shabaab, and al-Qaida in the Arabian Peninsula, which may strengthen Boko Haram’s capacity to conduct terrorist attacks,” read the statement Rewards for Justice issued when a bounty was placed on Shekau.

Nigerian Government awards a contract worth N30 million for the construction of a mosque

Authorities of the Federal Ministry of Agriculture and Rural Development have confirmed the award of a contract worth N30 million for the construction of a mosque in Borno State.

The Ministry says the construction of the mosque came due to a request from a resettled community that Was Sacked from their original community by Boko Haram terrorists.

In a statement signed by the Director of Information, Theodore Ogaziechi, Thursday, the ministry disclosed that it would also provide solar-powered boreholes and overhead tanks, among other amenities for the community.

The statement was released following a leaked memo conveying the approval of N30m million for the construction of a Friday mosque with taxpayers’ funds recently putting the ministry under fire on social media.

According to the statement, it is “to put the facts straight, that the memo is authentic and appropriate in all ramifications. It is original and was issued by the ministry for the construction of a worship centre for a community of livestock farmers who were sacked and displaced in Borno State by Boko Haram insurgents and are being resettled in Mafa Local Government Area of Borno State.”

The statement further noted that “apart from the mosque, other facilities being provided include livestock for farmers in the community, solar-powered boreholes with overhead tanks and drinking troughs for cattle and small ruminants, water harvesting structures, milk collection centre, resettlement abode, as well as other infrastructure to properly settle and rehabilitate the displaced livestock farmers.”

It added that “the construction of the mosque was a special request from the community through the Borno State government to avoid moving too far from the settlement areas for prayers and also to ensure their safety and contact with the insurgents.”

John Campbell: Northern Nigeria Faces the Threat of Famine

The Western media is focused on the struggle between Israel and Hamas in Gaza, with searing images of the humanitarian disaster that is unfolding. Yet the magnitude is tiny compared to the humanitarian crisis in northern Nigeria. Total confirmed deaths number 239 in the current round of fighting between Hamas and the Israelis. In comparison, there have been at least 755 deaths since January 1, 2021 in northeastern Borno State, the epicenter of the Boko Haram insurgency; in northeastern Nigeria alone, over 2.9 million are internally displaced. In northwestern Kaduna and Zamfara states, both heavily afflicted by armed banditry, cumulative deaths since the turn of the year are at least 705. (Many more have been kidnapped.) Reporting from northern Nigeria is difficult, and thus casualty figures are likely an undercount. Now, the World Food Program is sounding the alarm over the looming prospect of famine. Already, a large majority of Nigerians (86 percent) lack access to a safely managed source of potable water.

In northeastern Nigeria, food and other relief is provided almost entirely by UN agencies and some 150 Nigerian and international non-governmental organizations (NGOs). Yet their personnel are under attack from Boko Haram and other jihadi organizations who accuse aid workers of, among other things, “Christianizing” the indigenous Muslim population. The other bookend of humanitarian frustration is that relief workers credibly complain that their efforts are too often thwarted by the army and the police in the name of “security.” At least some security operatives complain that humanitarian relief reaches jihadis.

Why does the ongoing tragedy in northern Nigeria—and indeed much of the rest of the Sahel—attract so little attention in the developed world? Part of the answer is that the Sahel and northern Nigeria are far away. Few Americans have a personal link to it, unlike the large number that are invested in Israel and Palestine in one way or another. Many, perhaps most, Americans are convinced that what happens in Israel and Palestine directly affects U.S. interests. Further, issues in the conflict in northern Nigeria and the Sahel, in many ways a civil war within Islam, are obscure to twenty-first-century Americans. Popular media coverage is also limited: for a long time, media access to the war zone has been inhibited both by jihadis and the security services. “Compassion fatigue” in the aftermath of Afghanistan, Iraq, and Syria also plays a role.

Whatever the reasons, the bottom line is that the ongoing tragedy in the Sahel and northern Nigeria merits more humanitarian attention from the United States than it receives.

‘A wolf in sheep’s clothing’ – PDP chieftain slams Ayade in wake of his defection from PDP to APC

A former Delta State governorship aspirant, Chief Sunny Onuesoke, has reacted harshly to the defection of Governor Ben Ayade of Cross River State from the Peoples Democratic Party (PDP) to the ruling All Progressives Congress (APC).

Onuesoke who described Ayade Thursday in a statement as a wolf in sheep’s clothing said the governor is a traitor to the PDP and people

He added that he was not surprised at Ayade’s defection, adding that the governor had stopped being a PDP governor over three years ago.

“I am not surprised at his eventual decamping to APC. Those who are close to me will testify that I saw this coming almost three years ago,” Onuesoke said.

“To be honest, Ayade stopped being a PDP governor over three years ago. My only worry is the fact that it took him this long to finally make it public.

“The fact that he stayed this long before finally opening up on where his loyalty lies goes to show that he has been a mole, a wolf in sheep’s clothing and a traitor to the people of Cross River State, the PDP family in the state, the people of South-South the entire PDP family nationwide.

Governor Ayade on Thursday dumped the PDP for the APC.

Ayade formally announced his defection at the Cross River State Executive Council Chamber, Governor’s Office in Calabar after a two-hour meeting with seven APC governors, led by the party’s interim chairman and Governor of Yobe State, Mai Mala Buni.

Breaking: Police on red alert as Boko Haram plots to attack Abuja

Acting Inspector-General of Police, Usman Baba, has raised the alarm that members of Boko Haram terrorists are planning to carry out an attack on the Federal Capital Territory (FCT) and the Plateau State capital, Jos.

Baba, however, put the commissioners of police in both places on red alert, saying intelligence reports disclosed that the terrorists are being strategic.

According to him, the proposed attacks would be coordinated by both Muhammad Sani, a Boko Haram commander, domiciled in Sambisa Forest and his deputy, Suleiman, hibernating around Lawan Musa Zango, Gashua, Yobe State.

These IGP’s revelations were contained in a circular dated May 19, 2021, and signed by his Principal Staff Officer, Idowu Owohunwa, an acting CP, which was addressed to the two commissioners of police.

The circular, a copy of which was obtained by NewsWireNGR has reference number TB: 0900/IGP.SEC/ABJ/VOL.TI/47.

The acting IGP directed the CPs to review their security architecture and beef up security around government facilities particularly in Abuja and Jos.

It read, “Intelligence report at the disposal of the Inspector-General of Police has uncovered plans by Boko Haram terrorists to attack major cities in the country, particularly in Jos, Plateau and the FCT, Abuja.

“The proposed attacks would be coordinated by the duo of Muhammad Sani, a Boko Haram commander, domiciled in Sambisa Forest and his deputy, Suleiman, hibernating around Lawan Musa Zango, Gashua, Yobe State.

“In light of the above, it is the directive of the Inspector-General of Police that you review your security architecture across all critical government infrastructures and police facilities in your jurisdiction with a view to checkmating the dastardly plans of this marauding terrorists.

“Accept the assurances of my warmest regards, please.”

The acting IGP’s alert comes weeks after Governor Sani Bello of Niger State said the nation’s capital is not safe because Boko Haram fighters have hoisted their flag in a community that is two hours from Abuja.

Buhari directs NCC to collect the phone Identity, IMEI, of Nigerians within three months

Nigeria’s President Muhammadu Buhari has directed the Nigerian Communications Commission to collect the phone International Mobile Equipment Identity (IMEI) of citizens within three months.

Buhari’s directive to the NCC was contained in the Revised National Identity Policy for SIM Card Registration. The directive, according to Buhari, must be fully implemented by the end of July 2021.

The policy stated that the implementation of a Centralized Equipment Identity Register (CEIR) otherwise known as Device Management System (DMS) will serve as a repository for keeping records of all registered mobile phones’ International Mobile Equipment Identity (IMEI) and owners of such devices.

The Revised National Identity Policy for SIM Card Registration contains how the government intends to achieve security from the digital space.

“IMEIs that have been reported as either stolen or illegal will be shared through the DMS to all the operators and service providers,” the policy stated that “the purpose is to ensure that such devices do not work even if different SIM Cards are inserted in those devices.

DMS will also provide access to all operators to cross-check the IMEIs and their status before allowing a device to become active on their network. Furthermore, registered mobile phone technicians will also be provided with an interface to
check IMEIs and ensure it has not been reported as stolen or illegal before they render their technical services.

“To achieve this, the Nigerian Communications Commission (NCC) would be responsible for the implementation and management of the DMS to achieve the policy objectives.

“Accordingly, His Excellency, President Muhammadu Buhari, GCFR has directed that the Device Management System should be implemented within three months.”

For the propagation of Islamic activities, State Government has approved N155m for Ulamas

The Sokoto State Government has approved N155m for the Ministry of Religious Affairs to provide motorcycles to Ulamas in the state for the propagation of Islamic activities.

The Commissioner of Information, Alhaji Isah Galadanchi, stated this while briefing journalists after the State Executive Council meeting on Thursday.

Similarly, the council also approved the sum of over N196m for the construction and tarring of a five-kilometre bye pass-road from Achida-Tungar Malam-Lambar Kwali in the Wurno Local Government Area.

The commissioner added, “The council also deliberated on the recommendations of the committee set up by the state government for the upgrading of Shehu Shagari College of Education to a university of education; and approved the setting up of an implementation committee.”

According to the provisional figures of the 2006 National Population Census, Sokoto State has population of 3,696,99 people made up of principally of two major groups namely; Hausa and Fulani.

Ulama, also spelt ulema, refers to the educated class of Muslim legal scholars engaged in the several fields of Islamic studies. They are best known as the arbiters of sharia law. While the ulama are well versed in legal fiqh being Islamic lawyers, some of them also go on to specialize in other fields, such as hadith or tafseer. In a broader sense, the term ulama is used to describe the body of Muslim scholars who have completed several years of training and study of Islamic disciplines, such as a mufti, qadi, faqih, or muhaddith. Some Muslims include under this term the village mullahs and imams, who have attained only the lowest rungs on the ladder of Islamic scholarship; other Muslims would say that clerics must meet higher standards to be considered ulama.

In 2019, the Nigerian states of Sokoto and Taraba had the largest percentage of people living below the poverty line.

An individual is considered poor in Nigeria when has an availability of less than 137.4 thousand Nigerian Naira (roughly 361 U.S. dollars) per year. In total, 40.1 percent of population in Nigeria lived in poverty.

Zamfara Governor revokes all land titles

Zamfara State Governor, Bello Matawalle, has directed property owners to go to the state’s Geographic Information System (ZAGIS) for recertification of their respective titles, with the new policy of granting electronic certificates.

The governor made the announcement at the flag-off of the issuance of the Electronic Certificates of Occupancy (e-C of O), noting that the task would only be carried out by ZAGIS.

The Secretary to the State Government, Bala Maru, made the announcement in a statement on Thursday, according to him, the issuance of e-C of O is to curtail illegal acquisition of lands and criminal tenancy by infiltrating bandits and their informants.

Governor Matawalle explained that his administration decided to adopt the e-C of O following the corrupt practices and shady deals that have characterised the manual issuance of C of Os, in which unsuspecting property owners were cheated by some fraudulent officers handling the process.

He stated that land, being the most valuable resource, needed to be carefully guarded against abuse and misuse, adding that all e-C of Os to be issued under the new system would be strictly based on the extant land use regulations.

The governor said the land certification initialisation embraced by his administration was part of his government’s efforts to create a new and technology-driven economy for the 21st century.

He, therefore, urged all landowners to come forward and certify their titles and to pay their ground rents as and when due.

In the meantime, the Governor also ordered the closure of four markets in two Local Government Areas (LGAs) of the state in the north-west region of the country.

He explained that the closure was with immediate effect and that the closure became necessary to uphold law and order in the affected towns, villages, and their immediate neighbourhoods.

According to the statement, three of the affected markets are in Birnin Magaji LGA and the fourth is in Maru LGA.

They included Sabon Birnin Dan Ali Thursday Market, Cigama Friday Market, and Kokiya Tuesday Market, all in Birnin Magaji, as well as Dansadau Friday Market in Maru.

Similarly, Governor Matawalle ordered the revocation of all land titles across all local governments of the state.
