FULL LIST: African Countries Participating in COP28 and Their Delegate Sizes

Almost 30 years since the commencement of the Conference of Parties (COP), the COP28 held in Dubai in 2023 has had the highest number of participants with badges.

This is almost twice the number that travelled to Sharm El-Sheikh in Egypt for COP27 last year, the previous largest.

The high number of participants from African countries like Nigeria and Ghana has raised a public outcry, considering the financial economy of these nations. Netizens expected them to cut governmental spending and divert the differences to more important projects.

Nigeria, despite its economic state, has the fourth largest number of participants, 1,411 same number as China.

Nigeria’s population is about 200 million, while China’s population is over 1.4 billion people. Comparing GDP, Nigeria has a GDP of 477.39 billion; on the other hand, China boasts a GDP of 17.96 trillion.

However, of the 1,411 participants from Nigeria, 590 were party members, while 821 were overflow.

Overflows are participants nominated by countries and UN agencies without their names appearing on their official lists.

Giving a breakdown of the government-funded delegates, the Nigerian government listed them as follows;

The Federal Government-funded delegation is made up of a total of 422 persons, as follows:

  • National Council on Climate Change – 32
  • Federal Ministry of Environment – 34
  • All Ministries – 167
  • Presidency – 67
  • Office of the Vice President – 9
  • National Assembly – 40
  • Federal Parastatals/Agencies – 73

It also said that; “As the biggest economy and most populous country in Africa, with a substantial extractive economy and extensive vulnerability to climate change, Nigeria has a significant stake in climate action, and our active and robust participation at COP is therefore not unwarranted.

“COP-28 presents an array of investment and partnership opportunities for the various sectors affected by climate change, and Nigeria is already benefiting from its ongoing participation.”

The provisional total for COP28 suggests that 97,372 delegates have registered to attend the summit in person. With a further 3,074 attending virtually, this takes the overall total to 100,446.
