One of the governors, Simon Lalong, faulted the decision of the president to come up with the list and send it to the Senate without adequate consultation.
He said consultations across board would have ensured fairness, citing an example of his state where the two nominees came from the same zone.
Among the nominees are Pauline Tallen, Olorunibe Mamora and Musa Ibeto who was formerly nominated minister before his nomination was withdrawn in 2015.
Mr. Mamora, a former speaker of the Lagos State House of Assembly, was also a member of the Senate. He is an ally of ex-Lagos Governor Bola Tinubu.
Ms. Tallen is a former Plateau State deputy governor while Mr. Ibeto is a former Niger State deputy governor.
