Yushau A. Shuaib: An Encounter with Gen Attahiru, Spy Chief a Week Before their Death

0

By Yushau A. Shuaib

“Mallam Yushau, can you see me at Niger Barrack today?” – General Attahiru

I received the above phone message on Sallah Day, Thursday May 13, 2021, from the late General Ibrahim Attahiru, the former Nigerian Chief of Army Staff (COAS) just a week before his death alongside other military officers in a plane crash in Kaduna.

The nation was thrown into mourning over his death even as his immediate past predecessor and Ambassador-Designate, Lt.-Gen. Tukur Buratai (rtd), noted that Attahiru was on the verge of making the nation proud in the national counter-insurgency and counter-terrorism efforts when the tragedy occurred.

Gov Babagana Zulum of Borno State also admitted that the late COAS was evidently committed to the fight against Boko Haram and determined to contribute significantly to ending the insurgency.

Similarly, President Muhammadu Buhari praised Attahiru for his gallantry in the war against insurgency and described him as a military chief who led from the front. Equally, former President Goodluck Jonathan highly commended the late Army Chief and other officers who died in the course of service to the country as patriots who died with their boots on.

On that Sallah Day when I received his invitation, I reached out to the Army spokesperson, Brigadier-General Mohammed Yerima and we both drove to General Attahiru’s residence. There, we were received by his then ADC, the now late Major Lawal Hayat, who ushered us into the lobby, since the COAS was then with the Chief of Intelligence, now late Brig-Gen Abdulrahman Kuliya, and his Chief of Staff, also now late Brig-Gen Mohammed Abdulkadir.

While waiting in the lobby, I recalled my first encounter with Attahiru about eight years ago, precisely on November 29, 2013, when the Office of the National Security Adviser (ONSA) had hosted security spokespersons and top editors of media houses to an interactive forum intended to create and sustain a working relationship between the media and the security sector, towards promoting the national interest.

Attahiru was then the Army spokesperson and Director of Army Public Relations. It was the outcome of that meeting that gave birth to the Forum of Spokespersons of Security and Response Agencies (FOSSRA). During the meeting, he was articulate and demonstrated eloquence, as he emphasised the desirability of information-driven by the media, intelligence gathering inspired by communities, and counterterrorism championed by the military and other security services.

It was after that encounter that we sustained a brotherly relationship and I gradually came into a greater awareness of Attahiru, not only as a very keen professional who understood his brief at each point and always delivered on this to the best of his ability, but equally as a highly humane person with a strong sense of empathy, support and solidarity.

As fate would have it, he had recorded successes in the various offices he held, even if these were just brief stints. He accomplished assigned tasks when he was a Military Commander in the Bakassi Peninsula and the Niger Delta region before becoming General Officer Commanding, 82 Division of the Nigerian Army, Enugu.

While he was Theatre Commander of Operation Lafiya Dole in North-Eastern Nigeria for just six months in 2018, he brought relative stability to the region, with the elimination of several Boko Haram commanders and the surrender of their combatants.

Similarly, his outstanding records are glaring when he was Deputy Chief of Policy and Plans at the Army Headquarters, and later as the Chief of Defence Transformation and Innovation, and the Chief of Defence Logistics at the Defence Headquarters, Abuja.

Apart from acquiring higher levels of education at the Salford, Bournemouth, Nairobi, China and Geneva, Attahiru had served as an Instructor at the Depot Nigerian Army, Nigerian Defence Academy and the Nigerian Army School of Infantry. He later became Chief Instructor at the Armed Forces Command and Staff College, Jaji, Nigeria.

On his appointment as Chief of Army Staff, the late military tactician had exhibited a very national outlook in the deployment of officers, with his approach also anchored on the principles of seniority, professionalism, and competence. For strategic reasons, he had deployed heroic field commanders of Southern origin for operations in the North of Nigeria, and similarly, gallant officers from the North were assigned to operations in the South. It was, therefore, not surprising when he retained some of his course mates in the service and assigned one of the most senior Army officers, General Ben Ahonatu from Anambra State as the Chief of Policy and Plan (COPP) at the Army Headquarters.

Apart from his nationalistic deployment of officers, he undertook several risky missions to the theatres of operation nationwide to motivate the troops and give assurance to host communities. He occasionally gave deadlines for military operations. For instance, on February 22, 2021, while on the frontline in Dikwa, he ordered the troops of the then Operation Lafiya Dole under the command of General Faruq Yahaya to clear and recover “Marte, Chikungu, Wulgo, Kirenowa and Kita in Borno State from terrorists within 48 hours.” The nation was delighted when the military met the deadline by eliminating scores of terrorists and rescuing many victims. He had also been very resolute and passionate on the indivisibility of Nigeria that he was determined to tackle secessionist agitators frontally.

While it would be inappropriate to delve into the nitty-gritty of intelligence work, the late COAS’s deployment of Brigadier General Kuliya as the spy chief was widely celebrated in the security services as that decision played significant roles in disorganising terrorist camps through strategic infiltration.

Following the penetration Kuliya had engineered, violent confrontations broke out among fighters of the Boko Haram and ISWAP groups, leading to the reported death of the erstwhile Boko Haram leader, Abubakar Shekau, among others.

As I ruminated over Attahiru’s accomplishments within a short period in office, Major Hayat walked into the lobby with the information that the Army Chief was ready to receive us on that Sallah day. We then ran into and exchanged greetings and banters with Brigadiers-General Kuliya and Abdulkadir, who were on their way out of the residence.

On meeting him, General Attahiru had asked after the preparations we were making for the then forthcoming training of Army Public Relations Officers (PROs), which was scheduled for the following week, from May 19 to 22, 2021. I informed him that everything was going well, according to the coordination plan of the Centre for Crisis Communication (CCC) and the Department of Army Public Relations (DAPR).

Attahiru believed that a mutual relationship between military spokespersons and the media would go a long way in achieving positive results in counter-insurgency campaigns. He always advised security spokespersons to enhance their conflict-sensitive communications skills, in order to build mutual trust with the civil populace.

General Attahiru had assured us that he would be present at the Opening Ceremony of the workshop before we left him that day as he prepared to travel to the frontline to celebrate Sallah Festivity with the troops the following day.

On the first day of the workshop, he could not make it because he attended a Conference of General Officers Commanding (GOCs) in Ibadan, Oyo State. On the second day, he could not make it because he attended an Air Force programme with the Minister of Defence in Makurdi, Benue State. On the third day and closing ceremony of the PR workshop, General Attahiru could still not make it because he was attending important security engagements and preparing for another official trip the same day. After his afternoon prayers, he was flown out of Abuja to Kaduna for the newer official assignment, and the plane crashed just before their arrival at the destination.

Second round of COVID-19 vaccinations begins In Cross River

0

Frontline health workers and critical leaders, who took the first jab of the COVID-19 vaccines, have started receiving the second doses in Cross River State, south-south Nigeria.

The Cross River Commissioner for Health, Dr. Betta Edu flagged off the second round of the exercise at one of the Primary Healthcare Centres in Calabar, the capital city.

Dr. Edu, in a brief remark, said that Cross River performed well in the first round of COVID-19 vaccination and reminded the public of the need to constantly use the nose mask.

She noted that Nigeria and other countries in Africa and the world were not out of the woods due to new strains of the coronavirus with high mortality rate.

Edu said, “as we commence this second phase of vaccinations, I want to urge all of us to continue to protect ourselves. Coronavirus pandemic is still on. In fact, the emerging new strains are more deadly and infection rate is faster that the initial one.

“So, I am really pleading with everyone to abide by the hygiene protocols we preach daily. Use your nose mask everyday and properly; constant washing of hands is still very essential. Avoid crowded places and take practical steps to protect yourselves and family including your neighbours by maintaining social distance,” stated Edu.

The Commissioner stressed that vaccination remained the most effective means of reducing COVID-19 related deaths and urged all those, who got the first jab of the Astrazeneca vaccines to avail themselves for the second dose.

She stated, “the state government is committed to meet the estimated target population during the vaccination exercise. We are going to every community where our health workers are. You know Cross River has been on the forefront since the heat of this pandemic. All the preventive measures we adopted like the compulsory use of mask resulted in the state recording one of the least cases in the country.”

Coronation of new Olu of Warri set for August 21

The Olu Advisory Council, yesterday, disclosed that the new Olu of Warri, Omoba Tsola Emiko, will be coronated on August 21, 2021, as the 21st Olu of Warri.

The council also announced that the late Olu, His Majesty, Ogiame Ikenwoli would be buried after 14-day burial rites beginning June 18, 2021, to July 2, 2021.

Iyasere of Warri kingdom and Acting Chairman, Olu advisory council on the rites of passage of Ikenwoli and the coronation of the new monarch, Chief Johnson Amatserunleghe, said the decision was reached after consultation with the Regent, Prince Emmanuel Okotie-Eboh, the Ginuwa Ruling House, the council of chiefs and the Olu-in-Council.

The Iyasere said the popular selection of Omoba Tsola Emiko on April 5, 2021, as the next Olu of Warri, was done after a rigorous process which, according to him, included a painstaking search among the descendants of the last three monarchs as required by tradition.

Senator Nnamani condemns burning of Police, INEC offices, calls for dialogue

Senator Chimaroke Nnamani, a former Governor of Enugu State and Senator representing Enugu East Senatorial zone, has called for an end of the arson, invasion of Police and Independent National Electoral Commission, INEC, facilities in the south-east region.

Senator Nnamani, who is the chairman of, Senate Committee on Cooperation and Integration in Africa/NEPAD, said in a statement on Thursday that the recent spate of attacks is dangerous and risks alienating the geo-political zone from the rest of the country.

He said: ”This trend is capable of alienating us from the rest of Nigeria. What we require is a society or nation of equal opportunities where no one is segregated upon or discriminated against on account of his ethnic or religious leaning.

“Justice and equity are what we should agitate for not violence. We can only achieve this in an atmosphere of peace and harmony.

“Burning police or INEC facilities cannot be a solution. The world is already a global village. We need each other. Those behind these acts must sheathe their swords and embrace dialogue.”

Senator Nnamani noted that the 17 Southern governors in their last meeting held in Asaba, Delta State recommended a national dialogue to discuss the way out of the myriad of problems confronting the corporate existence of Nigeria adding “this is the way to go.”

He reminded aggrieved Nigerians that there are many channels including the courts or even the National Assembly to address any injustices or misgivings instead of resort to violence.

“Violence will only lead to anarchy. It is certainly not one of the ways to resolve issues”, Senator Nnamani stressed.

”I urge our citizens to listen to the voice of wisdom. We must not wittingly or unwittingly engage in anything that would put us in a disadvantaged position in our quest for economic and political equation in the country.

“We have had the misfortune of the 30 months old fratricidal civil war. It is not an experience we wish even our enemies. Let us apply caution in the struggle to achieve what we deserve in this community called Nigeria”.

He also enjoined the government to be receptive and open to dialogue with the citizens in order to address the challenges of insecurity bedevilling the nation.

Panel calls for Saraki, Ahmed’s investigation over sale of Kwara assets

A Kwara government White Paper has indicted former Senate president Bukola Saraki, former governor Abdulfatah Ahmed and others for selling billions of naira state shares and bonds five weeks before leaving office.

Governor AbdulRahman AbdulRazaq had set up the committee to investigate unlawful sales of the state government properties from May 29, 1999, to May 29, 2019.

A statement by the Chief Press Secretary to the governor, Rafiu Ajakaye, quoted the Chairman of the panel of inquiry, Hussein Buhari, as saying this while submitting the White Paper to the governor at the Government House in Ilorin.

The panel set up by Mr AbdulRazaq on the unlawful sales of government properties also recommended that the Kwara government prosecute Bukola Saraki, Mr Ahmed, and others for alleged economic sabotage.

He said findings in the report were mind-boggling and nothing short of prosecution, possible jail terms, and recovery of properties.

Mr Buhari claimed that the former governors and many of their aides had questions to answer how public properties and shares were sold under questionable circumstances, including on the eve of their departures from public offices.

He pointed out that none of the officials honoured the invitations to clear the air on the deals, advising the administration to prosecute them as a matter of justice.

He further explained, “The committee swung into action immediately it was inaugurated and went through the report of the Judicial Commission of Inquiry on the sales of Kwara State Government Assets between May 1999 and May 2019.

“There are so many rots perpetrated by the past governments, especially in the 16 years before 2019. For instance, the rots on Shonga Farms, Satellite Motel, and our properties in Kaduna, Abuja, and Lagos were simply inconceivable.

“They were all sold to themselves at giveaway prices. We saw criminal conspiracies. In fact, Kwara State is now heavily indebted to some people because the past governments mismanaged our properties.”

Mr Buhari urged the Kwara governor to show courage and political will to implement the report so that everybody found wanting will be brought to book.

“The Electoral Act is very clear that anybody who is found guilty of mismanagement of resources be banned for 10 years from holding political office,” he said. “We wish the government will accept our recommendations and set up an implementation committee.”

According to him, there are so many instances of the indicted governors and their officials using their positions to acquire government properties in questionable circumstances.

“For instance, the High Court Complex in Tanke, Ilorin, they removed all the steels and allocated the land to themselves,” he said, “they built hotels and eateries on government properties.”

Speaking further on the panel’s findings, Mr Buhari noted, “All our houses in Kaduna have been sold. Today, apart from our liaison office, we do not have anything in Kaduna. Government should take them to court and prosecute them for economic sabotage, and, if found guilty, the government should ban them from holding political offices for 10 years.

“Also, some ministries, bureau of lands, surveying office, and many other offices had shady deals with our land in Kwara state. So, anyone involved should be sanctioned and prosecuted according to the civil service rules.”

Arguing further on the need to bring Messrs Saraki and Ahmed to book, Mr Buhari asserted, “Even if they have retired, they should be brought to book because the connivance was too much. Look at what happened at KWTV. They sold almost all the land at KWTV to themselves. Despite the fact that you must leave certain meters away from the television mast, those rules were jettisoned.

“Also, Noktel Hotel is built right on top of the aquifer which supplies water to Agba Dam, Ilorin. What we observed is unbelievable. So, for the hotel, we recommend outright demolition of it. Because they knew what they were doing, they have now blocked water from flowing to the dam.”

Based on what “we discovered,” Mr Buhair accused Messrs Saraki and Ahmed of conniving with others “to perpetrate evils.” He alleged that they refused to appear before the panel and “defend themselves.”

“Also, our shares, bonds, and stocks were sold out within five weeks of their leaving office. These are worth billions of naira. Even, the Amoyo International Market in which they claimed that they bought land for over N400 million and paid about N200 million and also swapped 10 pieces of our land in Abuja for Amoyo land by Harmony Holdings Limited. Personally, Bayo Sanni and Tope Daramola need to be brought to book on the issue,” he added.

“On Kwara Mall, it is sad that Kwara state government put down the sum of N500 million, gave land and C of O over the land,” Mr Buhari further alleged. “They used the C of O to collect another loan in a bank worth N500 million and brought nothing to the Kwara state government. In fact, the sharing formula is 70 per cent to 30 per cent. That is, 30 per cent to the state government that put down everything.

“On Shonga Farms, you brought 13 farmers, and you gave them land and huge money in foreign currency, and yet nothing was remitted to the state government. They did not stop at that. They mortgaged the same land and collected money from different banks.”

Receiving the report, Mr AbdulRazaq said he had noted the recommendations to prosecute all those indicted in the white paper and promised to act on them.

Federal Government says it has cleared all N-Power payments; set to enrol new 1million beneficiaries

0

The federal government says all backlog payments of N-power beneficiaries have been cleared.

Sadiya Farouq, minister of humanitarian affairs, disaster management, and social development, said this during a workshop organised by her ministry on effective media reporting in Abuja on Thursday.

President Muhammadu Buhari in his message to commemorate the workers’ day celebration had announced plan to double the beneficiaries of the N-Power programme from 500,000 to one million.

Farouq said her ministry is about to conclude new enrolments of one million beneficiaries under Batch C of the social investment programme.

She said that the N-Power is another component of the national social investment programme (NSIP) is designed to stem the growing tide of poverty, unemployment and social insecurity in Nigeria.

Last year, there were complaints from beneficiaries over non-payment of their monthly allowances.

Farouq said that her ministry encountered challenges with the government integrated financial management information system (GIFMIS) which caused the delay.

She explained that the accountant-general’s office identified that out of the 516,600 N-Power beneficiaries’ data it received in April, about 14,020 were not paid because their account details already exist in other ministries, departments and agencies (MDAs).

She, however, said that once the accountant general’s office had resolved the issue, the allowance would be released to those who were eligible.

Speaking at the workshop, the minister said: “I don’t think we still have the issue of N-Power backlog. We have sorted that out with the office of the Accountant General of the Federation.

“It has been a very tedious process but as at the last count, we have paid all the beneficiaries after the series of processes.

“N-Power is the job creation and economic component of the NSIP for young unemployed Nigerians. It has provided temporary income-generating opportunities for 500,000 unemployed youths of Batches A and B N-Power beneficiaries.

“Currently, the Ministry is about concluding the enrolment of 1,000,000 Batch-C applicants in two streams of 500,000 in the first instance and another 500,000 later”.

The minister also said that under the national social register, a total number of 6,969,230 households and 29,766,599 persons had been captured; and about 4,000,000 households and 20,000,000 persons will be added to it.

She added that one million households and 5.6 million persons had been captured under the conditional cash transfer (CCT), while plans are underway to add another batch of 1,000,000 households and 5,600,000 persons to the CCT.

The N-power program, established by the federal government in 2016, is designed to recruit unemployed young graduates, and they are given an allowance of N30,000 per month

37 prison inmates gain University admissions

0

The Nigeria Correctional Service (NCoS) on Friday said 37 of its inmates were admitted and matriculated into the National Open University of Nigeria (NOUN) on Tuesday 25th May 2021.

A statement obtained by NewsWireNGR on Friday and signed by Public Relations Officer of NCoS, Mr Francis Enobore on Friday in Abuja, said the inmates were admitted to study various courses as Business Administration, Political Science, Criminology and Security Studies, Journalism, Peace and Conflict Resolution, Accounting, Economics, Christian Religious Studies and Economics Education.

According to the statement, this is the second matriculation ceremony in the Custodial Centre, under the auspices of NOUN.

It stated that the inmates were admitted to study various courses as Business Administration, Political Science, Criminology and Security Studies, Journalism, Peace and Conflict Resolution, Accounting, Economics, Christian Religious Studies and Economics Education.

“The Vice Chancellor of NOUN, Prof. Olufemi Peters, represented by Dr Segun Adenuga, the Director of Ogun Study centre, took the enrollee through the orientation programme.

“The programme exposed their minds to what is expected of them as students of National Open University of Nigeria,” he said.

The statement quoted the Controller of Corrections, Ogun Command, Mojeed Olaniran, as congratulating the inmates and implored them to make good use of the opportunity.

He urged them to bear in mind that aside from security, the cardinal objectives of correction were reformation, rehabilitation and reintegration.

The controller re-emphasised that NCoS encouraged the inmates to upgrade themselves in various aspects of skill acquisition that would benefit their lives and society at large.

He admonished them to make good use of this second chance to remediate their wrong past and appreciated the good gesture of NOUN’s authority for providing free education to the inmates.

Responding, Peters affirmed that the University was poised to bring education to the doorstep of all and sundry, which included those in the correctional centres.

Peters further reassured the matriculating students that the authority was prepared to give them scholarship up to PhD level.

He advised them to make maximum use of their study materials and not to be derailed by their present conditions, urging them to rather use the opportunity to gain academic laurels.

Breaking: Two officers killed as gunmen attack another police station in Delta

0

Gunmen have attacked Umutu Police Divisional Headquarters in the Ukwuani Local Government Area of Delta state, killing at least two officers.

NewsWireNGR learnt that the hoodlums attacked the facility around 2:30am on Friday but did not burn down the station.

It was however not clear if the assailants carted away arms from the police station.

When contacted for comments at about 7:13 am, the Delta State Commissioner of Police, CP Ari Muhammed Ali said,”No comments for now. I’m doing something for now.”

There has been an increasing spate of attacks on security agencies in the South East and South South geopolitical zones of the country, which has compounded the security challenges in the two regions.

Femi Falana says civil war is already happening in Nigeria

0

Human rights lawyer, Femi Falana has warned that the 2023 general elections is at risk and could be shelved because some parts of the country are faced with what he described as civil war.

Mr Falana stated this on Thursday while speaking at the south-west constitution review public hearing in Lagos.

He said that Nigeria is on the brink of collapse as there have been increasing calls for secession and attacks on police stations. Also, about 7 offices of the Independent National Electoral Commission (INEC) has been attacked this year.

Falana asked the ruling class to advise President Muhammadu Buhari on what he must do to “quickly reclaim this country”.

“Time is not on the side of the ruling class, as we are gathered here, in some parts of the country — south-east, north-east, north-west — a civil war is going on. In fact, in some parts of the country, the 2023 elections are already in jeopardy,” he said.

“INEC offices are being burnt, police stations are being burnt. In that kind of atmosphere, we cannot pretend that there is political stability in our country.

“I, therefore, plead with you when you return to Abuja, invite the president and ask him what we can do very quickly to reclaim this country, which currently is on the verge of collapse.”

Falana further urged the government to ensure peace across the country before attempting to implement the resolutions at the ongoing constitutional review at town halls.

He added, “For the constitutional amendment to be meaningful, there must be peace and stability, and you can only have peace and stability when you address the problems confronting the people.

“If you don’t want people to break away from Nigeria, you must give them confidence.”
