Open Grazing Ban: Presidency resolves to “address conflicts between farmers and herders”

President Muhammadu Buhari has resolved to find solutions to the conflicts between farmers and herders that led to the ban on open Grazing in the southern part of the country.

This was contained in a statement issued by Garba Shehu, presidential spokesperson, in a statement on Monday.

On May 11, 17 southern governors resolved to ban open grazing of cattle in their states in a meeting in Asaba, Delta State.

The resolution was taken as a perceived way to end the increasing hostilities between the farmers and herders.

They, therefore, resolved “that open grazing of cattle be banned across Southern Nigeria; noted that development and population growth has put pressure on available land and increased the prospects of conflict between migrating herders and local populations in the South. Given this scenario, it becomes imperative to enforce the ban on open grazing in the South (including cattle movement to the South by foot).”

According to the statement, the resolutions by the southern leaders did not proffer practicable solution to the conflict that has caused deaths and wrecked properties.

“President Muhammadu Buhari has expressed a strong resolve to address the conflicts of herders and farmers in a sustained and lasting manner that should lead to the emergence of a permanent solution to the frequent clashes between them, as well as the associated problem of the gun-wielding ‘killer herdsmen.’, Mr Shehu said in the statement.

The statement further noted that the President had earlier approved measures to bring an end to the insurgency as advised by Sabo Nanono, the Minister of Agriculture in April.

“The President had approved a number of specific measures to bring a permanent end to the frequent skirmishes as recommended by Alhaji Sabo Nanono, the Minister of Agriculture in a report he submitted and the President signed off on it back in April, well before the actions of the Southern Governors Forum which attempts to place a ban on open grazing and other acts of politicking intended by its signatories to demonstrate their power.

“It is very clear that there was no solution offered from their resolutions to the herder-farmer clashes that have been continuing in our country for generations.”

Despite echoing an earlier criticism of the open grazing ban by the Attorney-General of the Federation (AGF), Abubakar Malami,, the presidency however said the southern region had its right to find answers to its unique challenges.

The statement continued, “But the citizens of the southern states – indeed citizens of all states of Nigeria – have a right to expect their elected leaders and representatives to find answers to challenges of governance and rights, and not to wash their hands off hard choices by, instead, issuing bans that say: “not in my state.”

“It is equally true that their announcement is of questionable legality, given the Constitutional right of all Nigerians to enjoy the same rights and freedoms within every one of our 36 states (and FCT) – regardless of the state of their birth or residence.

“Fortunately, this declaration has been preempted, for whatever it is intended to achieve and Mr President, who has rightly been worried about these problems more than any other citizen in consultation with farmers and herders alike, commissioned and approved an actionable plan of rehabilitating grazing reserves in the states, starting with those that are truly committed to the solution and compliant with stated requirements.

“With veterinary clinics, water points for animals, and facilities for herders and their families including schooling – through these rehabilitated reserves, the Federal Government is making far-reaching and practical changes allowing for different communities to co-exist side-by-side: supporting farmers to till their fields, herders to rear their livestock and Nigerians everywhere to be safe.”

UK Prime Minister Boris Johnson To Marry Fiancée In 2022

The Prime Minister of the United Kingdom, Boris Johnson, has announced plans to marry his fiancée Carrie Symonds.

AFP quoted The Sun tabloid as stating that “The couple have sent “save the date” cards for July 30 next year.”

Recall that Johnson broke a record in 2019 when he emerged as UK’s first “unmarried” prime minister.

Symonds was said to have worked for the Conservative Party.

AFP reports that she gave birth to their son, Wilfred, in April last year.

They have been engaged since late 2019 but, like many couples, had put their marriage plans on hold due to the coronavirus pandemic with numbers able to attend ceremonies curtailed.

While this will be Johnson third marriage, it will be the first for Symonds.

It is unknown where exactly the couple will celebrate the occasion. However, the prime minister’s Buckinghamshire residence, Chequers, is tipped to host the wedding. Another possible venue is said to be the Port Lympne safari park in Kent, as Symonds works for the conservation charity.

Johnson has been married before with four children from his now-divorced wife, Marina Wheeler.

Military Air Crash: Saudi Arabia’s King Salman condoles with Buhari

President Muhammadu Buhari has received a commiseratory call from the King of Saudi Arabia, Salman Bin Abdulaziz, over the death of the Chief of Army Staff, Lt General Ibrahim Attahiru, and 10 other military officers.

Attahiru and the military officers were on board in an air crash at the Kaduna airport last Friday, May 21.

Announcing the call of the Saudi king on Monday, the Senior Special Assistant to the President, Garba Shehu in a statement said the monarch showed support with Nigeria after the tragedy.

Shehu said, “The Saudi King expressed full solidarity with Nigeria following this national tragedy.

“President Buhari and the King exchanged pleasantries on the occasion of the Eid which was marked after the 30-day Ramadan fast and prayed for peace, security and progress in the two nations and the subregions.

“The Saudi King also prayed for the repose of the souls of the military men who lost their lives.

“The conversation by both leaders also covered the deep-rooted ties between the two countries and ways to bolster them across various sectors.

“President Buhari expressed happiness with the King and thanked him for standing with Nigeria in all situations.”

Shehu added that Buhari also received a message of commiseration from Archbishop Josiah Idowu-Fearon, the Nigerian-born Secretary-General of the Anglican Communion in London.

“Archbishop Idowu-Fearon prayed for the President and the country as the nation mourns the Chief of Army Staff and his top lieutenants at a time when their services were most needed,” Shehu stated.

21 Health workers with fake certificates exposed in Borno

The Borno State governor, Prof. Babagana Zulum, has directed disciplinary measures to be taken, after a verification committee identified 21 health workers, amongst them some nurses, operating with fake certificates.

The committee had also found 91 ghost workers in different health institutions across the state.

Chairman of the committee, Dr. Joseph Jatau, revealed this on Monday in Maiduguri, while presenting the committee’s report to Governor Zulum at the governor’s office annex located in Musa Usman secretariat.

Dr Jatau explained that among those with fake certificates were some nurses, and other medical and support staff.

The chairman also disclosed that 91 ghost workers were fake from the lists of some health workers in the state, who had either resigned or withdrawn from service, while salaries were being paid in their names.

He noted that over N23m was discovered as being wrongly spent on monthly basis.

The committee, Jatau further explained, found out that some dead, retired and absconded staff were being consistently promoted with salaries also paid in their names.

In the light of its findings, the committee made 13 recommendations that could help reposition the State Hospital Management Board (HMB) for optimal healthcare service delivery.

Zulum, who was happy with the discovery, expressed worry that some health workers could use fake certificates, despite the risk of handling the health issues of citizens, without prerequisite training and certification.

“Anyone that fakes certificates in nursing and other medical courses is capable of killing people. Only God knows how many people they might have harmed or even killed. Honestly, we shouldn’t let this go, we should ensure appropriate actions are served to the culprits. I cannot be lenient on matters involving life and death. Importantly also, we have to employ measures to avert future occurrences,” Zulum said.

Lagos, Ogun States establish joint commission

The governments of Lagos and Ogun have established a joint development commission to tackle insecurity and border challenges affecting both states.

The Governor of Lagos State, Babajide Sanwo-Olu and Dapo Abiodun, his Ogun state counterpart, launched the commission at the Presidential Lodge, Abeokuta, on Monday.

In his address, Sanwo-Olu described the commission as a “game changer” that will transform Lagos and Ogun positively.

He said the commission will ensure growth and boost socioeconomic development in the two states.

Sanwo-Olu added that the commission will address issues around security, physical planning, housing, and environment.

“The memorandum of understanding that we are signing here today is a game changer that will transform the urban admiration that exists between Lagos and Ogun,” he said.

“We are driven by the desire to stimulate the socioeconomic growth to bridge development gap and to ensure that while Lagos continues to remain a mega city, Ogun state can indeed help to transform that and help to create another sub-megacity in our region.

“The memorandum of understanding precedes the joint development commission that we’ll establish to mutually tackle some of the issues that are prevalent between the two of us — issues around transportation, environment and urban challenges, physical planning, housing, border issues, infrastructure development, and, of course, security.”

Sanwo-Olu noted that the launch of the joint commission is not due to political affiliation, but about improving the welfare of the residents of both states.

He said the commission will drive trade and investment and resolve boundary issues.

“This is not political; it is about our people; it is about their source of livelihood; it is about the transportation and ease of movement between the two states and ensuring the ease of doing business,” he said.

“At the end of the day, it is not about us. It is about our teeming population that we have given a voice by the signing of the agreement we are doing today.”

Hoodlums raze another INEC office in Enugu

An office of the Independent National Electoral Commission (INEC) in Igboeze South council area of Enugu State has been razed by hoodlums.

The unfortunate incident happened barely a week after the headquarters of the Independent National Electoral Commission (INEC) was set ablaze in Enugu, the capital of Enugu State.

NewsWireNGR gathered that the assailants attacked the office at about 11 pm and set fire upon the building.

The fire burned one of the rooms in the INEC building before the state fire service came to the rescue and put out the fire.

Confirming the incident, Enugu State Chief Fire Officer, Engr. Okwudili Ohaa told journalists on Monday that the situation has been brought under control.

Ohaa said, “There was a fire outbreak at INEC Office, Ibagwa in Igbo-Eze South Local Government Area late last night.

“We responded promptly, the situation is under control and we have extinguished the fire.”

Ohaa also corroborated accounts that it was only one room that was affected by the fire.

Meanwhile, Chairman of INEC, Professor Mahmood Yakubu on Wednesday had a meeting with Residents Electoral Commissioners (RECs) in the country to discuss the increasing spate of attacks on INEC offices across the country.

According to the INEC Boss, the damage to INEC materials were capable of affecting the Commission’s ability to conduct elections.

He appealed to host communities to see INEC properties as a national asset.

Breaking: At least, 100 dead bodies recovered in Benue after gunmen unleashed terror in communities

At least, 100 people have been killed in four council wards of Kastina-Ala Local Government Area of Benue State at the weekend after gunmen unleashed terror on communities. Daily Trust is reporting that over 100 dead bodies have been recovered from many villages in the four council wards where the gunmen attacked simultaneously between Saturday and Sunday.

A spokesman of the Kastina-Ala council chairman, Tertsea Benga, alleged that the gunmen stormed several communities in the Mbayongo council ward in Katsina-Ala LGA about noon on Saturday and burnt down houses.He listed the initially affected villages to include Vingir, Tse Nyipila and Tse Guji all in Mbayongo ward, adding that the attackers proceeded to Kenvanger in Mbatyula council ward on Sunday afternoon.Most of the corpses were recovered from the bush.Benga further recalled that half of the communities in one of the affected locality, Yooyo council ward in the same Katsina Ala LGA, had earlier been sacked by the alleged armed invaders who killed many people then and in the latest invasion.

Confirming the incident, the Chairman of Kastina-Ala LGA, Alfred Atera, said that over 100 people have been killed within the weekend in the four council wards of Mbayongo, Yooyo, Utange and Mbatyula/Mberev in a coordinated attack.

Atera blamed the attack on the collaboration between suspected armed herders and ‘Gana boys’ [loyalists of the slain Benue’s wanted criminal kingpin, Terwase Akwaza, popularly known as ‘Gana’], adding that security personnel, though doing their best, were however overwhelmed.“More than 100 people have been killed in different places.“

They [attackers] are killing and dropping as they are going on their way. Some people were able to claim the corpses for burial.“I told the military that the attackers have developed a strategy; they are not attacking one place.“If they attack a place now, the next thing you hear is that they are in Yooyo and at the same time they are attacking Utange, so the military is going here and there.“

There is no military connivance, but I’m suspecting the existence of bandits here and I think they are trying to win cheap popularity,” Atera said.Meanwhile, the Police Public Relations Officer (PPRO) for Benue Command, DSP Catherine Anene, has not responded to calls or text messages as of the time of filing this report.

Governor Kayode Fayemi has said he wasn’t invited to Southwest Leaders meeting in Lagos

The Governor of Ekiti, Kayode Fayemi said he was absent at a meeting of leaders of the All Progressives Congress in the South-West region because the invitation didn’t get to him.

APC chieftains including Bola Tinubu, Bisi Akande, and Olusegun Osoba; Speaker of the House of Representatives, Femi Gbajabiamila; Ogun State Governor, Dapo Abiodun; Lagos State Governor, Babajide Sanwo-Olu, amongst others, had met on Sunday in Lagos State to discuss topical national issues.

The leaders had backed Southern governors’ open grazing ban, call for restructuring, state policing, amongst others.

However, Fayemi, through his Chief Press Secretary, Yinka Oyebode, on Monday, said he “wholeheartedly supports” the stance of APC leaders despite that he didn’t receive an invitation to the meeting.

Oyebode noted that Fayemi, who doubles as the Chairman of Nigeria Governors’ Forum, later got to know about the meeting but it was too late.

The statement was titled, ‘Fayemi Endorses Outcome Of Southwest APC Leaders’ Meeting… Says Mix Up In Invitation Responsible For His Absence’.

The statement read, “Dr. Fayemi’s absence at the meeting was a result of a mix up in the invitation sent out for the meeting.

“For clarity, the invitation for the meeting which was said to have been sent via Whatsapp by Mr. Tunde Rahman, an aide to Asiwaju Bola Ahmed Tinubu, never got to Governor Fayemi.

“The absence of an invitation for the Southwest APC leaders meeting prevented the Governor from attending the meeting, as he was not aware.

“Governor Fayemi however sent an apology to the meeting through former Ekiti State Governor and Minister of Industries, Trade and Investments, Otunba Niyi Adebayo; as he was already scheduled to attend another engagement at the time he came to learn of the meeting.

“Governor Fayemi, as a true democrat and Southwest leader who is committed to the welfare of the people, is however in total support of the decisions reached by the Southwest leaders at the meeting which include an endorsement of the positions earlier adopted by the Southern Governors’ Forum on the ban on open grazing and the need for true federalism, among others.”

Meanwhile, Governor Rotimi Akeredolu of Ondo who was also absent at the meeting attributed the cause to “a slight mix-up and communication gap.”

A statement issued by his Chief Press Secretary, Richard Olatunde, said;

“Governor Akeredolu would have loved to be present at the meeting for several reasons. Far more important, the issues distilled bordered on the Southern Governors’ Asaba Declaration. However, a slight mix-up and communication gap had caused his unintended absence even as an earlier engagement had been fixed for Ibadan weeks before the meeting.

“Nonetheless, the resolutions reached by the revered leaders at the Lagos meeting are quite commendable and timely; the issues discussed are germane, and are clear indications that men of goodwill are working together to solve the Nation’s current challenges.

“As one of the leaders of the APC in the Southwest, and more so that, he presided over the Asaba meeting of the Southern Governors, nothing could be more spirit-lifting than the outcome of the Lagos meeting on Sunday. He, therefore, endorses all the resolutions reached by the leaders who attended the meeting.”

Bill seeking to scrap NYSC reaches second reading at parliament

The House of Representatives is considering discontinuation of the National Youth Service Corps scheme.

The Constitution of the Federal Republic of Nigeria Alteration Bill, 2020, which is seeking to repeal the NYSC Act, is billed for the second reading.

Punch Newspaper reports that, the sponsor, Mr Awaji-Inombek Abiante, in the explanatory memorandum of the proposal, listed the various reasons why the NYSC should be scrapped.

It read in part, “This bill seeks to repeal Section 315(5)(a) of the Constitution of the Federal Republic of Nigeria, 1999, (as amended) on the following grounds:

“Incessant killing of innocent corps members in some parts of the country due to banditry, religious extremism and ethnic violence; incessant kidnapping of innocent corps members across the country;

“Public and private agencies/departments are no longer recruiting able and qualified Nigerian youths, thus relying heavily on the availability of corps members who are not being well remunerated and get discarded with impunity at the end of their service year without any hope of being gainfully employed;

“Due to insecurity across the country, the National Youth Service Corps management now gives considerations to posting corps members to their geopolitical zone, thus defeating one of the objectives of setting up the service corps, i.e. developing common ties among the Nigerian youths and promote national unity and integration.”

The military regime of General Yakubu Gowon had established the NYSC on May 22, 1973, under Decree No. 24 of 1973 as a way of reconciling and reintegrating Nigerians after the civil war between July 6, 1967 and January 15, 1970.

Yobe’s Governor Buni sends 32 students to Egyptian university to study the Quran

Yobe Governor Mai Mala Buni says he has approved the sponsorship of 32 students to Al Azhar University, Cairo, to study Qur’an and Arabic Language, despite Yobe State University offering the courses.

Another university in the state is the Federal University of Gashua.

Mr Buni, a chieftain of the ruling All Progressives Congress, had sponsored 233 students to study in India’s educational institutions in February.

Muhammad Gujba, the Executive Secretary of Yobe State Arabic and Islamic Education Board disclosed this on Monday while briefing journalists in Damaturu.

Mr Gujba, represented by Umar Muhammad, an official at the board, said the sponsorship was part of the present administration’s effort to improve the quality of education in the state.

“The present administration led by Governor Mai Mala Buni has a variety of programmes aimed at promoting the system of education by imparting sound knowledge among the students,” he said.

He noted that the students were all indigenes of Yobe, who were selected from across the local government councils of the state.

He appealed to the sponsored students to be good ambassadors of the state and the country and reciprocate the gesture by concentrating on their studies.

Umar Abubakar, a representative of Yobe State Students in Cairo, thanked the governor for giving them the privilege to further their education abroad.

Mr Abubakar also called on the students to be good ambassadors of the state.

The beneficiaries and their families lauded the governor and the state government for its magnanimity, pledging their utmost loyalty and patriotism during their programme.

Police investigates murder of ex-UniAbuja student

The police in the FCT have begun an investigation into the murder of a former student of the University of Abuja, whose body was found along the Iddo Village axis of the FCT.

Otunla, a former English Language student of the university, reportedly travelled from Oyo State to Abuja on Saturday to get her transcript.

She was found dead after she was killed by unknown assailants.

Reacting to the death of Otunla in a statement issued by a spokesperson for the Commissioner of Police in Abuja, ASP Yusuf Mariam on Monday, the police condemned the gruesome murder and assured that an investigation has been launched to apprehend the perpetrators.

“The FCT Police Command condemns in totality the murder of one Blessing Otula a former student of the University of Abuja, whose body was found along Iddo Village axis and was killed by unknown assailants.

“Consequently, the Commissioner of Police CP. Bala Ciroma has ordered a full-scale investigation into the unfortunate incident and launched a manhunt for the perpetrators while commiserating with the family of the deceased.

“The Command implores residents to report all suspicious movements, emergency or distress, through these numbers: 08032003913, 08061581938, 07057337653,08028940883, and to report the conduct of Police Officers, call the Public Complaint Bureau (PCB) number – 09022222352.”

70 percent of attackers in Imo are non-Igbos – Uzodinma

Imo State Governor Hope Uzodinma has claimed that the majority of assailants who perpetrate attacks in the state are not Igbos.

He also revealed that over 400 persons have been arrested in connection with the attacks and charged to court.

All these details were contained in a statement by the governor’s chief secretary, Oguwike Nwachuku on Monday.

“Over 400 of those who carried out the threats on the state in the past have been arrested,” he said.

“The good thing is that over 70 percent of them are not Igbo. We will crush anybody that attempts to cause mayhem or attack Imo people again.

“Government cannot surrender to blackmailers, hoodlums, and perpetrators of violence.”

The governor gave a strong warning to those who had planned to cause mayhem in the state to desist from such plans as the government is more than ever ready and prepared to keep Imo safe and secured.

He also urged on the people to go about their business without fear.

“What happened in the past weeks will never repeat itself again,” he said.

Imo State has suffered an increasing spate of attacks on police stations, Independent National Electoral Commission (INEC) offices, and a correctional centre in recent weeks by unknown gunmen.
